Haddon—Cave, today described the Companies (Amendment) Bill 1972 as "probably one of the most up-to-date pieces of legislation on prospectuses in the world"# He said other bills to follow in due course for the protection of investors will deal with securities which, among other things, will include the regulation of the operations of stock exchanges; unit trusts and mutual funds; and take-over bids, and they are now in an advanced stage of preparation# He was speaking in this afternoon’s Legislative Council meeting while moving the second reading of the Bill. • 1 V *' ■ • The Rill, he said, aims at requiring more and better information to be given in prospectuses and laying down penalties for giving false or misleading information and for other offences by promoters. This brings the number of specialists in the Section to JL. Seven others, still undergoing training in Britain, are due to return to Hong Kong in another year or so. Of the five new staff members, two are trained in the education of the educationally subnormal, one in the education of maladjusted children, one in the education of the blind and one in speech therapy. The expansion of the Special Education Section is part of the Government’s five-year development plan for special education. The majority of people approaching this Section for help are school teachers and parents of children with problems.  PRH 7 4000091 DAILY INFORMATION BULLETIN Saturday, September 2, 1972 HONG KONG INCREASES CONTRIBUTION TO ASIAN INSTITUTE ON DEVELOPMENT AND PLANNING The Hong Kong Government has agreed to contribute US816,250(approx□ HKS90,700)to the Asian Institute for Economic Development and Planning for the five-year period beginning in 197^» This is an increase of some 25 per cent over previous contributions to the Institute, established under the auspices of the United Nations1 Economic Commission for Asia and the Far East (ECAFE). The increase was recommended in the report of the Institute’s Governing Council to the ECAFE’s 28th Plenary Session held in Bangkok in March this yerr.  P.R.H. 7 (REVISED) 4000091 ME INFORMATION SERVICES DAILY INFORMATION BULLETIN Tuesday, August 1, 1972 ASIAN DEVELOPMENT BANK LOAN AGREEMENT SIGNED ******** The Government’s first loan from an international financial institute was officially signed today. During a brief ceremony, the Financial Secretary, Mr. Philip Haddon-Cave, and the President of the Asian Development Bank, Mr. Takeshi Watanabe, both signed a loan agreement of US$21.5 million — about HK&120 million. Mr. Watanabe arrived in Hong Kong yesterday specially for the ceremony. The signing was one of his last official acts before he retires due to health reasons. As a result of the loan, Hong Kong can now proceed with the construction of the desalting plant at Castle Peak in the Nev; Territories. The possibility of a loan from the Asian Development Bank was first raised in April last year during the fourth annual meeting of the bank’s board of governors in Singapore.

 P.R.H. 7 (REVISED) 4000091 INFORMATION SERVICES DAILY INFORMATION BULLETIN Thursday, June 1, 1972 FRANCHISE AWARDED BY GOVERNOR-IN-COUNCIL To Operate Passenger Ferry Services The Transport Department announced today that the Governor-in-Council had awarded a franchise to the Hongkong and Yaumati Ferry Co. to operate passenger ferry services between Shau Kei Wan/Kwun Tong and Shau Kei Wan/Sam Ka Tsuen. For this purpose, the Company would build a new pier at Shau Kei Wan and would start the new services in October after completion of the pier. In the meantime, with the agreement of the Marine Department, the Company will run a temporary service between Shau Kei Wan (Ah Kung Ngam) and Sam Ka Tsuen from about mid-June, between 6.15 a.m. and 9*15 P*m* at a 20 minute frequency and a fare of 20 cents. The landing facilities at both ends will necessarily be of a temporary nature until the new piers are ready in October. Until the Yaumati Ferry Company is ready to take over in October, the...

G.T. Rowe, Director of Social Welfare, said today even professional social workers and specialists must still learn to be administrators and managers — because they could not shift from one role to the other ’’just like that." He was speaking to 26 senior social workers at the start of an eight-day seminar in Lee Gardens on social welfare management — the first of its kind in Hong Kcng. In the audience was Mr. F. Lee Siew-kwong, the Director of Social Welfare in Singapore, who had come especially to participate in the seminar and "to share with us his very considerable management experience in government generally, and in social welfare in particular." The tunnel road is to be used for vehicular traffic and it will constitute an important part of the North-East Kowloon ^oad Network. When completed, not only will the tunnel road relief traffic congestion in the Kowloon City area, it will also serve as a main access route to the fast developing town of Kwun Tong. The airport tunnel road starts at the western end with the main approach ramp in Kowloon City Road. It then passes under the airport runway, the aircraft parking apron and the link taxiway before rising to cross Kai Tak Nullah by a bridge, and terminates on the eastern end at ground level on Kowloon Bay Reclamation.
