SIR,-With reference to War Office letter 10/1939 (F. 1.) of 31st December, 1913, I am commanded by the Army Council to send the enclosed statements (A. & B.) showing the cost of the garrison of Hongkong in the financial year 1913/14 and the Military contri- bution in respect of that period.

It will be seen that the cost to Imperial funds was approximately £389,593 in excess of the contribution paid by the Colony.

Housing of European Subordinate Officers (Part II in C.S.O. 2849/1912).

The Chairman submitted a plan which had been prepared for the erection of a row of six 2-storied houses on vacant Crown land on the east side of Happy Valley and to the north of Inland Lot No. 2039 to provide quarters for European Subordinate Officers. The four intermediate houses were shown to contain 4 rooms each and the two end houses 5 rooms each. The estimated cost of the block of six houses was $61,000.

The Chairman also read certain minutes in which a proposal to construct a 3-storied block of flats was discussed.

The Committee were of opinion that, in the case under consideration, 2-storied houses were preferable to flats and they unanimously agreed to recommend that a block of houses in accordance with the plan submitted be erected.

The Committee then adjourned.

FURTHER FINANCIAL PROVISION FOR THE CONSTRUCTION ACCOUNT OF THE KOWLOON-CANTON RAILWAY.

GOVERNMENT HOUSE. HONGKONG, 22nd April, 1915,

SIR,--With reference to your Despatch No. 59 of the 11th March, 1915, I have the honour to address you on the subject of making further financial provision for the Con- struction Account of the Railway.

As you are aware the amount available up to date is £1,350,000 consisting of repay- ments of the Loan to the Viceroy at Wuchang, £1,100,000, and the further loan of £250,000 to be raised under Ordinance No. 8 of 1913.

2. Of the loan to the Chinese Authorities $990,000 have already been repaid and advanced to Railway Account the total, in local currency at various rates of exchange, coming to $10,374,216. The remaining £110,000 repayable this year together with the future loan of £250,000 taken at 1s. 10d. (the rate of exchange in this year's Estimates) would come to $3,927,273. The total amount available is therefore $14,301,489.

3. Now the revised estimate which has been sanctioned up to date on Capital Account is $15,197,555 as indicated in Column VII of Sessional Paper No. 22 of 1911, which was enclosed in my Despatch No. 22 of the 15th January last, showing a deficiency of $896,066.

4. On due consideration I have arrived at the conclusion that the best method of meeting this deficiency is to provide it from the accumulated balances of the Colony, which came to a sum of $2,910,474 on the 31st December last.

At the present rate of expenditure the funds already sanctioned will be exhausted at latest by the end of June next and I therefore propose with your sanction to take the necessary steps for appropriating from Government Funds the sum that is estimated to be required for the remainder of the year. This sum is $486,144 and is arrived at as follows:

5. It is hoped that in the near future it will be possible to sell the sites of the old Supreme Court and Post Office Buildings in Victoria. These sites cover an area of 36,775 square feet.

* In addition there are the lots north of Salisbury Road, Kowloon, which were resumed in the years 1909 and 1910 as a site for the terminal station. These lots have a total area of 262,389 square feet. * * * There is little doubt * * * that during the next few years the value of this land will appreciate considerably and with these prospects in view I feel that the financial operation for which I have asked your sanction will only result in a temporary reduction in the assets of the Colony.

REPORT ON PROGRESS UP TO DECEMBER 31st, 1914.

The Contract for building the superstructure has now run for 10 months of the period of 2

years.

Of the approximate amount of Kang On's contract namely $173,847, there has been paid up to the end of the year $39,411.70 but this does not give a fair comparison of the progress of the work.

Brickwork generally is up to within a few feet of the first floor level.

Granite work is somewhat lower as the brickwork has to precede it.

The colonnade to the Star Ferry is up to roof level.

No flooring has yet been laid but the preparation of wood blocks, joists, floor boards, materials for concrete and re-inforcement is well forward.

All door and window frames are completed and teak doors and windows are being pre- pared.

Timber for roof trusses has been cut and is seasoning in stacks.

Indents have been forwarded to England for all necessary fixtures unobtainable in the Colony, with the exceptions of the Clock and Bell, rain water gutters and down piping, and electric fittings.

There has been some delay in the supply of bricks owing to the wet autumn when several firings at the brickworks near Canton were spoilt.

So far the progress of the work is satisfactory, and there is nothing at present to indi- cate that the completion of the contract will be overdue.

Drawings showing the heights to which the work has advanced are put up.

HONGKONG.

KOWLOON RAILWAY STATION,

REPORT ON PROGRESS UP TO JUNE 30, 1915.

Laid before the Legislative Council by Command of His Excellency the Governor, July 8th, 1915.

Kang On's Contract No. 212 has now run for 16 months out of the contract period. of 2 years.

The brickwork in the main building is practically finished.

Granite work is up to the course below the top cornice, and will possibly be com- pleted as far as the main building is concerned by the end of August.

The tower is up to the level of the roof of main building and will proceed faster when masons and bricklayers can be relieved from the latter.

The colonnade which was up to roof level at the time of last report is now asphalted and only requires the parapet walls fixing and floor surfacing.

The timber in roof is all in place and awaiting tiling when masonry is completed. Tiles are all on ground, rain water gutters and down pipes are being fixed.

Materials and fittings indented for through the Crown Agents have now all arrived with the exception of lavatory fittings and clock.

Plaster work is well in hand, all covered verandahs and colonnade being completed.

Drains are being laid as the work proceeds or necessitates.

Of the approximate amount of Kang On's Contract, namely, $173,847 there has been paid to date of report the sum of $101,000.

There is every reason to believe that the contract will be completed to time, except perhaps with regard to the tower, which may be somewhat behindhand owing to the delay in arranging about the clock. This however should not prevent the station being opened in March, 1916, as intended.

(3.)-Turret Clock for Kowloon Railway Station (C.S.O. 1111/1915).

The Chairman laid before the Committee an indent which had been submitted by the Manager of the Railway for a turret clock for the new Terminal Station at Kowloon Point. The clock was estimated to cost, exclusive of freight, insurance, etc., and without chimes, £499. 1s. 4d. If Westminster chimes were added, the additional cost would be about £210, bringing the total cost up to £709. 1s. 4d.

The Chairman read a minute by His Excellency the Governor suggesting that, as the Railway was still far from being a paying concern and as the clock would have to be paid for out of borrowed money, the matter should be deferred for the present.

The Committee endorsed His Excellency's suggestion that the question of providing a clock should be deferred meanwhile.

The Committee then adjourned.

Liquors Ordinance Office (C.S.O. 1000/1915).

The Chairman laid before the Committee a proposal to extend the existing Harbour Office building eastwards over the portion of Crown land which adjoins Connaught Road, such extension to be used to accommodate the Liquors Ordinance Office and quarters for some of the Staff. The drawings submitted showed that the building would be a 3-storied one, the ground floor being utilized for offices and the two upper floors for two sets of quarters, each containing 3 rooms, 2 bathrooms, a kitchen and servants' quarters. The estimated cost of the extension was $39,000.

The Committee unanimously agreed to recommend that the work be carried out in accordance with the plans submitted.

(1.)-Paving of Main Roads in Hongkong (C.S.O. 403/1914).

The Chairman submitted a proposal to substitute asphaltic concrete surfacing for the compressed asphalte surfacing originally proposed to be laid on certain main roads in the City where paving of a high-class description was considered desirable. He men- tioned that the Standard Oil Company had tendered to lay asphaltic concrete surfacing and to maintain it for a period of 3 years and that, as it appeared to be a very durable material and as the cost of it would amount to about $4.55 per sq. yard compared with $8.25 for compressed asphalte, great economy would result from its use.

For the pre- paration and use of the material, which, like compressed asphalte, had to be laid hot, certain plant, including a motor-wagon to ensure rapid delivery at the point where it was to be laid, would be required. The estimated outlay on such plant was $10,000.

After full discussion, the Committee unanimously agreed to recommend that that portion of Des Voeux Road, extending from Pedder Street to Jubilee Street, should be laid with asphaltic concrete surfacing and that the requisite plant should be purchased.

(2.)—Typhoon Refuge, Mongkoktsui-Coping of outer slope of breakwater. (C.S.O. 4 in 9647/1903.)

The Chairman submitted a proposal to substitute a coping of mass concrete, which would form a low parapet along the top of the outer slope of the breakwater, for the coping shown on the Contract drawings. The proposed coping would, if adopted, add 2 feet to the effective height of the breakwater and would tend to deflect and break up any waves which might run up the outer face during typhoons. The estimated additional cost of the proposal was $6,500. Funds were available to cover the additional cost.

The Committee unanimously agreed to recommend that the proposal be adopted.

The Chairman laid before the Committee an indent which had been submitted by the Manager of the Railway for a turret clock for the new Terminal Station at Kowloon Point. The clock was estimated to cost, exclusive of freight, insurance, etc., and without chimes, £499. 1s. 4d. If Westminster chimes were added, the additional cost would be about £210, bringing the total cost up to £709. 1s. 4d.

The Chairman read a minute by His Excellency the Governor suggesting that, as the Railway was still far from being a paying concern and as the clock would have to be paid for out of borrowed money, the matter should be deferred for the present.

The Committee endorsed His Excellency's suggestion that the question of providing a clock should be deferred meanwhile.

The Committee then adjourned.

Housing of European Subordinate Officers (Part II in C.S.O. 2849/1912).

The Chairman submitted a plan which had been prepared for the erection of a row of six 2-storied houses on vacant Crown land on the east side of Happy Valley and to the north of Inland Lot No. 2039 to provide quarters for European Subordinate Officers. The four intermediate houses were shown to contain 4 rooms each and the two end houses 5 rooms each. The estimated cost of the block of six houses was $61,000.

The Chairman also read certain minutes in which a proposal to construct a 3-storied block of flats was discussed.

The Committee were of opinion that, in the case under consideration, 2-storied houses were preferable to flats and they unanimously agreed to recommend that a block of houses in accordance with the plan submitted be erected.

The Committee then adjourned.

(1.)-Paving of Main Roads in Hongkong (C.S.O. 403/1914).

The Chairman submitted a proposal to substitute asphaltic concrete surfacing for the compressed asphalte surfacing originally proposed to be laid on certain main roads in the City where paving of a high-class description was considered desirable. He men- tioned that the Standard Oil Company had tendered to lay asphaltic concrete surfacing and to maintain it for a period of 3 years and that, as it appeared to be a very durable material and as the cost of it would amount to about $4.55 per sq. yard compared with $8.25 for compressed asphalte, great economy would result from its use.

For the pre- paration and use of the material, which, like compressed asphalte, had to be laid hot, certain plant, including a motor-wagon to ensure rapid delivery at the point where it was to be laid, would be required. The estimated outlay on such plant was $10,000.

After full discussion, the Committee unanimously agreed to recommend that that portion of Des Voeux Road, extending from Pedder Street to Jubilee Street, should be laid with asphaltic concrete surfacing and that the requisite plant should be purchased.

(2.)—Typhoon Refuge, Mongkoktsui-Coping of outer slope of breakwater. (C.S.O. 4 in 9647/1903.)

The Chairman submitted a proposal to substitute a coping of mass concrete, which would form a low parapet along the top of the outer slope of the breakwater, for the coping shown on the Contract drawings. The proposed coping would, if adopted, add 2 feet to the effective height of the breakwater and would tend to deflect and break up any waves which might run up the outer face during typhoons. The estimated additional cost of the proposal was $6,500. Funds were available to cover the additional cost.

The Committee unanimously agreed to recommend that the proposal be adopted.

(3.)-Turret Clock for Kowloon Railway Station (C.S.O. 1111/1915).

The Chairman laid before the Committee an indent which had been submitted by the Manager of the Railway for a turret clock for the new Terminal Station at Kowloon Point. The clock was estimated to cost, exclusive of freight, insurance, etc., and without chimes, £499. 1s. 4d. If Westminster chimes were added, the additional cost would be about £210, bringing the total cost up to £709, 1s. 4d.

The Chairman read a minute by His Excellency the Governor suggesting that, as the Railway was still far from being a paying concern and as the clock would have to be paid for out of borrowed money, the matter should be deferred for the present.

The Committee endorsed His Excellency's suggestion that the question of providing a clock should be deferred meanwhile.

The Committee then adjourned.
