Introduction

This collection of administration and other reports covers the first 100 years of British rule in Hong Kong. On 26th January 1841 Hong Kong was occupied by British forces; two days after this initial occupation, on 28th January 1841, a Royal Proclamation placed the civil administration in the hands of Captain Elliot, then Chief Superintendent of Trade of British Subjects in China. Captian Elliot was succeeded in his post as Chief Superintendent by Sir Henry Pottinger on 11th August 1841. A year later, on 29th August 1842, the British occupation of Hong Kong was recognised and confirmed in the Treaty of Nanking. The final stage of this takeover took place on 26th June 1843 when Hong Kong was proclaimed a Crown Colony and Sir Henry Pottinger became its first governor.

There are no annual reports for these earliest years of the British presence in Hong Kong; but there are details of the income and expenditure of the fledgling administration which were presented to the British Parliament. In addition, there is the Report presented by the Colony's Treasurer, Mr Martin, (together with the consequent correspondence) which describes the administration of the area at this time.

It naturally took time for the whole apparatus of colonial government to be developed in Hong Kong and for the standard reporting back to London to be established. Foremost among the reports that had to be sent back to London was the annual Blue Book: the collection of all available statistics of

the colony, including details of all income and expenditure (even including salaries paid to various office holders), and with this Blue Book was sent the Governor's report summarising the events of the year. Whether the report was written by the Governor himself or by the Chief Secretary with merely a covering letter by the Governor depended on the character of the two men. The writing of this annual report on the Blue Book was obviously popular task, as illustrated in two despatches of June 1847 - strangely enough by Sir Henry Pottinger (the first Governor of Hong Kong) and his colonial secretary - but from the Cape of Good Hope, Pottinger's next posting after Hong Kong: in his despatch no. 72 of 7th June 1847 forwarding the Blue Book of the Cape of Good Hope, Pottinger

wrote:

'In obedience to the instructions contained in paragraph 1, section 4, chapter 7, page 59 of the Compendium of Rules and Regulations for HM's Colonial Service, I transmit the Blue Book with the Colonial Secretary's Report thereon'.

However, the report of John Montagu, the colonial Secretary, began with these words:

'Your Excellency is no doubt aware that it forms one of the duties of the Governor of the Colony to draw up annually a General report on the state and prospects of the several territories under his administration, which is transmitted with the Blue Book of the year. In the present instance, this duty has devolved upon me.'

Sir Henry Pottinger had left Hong Kong before the first Hong Kong Blue Book and Report had been written - they were sent in May 1845, for the year 1844; perhaps because it was the first Blue Book to be compiled for Hong Kong, there does not seem to have been an unwillingness of either Governor or Colonial Secretary to write the accompanying report and both men wrote separate lengthy reports on it.

The obligation to write these reports continued unchanged right up to 1939 and the beginning of the Second World War, when it was decided that colonies need no longer submit them. The only exception was Palestine and other mandated territories where it was thought that the British Government had an obligation to the League of Nations to write such administration reports, even though they could not be presented - but even there, reports were not actually written after 1941.

The nomenclature of the Hong Kong report, however, did change from time to time. Until 1889 it was called ‘Annual Report on the Blue Book'. From 1890 to 1930 it was called simply ‘Annual Report on Hong Kong', but there was no change in content between the 1889 report with the old title and the 1890 report with the new title, although as time went on changes in style and arrangement did gradually develop. From 1931 to 1939 the title was 'Annual Report on the Social and Economic Progress of the People of Hong Kong'.

Some of the reports were never published and these are reproduced in these volumes for the first time ever. The rest were published, although the

method of publishing them changed over the years. Until 1886, each colony's report was not published individually but as part of one omnibus report presented to the British Parliament entitled 'Reports exhibiting the past and present state of Her Majesty's colonial possessions'; from 1887 onwards each colony's report became a separate publication. The actual publisher of the reports changed, too. From the beginning until 1919, Parliament itself published these reports as Command Papers; from 1920 onwards the Colonial Office published them through the agency of His Majesty's Stationery Office.

The arrangement and division of the volumes in this publication reflects and illustrates the changes in title, method of publication, and type of report. The arrangement is as follows:

Volume 1 contains the early reports from 1841-1844 before the system of annual reports was started; it also contains all the reports from 1844 to 1886, during which period the reports were published as one section of the omnibus report containing 'Reports exhibiting the past and present state of Her Majesty's colonial possessions'.

Volume 2 contains the reports from 1887 to 1903, during which period each colony's report was published as a separate publication and not as one section of a compendium report. As mentioned above, the title changed with the 1890 report but the form of the contents remained the

same.

Volume 3 contains the reports from 1903 to 1919, and the reports in this period are similar in form, title and publisher to those from 1890 to 1903 contained in volume 2.

Volume 4 contains the reports from 1920 to 1930, during which period the form and title were the same as for the years 1890 to 1919, but the publisher changed from the House of Commons to the Colonial Office through the agency of HMSO.

Volume 5 contains the reports from 1931 to 1939, during which period the form (for all) and the publisher (up to 1938) were the same as for the period 1920 to 1930 but the title was changed to 'Annual Report on the Social and Economic Progress of the People of Hong Kong'.

Volume 6: No composite annual report was written for 1940/41 or 1941/2 but we do have department annual reports and financial estimates, and these have been reproduced. At the end of this period, the worsening of the war situation prevented for the time being the preparation of any more reports.

Above is a general outline of the nature of the reports and contents of these volumes. Below are more detailed notes on each period of reports, on which reports were published and which were not published, on which reports were not written and the despatch that is to be taken as a substitute for the annual report, and on the location and reference of every single document used.

No annual reports were written during this period, but we do have details of the financial statements covering these years. And we also have the report written by Treasurer Martin and consequent correspondence which describes the administration of Hong Kong from the beginning. We have given the references for these reports: the prefix HoC means that these files can be found in the published Papers of the House of Commons and can be seen at any of the copyright libraries in the United Kingdom (we have used the copies in the Cambridge University Library, but the references would be the same for any of the libraries).

1844-1886

1844 saw the first Blue Book for the colony of Hong Kong, together with a report on its contents by the Colonial Secretary and further comments by the Governor in his covering letter. The Blue Book, the report and the Governor's comments were sent to London on 3rd May 1845 – they were in manuscript form and were not published; to this day, they have never been published and can be found only in the files of the Colonial Office at the Public Record Office outside London.

The following year's report was published, however, by the British Parliament as one of the reports in its series 'Reports exhibiting the past and present state of Her Majesty's colonial possessions'. This annual series comprised one omnibus report consisting of the annual reports on the Blue

Books of many colonies, often all those in a particular geographical area; the fact that each colony's report is an extract of the omnibus report accounts for the layout. This series ('Reports exhibiting the past and present state of Her Majesty's colonial possessions') continued until 1886. All the Hong Kong Reports from 1845 to 1886 that were written were published in this series of omnibus reports, with the exception of the 1884 report which, although printed in Hong Kong and sent to London, seems to have been overlooked by the compilers of the Parliamentary report; it can, however, be found in the files of the Colonial Office.

The 1870s were an exasperating time for the Colonial Office in London, as several Hong Kong reports were not written at all, especially during the governorship of Sir James Pope-Hennessy. The reports for 1871 and 1876- 1878 were not written, although the report for 1879/1880 (sent in April 1881) did try to remedy some of the damage by including a survey of the previous years. In 1871 the frustration of the Colonial Office officials was obvious in their internal minutes (included in this publication) as well as their decision to have 'nil return' entered in the omnibus report published by Parliament; but the years 1876 to 1878 are merely a blank in the Parliamentary record. Instead of an annual report, we have included the despatch from the Governor to the Colonial Office giving the financial estimates for the forthcoming year.

1887-1889

From 1886 onwards, Parliament ceased its previous practice of printing all the colonial Reports on Blue Books together in one omnibus report entitled 'Reports exhibiting the past and present state of Her Majesty's colonial possessions'. Henceforth, each colony's annual report on the Blue Book was published as a separate publication in a new series entitled 'Her Majesty's Colonial Possessions: no. ... [name of Colony]'; the first one in this new series was the 1886 report for the Virgin Islands: the first report for Hong Kong was that for 1887 and was number 33 in the new series.

All the reports for 1887 to 1889 were published and the references are below. In 1888, there were two reports: an initial report and then a further report. All these reports were still described as the ‘Annual Report on the Blue Book'.

1890-1930

The series of printed individual reports that Parliament began in 1886 had a very short existence with its title 'Her Majesty's Colonial Possessions: no. [name of colony]'. The concept of each colony's report being a separate publication remained, but the title was changed to 'Colonial Reports Annual: no. [name of colony]'. From 1890 until 1919 these reports under the new title were published as Command Papers of the House of Commons, as previously; but from 1920 onwards the publication was taken over by His Majesty's Stationery Office - the numbering of the

reports, however, continued in an uninterrupted series.

From 1890 onwards, each report was described merely as the Annual Report rather than as the Annual Report on the Blue Book, but there was no change in the content.

In addition to these reports, we are including in this collection various other reports: firstly, the initial reports on the administration of the New Territories from 1898 to 1900, which were kept separate from the main administration report of the colony; and secondly, a summary for the years 1841 to 1930 published by the Hong Kong government.

1931-1939

Published Reports

The series of annual separate reports that began in 1890 (published by the House of Commons from 1890 to 1919, and by HMSO from 1920 to 1930) with the title of 'Annual Report' continued from 1931 to 1939 but with a different title. Henceforth they were entitled 'Annual Report on the Social and Economic Progress of the People of Hong Kong'. However, they were still part of the series of annual colonial reports and the numerical sequence continued. Below are the references for the published reports in the 1930s. The reference given is for the volumes that are to be found in the Official Publications Room of Cambridge Unviersity library- as mentioned above, these references would not apply to copies located in other copyright libraries.

With the beginning of the Second World War in September 1939, the Colonial Office decided that no more colonial annual reports should be issued until the end of the war. For most colonies, the 1938 report was the last one in this series; but the 1939 report for Hong Kong does exist in proof form, and can be found in Cambridge University Library. It has been included in this collection, the reference number being given below. Because it was never published, there is no series number allocated to it.

After December 1939, the period for all administration reports changed from the calendar year (1st January to 31st December) to the financial year (1st April to 31st March). Therefore, the next reports after 1939 covered the period January 1940 to March 1941, a period of 15 months. No composite Annual Report on the administration of Hong Kong (or for any colony) was written during the war years, but we do have various

departmental administration reports as well as the financial estimates.

For the financial year April 1941 to March 1942, the worsening of the war situation meant that even departmental reports could not be written. We do, however, have the draft estimates for that year, and these are again to be found in the Colonial Office files at the Public Record Office. The file references are as follows:

No further administration reports or financial estimates were prepared until August 1945. In that month began a period of British Military Administration which lasted until April 1946 when civilian government was restored. The Military Administration produced its administration report, and from 1946 onwards the normal annual report has been produced. We hope to reproduce all these in future volumes.
