The Chairman laid before the Committee a plan which had been prepared for the erection of several blocks of flats on a site adjoining Park Road. The site in question was partly obtained by utilizing a portion of what was now known as the "West End Park and partly by resuming Inland Lot 805. The resumption of the lot mentioned had already been arranged.

The plan showed three 3-storied blocks, grouped round an oval plot of land and a fourth block, (also 3-storied), a little to the westward. Each block contained four 3-roomed and two 4-roomed flats, or six separate flats or quarters, all of which were provided with the necessary servants' quarters and offices. The estimated cost was as follows:

The Committee unanimously approved of the plan submitted and were of opinion that the erection of the group of 3 blocks, containing 18 flats, should be proceeded with in the first instance.

Housing of Subordinate Officers in Kowloon. (C.S.O. 2849/12.)

The Chairman laid before the Committee a plan which had been prepared for the erection of eight 2-storied houses, forming a continuous row, on an area of Crown land to the west of King's Park and south of Jordan Road. Part of the area referred to had formerly been included in K.I.L. 1132, which had been acquired by Government, the major portion of the lot, with a dwelling house on same, being utilized for a residence for the Manager of the British Section of the Kowloon-Canton Railway..

2. Six of the houses would contain 3 rooms each whilst the two end houses would contain 4 rooms each. Each house would also contain a kitchen, pantry and bathrooms and some accommodation for servants would be provided in a separate block in the rear. The estimated cost of the eight houses was $61,000, or an average of $7,625 per house.

3. The Committee unanimously approved of the plan and recommended that the houses should be arranged as indicated by blue dotted lines on the plan dated 12th April, 1913, the hill which partly occupies the site being cut away to enable this to be done.

4. The Committee then adjourned.

PRÉCIS OF CORRESPONDENCE ON THE SUBJECT OF INCREASES OF SALARY.

Laid before the Legislative Council by Command of His

Excellency the Governor, April 10th, 1913.

The correspondence deals with applications for increases of salary by the following:-

(1.) Messengers, etc.-House Allowances.

(2.) Subordinate Officers not included in the Grading Scheme.

(3.) Subordinate Staff of the Post Office.

(4.) Officers of the Cadet Service.

(5.) Overseers, Public Works Department.

(6.) Wardmasters, Medical Department.

(7.) Principal Warders and Warders, Prison Department.

(8.) Sanitary Inspectors.

(9.) Land Bailiff, New Territories.

(10.) Assistant Engineer and Station Officer, Fire Brigade.

(11.) Third Interpreter, Supreme Court.

(12.) European Police on sterling salaries and on dollar salaries with exchange

compensation.

(13.) Local Officers on dollar salaries.

(14.) Senior Clerk, Audit Department.

(15.) Assistant Masters, Queen's College.

These applications pleaded generally the inadequacy of salaries on account, of the in- crease in cost of living and in the case of salaries on a sterling basis also on account of the rise in exchange. They were laid before the Governor soon after his arrival in July last and were in due course forwarded to the Secretary of State for the Colonies with the following recommendations.

1.- Messengers, etc.-House Allowances.

In a despatch under date 31st October, 1912, the Governor informed the Secretary of State for the Colonies that in consequence of numerous applications for increases from sub- ordinates of this class Sir F. Lugard had appointed a Committee to consider and report on (i) the remuneration of Government office employees with salaries of $15 per month and under and (ii) the housing of such employees or alternatively the grant to them of house allowances.

The Committee recommended that free quarters should be provided for Messengers, Office Attendants and Office Coolies or in lieu thereof at the discretion of Government an allowance of $2 per month.

The Governor stated that the scheme had only been partially applied and requested authority for its general application as from 1st January, 1913. This recommendation would involve an excess on the Estimates for 1913 of $648.

Mr. Harcourt in a reply dated 20th December, 1912, approved the above proposal.

Since the receipt of this despatch further employees of this class have been included in the scheme involving an additional sum of $600.

2.—Subordinate Officers not included in the Grading Scheme.

In a separate despatch under date 31st October, 1912, the Governor dealt with the case of Subordinate Officers not included in the Grading Scheme. In view of the facts that a large number of these employees either had or would be granted house allowances of $2 per month each, that the price of rice, after being abnormally high in the previous year, had experienced a sharp fall during the current year, and that the pay of many of these men had been revised of recent years, a general increase of salary was not considered necessary. following recommendations were however made with effect from 1st January, 1913:—

(.) The minimum pay of any Government employee should not be less than $108

per annum.

The

(i) The provisions relative to good conduct pay contained in General Order 48 (1) should be deemed to apply to all those subordinate officers in the following classes whose present initial salary was less than $144 per annum :—

Messengers.

Office Attendants. Office Coolies.

Indoor Servants.

Pressmen, Stamp Office.

Dispensarymen. Gardeners.

Park-keepers.

Watchmen and Caretakers of Buildings, with the exception of

Caretakers of Schools in the New Territories.

Survey Coolies.

Store Boys.

Station Coolies, Police Department.

It should also be deemed to apply to the following subordinate officers whose salaries were at the rate of $144 per annum without further increment :—

Ward Boys, Amahs, and Boys, Attendants on Sisters, Medical Department. For purposes of the grant of Good Conduct Pay the previous service of officers in the foregoing classes, to whom General Order 48 (1) had not hitherto applied, should be calculated as follows:--

(a.) An officer who, on the 1st January, 1913, had served for three years or for a longer period should receive the first instalment from that date, and his subsequent service for purposes of further instalments should be deemed to commence on that date.

(b.) An officer who, on the 1st January, 1913, had served for a less period than three years could count his previous service for purposes of the instalments.

(iii.) The scale of pay for crews of Government launches and the dredger should be

as follows:

Coxswain, 1st class (for Police Patr ol launches), $360 a year.

2nd class, $216-$240 by $121.

Engineers, 1st class (for Police Patrol launches and Dredger), $360 a year.

The immediate increase involved by these proposals amounted to $6,478 and the ulti- mate increase to $10,638.

Mr. Harcourt in his reply dated 17th December, 1912, approved the above recommen- dations.

Since the receipt of this despatch it has been proposed to extend the recommendations (i), (ii) and (ii) to certain additional officers involving a further increase of $900.

3.-The Subordinate Staff of the Post Office.

In a despatch under date 13th November, 1912, the Governor dealt with the applica- tion by the Subordinate Staff of the Post Office.

There had undoubtedly been a substantial increase in the cost of living during the previous 10 years but an investigation showed that the Petitioners had also received sub- stantial increases in salary during the period. The Governor was therefore unable to recommend a general increase of salaries but he considered that with a view to keeping the clerical staff in the Department for a number of years, Grades IV and V should be made continuous and that the staff should be given such increases as were allowed in the case of officers of similar grade in other departments. He also recommended a re-organiza- tion of the pay of postmen which had been suggested by the Postmaster General.

These recommendations would involve an excess of $2,204 on the Estimates for 1913.

Mr. Harcourt in despatch dated 19th December, 1912, approved the above proposals.

4.-Officers in receipt of sterling salaries or of dollar salaries with exchange compensation.

In a despatch under date 22nd November, 1912, (No. 1), the Governor represented to the Secretary of State for the Colonies that dissatisfaction with existing salaries was largely due to the high rate of exchange which had supervened upon an undoubted increase in the cost of living. The main fact to be borne in mind was that the standard of value in the Colony was the Mexican Dollar and not the English Pound Sterling, that to the former standard local products must conform and that these with house rent, wages, doctors' and dentists' fees, which never varied with exchange, represented in the case of married officers 66% and in the case of bachelors 80% of their liabilities.

The average rate for the year 1902, when the sterling salaries scheme was introduced and double exchange compensation was granted, was 1s. S. The maximum rate of exchange for the payment of sterling salaries and dollar salaries with exchange compensa- tion had been fixed in 1907 at 2s.

The average rates for the years 1908 and following were:-

The rates for these years had tended to regulate expenditure on the basis more or less of a 1s. 9d. dollar.

It would thus be seen that officers on a sterling salaries had suffered a serious loss of purchasing power.

A careful investigation of the matter showed that the increase in the cost of living since 1902 for officers domiciled in Europe was 21%, a figure which was calculated on a conservative basis.

In view of the above facts and of the fact that the average rate of exchange for the payment of salaries on a sterling basis for the ten years ending 31st December, 1911, was is. 10d., the Governor recommended that as from 1st January, 1913, 80% of sterling salaries, in which are included dollar salaries with exchange compensation, should be paid at a fixed rate of exchange of 1s. 9d. and that 20% be regarded as sterling salary and be paid at the average Hongkong demand rate from the 15th of the preceding month to the 15th of the month of payment.

The Secretary of State for the Colonies in a despatch under date 8th February, 1913,. approved the foregoing proposals subject to their being liable to re-consideration at the end of every three years in view of the possibility that the exchange value of the dollar might in the future rise and remain so high as to make the arrangement a source of serious embar- rassment to the Government. Mr. Harcourt further reserved to himself and his successors- in office the right to re-consider the system as soon as any steps were taken to place either the Chinese or the Hongkong currency on a gold basis.

5-10.-Overseers, Public Works Department, Sanitary Inspectors, Wardmasters, Medical Department, Warders, Prison Department, etc.

In a despatch under date 22nd November, (No. 2), His Excellency dealt with the applications from (1) Overseers in the Public Works Department, (2) Wardmasters, Medical Departinent, (iii) Principal Warders and Warders in the Gaol, (iv) Sanitary Inspectors and () certain miscellaneous recommendations.

5.-Overseers, Public Works Department.

The existing scales for Overseers were :-

A list of changes in the staff during the previous 5 years showed that the scale for Overseers of the 1st class had not proved adequate to prevent the resignation of four valu- able men and that in 5 years there had been eight dismissals and eleven resignations in a staff of 10 2nd class Overseers.

The Governor considered that if the recommendation for altering the rate of exchange- at which sterling salaries are paid were adopted and if the quarters which were occupied by some of the 1st class Overseers on payment of rent and the quarters which he had recom- mended should be built for them, were granted to them rent free, the position of the 1st class men would be sufficiently improved. It was however evidently necessary further to improve the position of the 2nd class men: they were skilled: the initial salary of the class was too low to attract such men and the increment too slow to keep them in the Depart- ment. The Governor therefore recommended that their scale should be raised to £200-£230 by £10 as from 1st January, 1913. The recommendation involved an increase of £350 on the Estimates for 1913.

6.- Wardmasters, Medical Department.

The existing scale of salaries was £100-£150 by £20 with free (bachelor) quarters, fuel and light. Out of a staff of 5 there had been in the course of 5 years 3 resignations, 2 dismissals and no transfers to other departments. The men joined the department with. a view to promotion in other branches of the service. This did not seem desirable and the Governor therefore recommended that the scale be altered to £110-£180 by £10' and that an endeavour should be made to provide married quarters for at least 2 of the staff. The recommendation involved an increase of about £65 in the expenditure for 1913.

7.-Principal Warders and Warders, Prison Department.

The salary of Principal Warders was £168-£204 by £6' and of Warders £96-£144 by £121 and all were supplied with free quarters, fuel and light. There were 6 married quarters, 3 of which were for Principal Warders and 1 for the Chief Warder. In view of the fact that promotion in the department was very limited the Governor considered that the scales. of salary should be revised as follows: -

He also recommended that until additional married quarters for 3 more Warders could be built, house allowances of $600 per annum should, if necessary, be granted to 3 Warders on condition that they resided within 5 minutes walk of the Gaol.

He subsequently recommended the addition of a Principal Warder to the Staff.

Mr. Harcourt approved these recommendations.

8-Sanitary Inspectors.

The Governor did not consider an increase of salary necessary in the case of these officers to whom the free passage scheme has been recently applied, if his proposals with regard to the rates of exchange for payment of sterling salaries were sanctioned, but he considered that to place them on an equal footing with Inspectors of Police and Overseers in the Public Works Department they should be provided with free quarters.

9.—The Land Bailiff, New Territories.

Mr. Last, Land Bailiff, who had 9 years service on a salary of $1,500 with exchange compensation and free quarters had been recommended by the District Officer, Taipo, for an increase of £25 per annum. The Governor recommended this increase provided Mr. Last accepted a sterling salary of £250 per annum. The maximum salary of Land Bailiffs, Public Works Department, was £250 per annum and as these Officers were to be provided with free quarters the recommendation would place all Land Bailiffs on an equal footing.

10.-Assistant Engineer and Station Officer, Fire Brigade.

The salary of this officer is £216-£240 with free married quarters, fuel and light and the privilege of the Free Passage Scheme. The Governor considered these emoluments sufficient and did not make any recommendation for increase of salary in view of the proposal to alter the rate of exchange for payment of the salary.

11.-Third Interpreter, Supreme Court.

Mr. A. J. Mackie's salary was £180-£225 by £15" which compared unfavourably with that of the Chinese Higher Grade Interpreter whose maximum $2,700 at 2s. equaled £270. The Governor therefore considered that the scale should be altered to £240-£270 by £10, and that Mr. Mackie might be allowed to draw £250 from 1st January, 1913.

Mr. Harcourt in his reply dated 8th February, 1913, approved the Governor's proposals with regard to Overseers, Wardmasters, Sanitary Inspectors and Land Bailiff and agreed that Mr. Mackie should be given the increased salary recommended.

13.-European Police.

In a despatch under date 22nd November, 1912, (No. 3), the Governor dealt with the application of the European Members of the Police Force, whose salaries were fixed in sterling.

A careful calculation showed that in the case of Europeau officers provided with free quarters the increase in cost of living since 1902 was 16%. In the case of the European Police it was somewhat less owing to the privilege they enjoyed of free passages.

The rates of salary of the various ranks compared favourably with the rates of the corresponding ranks in the London, Edinburgh, Glasgow and Dublin Police Forces. The European Police in Hongkong had extraordinary opportunities of earning allowances in addition to their salary: in the month of September, 1912, out of an establishment of 153 Europeans there were only 39, of whom 13 were Water Police, who did not enjoy extra allowances. This system had in course of years grown to proportions which militated against efficiency owing to a natural tendency to appoint senior officers to comparatively unimportant posts which happened to be more lucrative by reason of the allowances attaching to them. A first step in reducing these allowances had been taken by an amendment to the conditions of service to the effect that Police in certain rural districts were required to perform, in addition to their own duties, duties for Sanitary Department, Harbour Master's Department and Land Office. The present offered a favourable opportunity for abolishing these allowances throughout the Force together with those for residence in Hill District, Postal Work, Supervising Boat Paint-

ing, and Inspection of Dangerous Goods. The allowances for supervision of Distilleries and Collection of Liquor Duties should be revised, the collection of duties, which involved financial responsibility alone being paid for. The allowances attached to Yaumati, Shamshuipo and Bay View would thus be abolished while those at the remaining stations with the exception of Kowloon City would be reduced to $10 in the case of Cheung Chau and to $5 for each of the other stations including No. 3 Police Launch. This measure would effect a saving of $365 a month. The following allowances should be retained :—

(a.) For Conveyance.

(b.) For Knowledge of Languages.

(c.) For Detective Staff..

(d.) For Rations.

(e.) For Finger Prints (special know-

ledge).

(f.) For Drill Instructor (special know-

ledge).

(g.) For Medal (reward for special ser-

vices).

(h.) For Registrar of Births.

(i.) For Telephone.

(1) For Theatre Duties.

(m.) For Collection of Crown Rent.

The Governor recommended that if the European contingent were willing to forego the allowances referred to above the following increases should be granted in addition to the increase resulting from the alteration in the rate of exchange for payment of salaries :-

and that the increments of Constables and of the Chief Inspector and Chief Detective In- spector should be made biennial instead of triennial.

The additional expenditure involved in maxima salaries by these increases amounted to £1,090 per annum from which however had to be deducted the saving of $4,380 on allow- ances or say £438.

His Excellency made the following further recommendations :

""

(i.) That the words "provided he has held that rank for the last three years

should be substituted for the words "provided he shall have been in receipt of the same for the last three years" in Clause 4 of the Police Pension Regulations on page 436 of the Regulations of Hongkong.

(i.) That the privileges of the Free Passage Scheme should be extended to not more than 12 married Lance-Sergeants and that the condition ordinarily attaching to the Scheme that officers included therein should not draw any half salary for acting appointments should not be applied in their case. (iii.) That the allowance for boots be increased from $12 to $24 per annum in

view of the increase in cost of boots.

The Governor at the same time dealt with the application by the European Police on dollar salaries with exchange compensation. They were entitled to pensions calculated at 3s. 8d. 10 the dollar. He recommended that they should be given the option of accepting the new sterling rates recommended.

The above proposals were supplementary to that relating to the rates of exchange for payment of sterling salaries.

Mr. Harcourt in a reply under date 8th February, 1913, accepted generally the above proposals.

13.—Officers who are not in receipt of sterling salaries or of exchange compensation. In a despatch under date 22nd November, 1912, (No. 4), the Governor dealt with the application from officers on dollar salaries without exchange compensation.

The Grading Scheme which was introduced in 1906 involved considerable increases of salary and many other increases in the salaries of individual posts had been made since that date. Comparing the salaries of posts which existed in 1902 which the salaries now attach-

ed to them the average increase was 17.56% in minima and 24:57% in maxima or exclud- ing from the calculation the Sanitary Department in which the increase had been abnormal the percentages were 15.38% in minima and in maxima 23-14%. A careful calculation. showed that since 1902 the increase in cost of living including rent amounted for Portu- guese and Indians to 23% and to 29% for Chinese, the higher percentage in the case of the latter being due to the high price of rice and local vegetables, to the larger comparative increase in rentals of Chinese flats as compared with rentals of houses occupied by Portu-. guese and Indians and to the adoption by Chinese of European wearing apparel.

In view of the increases granted in 1901, in 1906 and in individual posts since the latter date and in view of the fact that there was no lack of suitable candidates, the Governor was unable to recommend any general increase in the salaries of these officers but he con- sidered desirable an increase in the scales of the three highest grades of the Grading Scheme for the Clerical Service for the reason that the rates of pay of Portuguese Clerks who pre- dominated in those grades compared somewhat unfavourably with the rates paid by some of the leading institutions in the Colony although the duties performed by the Government Officers were no less responsible. He also advised an increase in the number of posts in the grades mentioned. There were 7 posts in the Higher Grade and the average length of service of the incumbents of them was 27 years. In each of the First and Second Grades there were 11 posts and the average length of service of the holders of them was 173 and 20 years respectively.

In view of these facts the Governor recommended that the scales should be altered as follows:-

that service under present scales should count for increments under proposed scales and that the number of posts in Grades I and II be increased to 12 and 15 respectively to give larger scope for promotion.

He also recommended that the minimum salary of Grade VI ($240) in the case of clerks be increased to $360 as it was difficult to obtain suitable candidates at the lower rate. The excess on the Estimates for 1913 would amount to $10,028. Promotion to Grade II should be made conditional on the passing of a senior clerical test examination and promotion from grade to grade in the lower grades on the passing of a junior clerical test examination.

Mr. Harcourt in his reply dated 8th February, 1913, approved the above proposals.

In a despatch under date 13th December, 1912, the Governor dealt with the case of Mr. Heathcote. He was not prepared to recommend an increase of salary but suggested that if the scale for Higher Grade Clerks were raised to $2,640 to $3,000 by $120 as he had recommended, the emoluments of Mr. Heathcote's post, if filled by an officer domiciled in a gold-using country, should be £264-£300 by £12". Mr. Harcourt in a despatch under date 8th February, 1913, approved the above proposal.

15.—Assistant Masters, Queen's College.

In view of the recent increase in the number of senior posts and the extra income which these Masters were permitted to earn, the Governor was unable to recommend any increase of salary in view of the recommendation made for alteration in the rate of exchange for payment of sterling salaries.

Roads in New Territories.--(C.S.O. 685/1912.)

The Chairman laid before the Committee a proposal to construct a road from near Tai Po to Fan Ling, where it would join the road already constructed from the latter place to Castle Peak Bay. The cost of such a road, with a width of 14 feet, was roughly estimated at $30,000, but it had been suggested that the width should be increased and 15 feet bad been mentioned as a sufficient width.

After full discussion, the Committee unanimously agreed to recommend that the road should be made with a width of 16 feet, the Chairman stating that the cost of such a road would be about $34,000.

As the Committee were of opinion that the road should be connected up with the exist ing road from Kowloon Point to Tai Po, they further recommended that a bridge, suitable for motor traffic, should be constructed spanning the Lam Tsun Valley River, together with the necessary approaches to same. It was agreed that the width of this bridge and of any others on the road already mentioned should not exceed 14 feet. The Chairman stated that the cost of the bridge and approaches would be about $12,000.

The Chairman stated that the question of widening the Sha Tau Kok-Castle Peak Road, which had been constructed generally with a width of from 6 to 8 feet, had also been referred to the Committee. It was unanimously agreed to recommend that, with the excep- tion of the bridges which had been constructed with a width of 14 feet, the road in question should be widened throughout to 16 feet as soon as funds would permit.

Underground Trough Closet in D'Aguilar Street.—(C.S.O. 4540/1911.).

The Chairman submitted a plan which had been prepared for the construction of an underground trough closet, containing 18 seats, in D'Aguilar Steeet, with entrances from Wing Wah Lane and Lan Kwai Fong. It had been originally proposed to construct such a convenience at the southern end of D'Aguilar Street, but, in consequence of the opposition raised to such a proposal, a site further to the north had now been selected. The plan sub- mitted showed straight flights of steps for the entrances from the lanes or streets already mentioned. An alternative proposal for the entrances to consist of spiral stairs was sub- mitted. Such stairs would be more economical to construct and would cause less obstruction in the lanes or streets. The estimated cost of constructing the trough closet was $7,000.

The Committee unanimously agreed to approve of the plan with the substitution of spiral stairs for the straight flights of steps shown.

The Committee then adjourned.

Underground Trough Closet in D'Aguilar Street.-(C.S.O. 4540/1911.)

The Chairman submitted a plan which had been prepared for the construction of an underground trough closet, containing 18 seats, in D'Aguilar Steeet, with entrances from Wing Wah Lane and Lan Kwai Fong. It had been originally proposed to construct such a convenience at the southern end of D'Aguilar Street, but, in consequence of the opposition raised to such a proposal, a site further to the north had now been selected. The plan sub- mitted showed straight flights of steps for the entrances from the lanes or streets already mentioned. An alternative proposal for the entrances to consist of spiral stairs was sub- mitted. Such stairs would be more economical to construct and would cause less obstruction in the lanes or streets. The estimated cost of constructing the trough closet was $7,000.

The Committee unanimously agreed to approve of the plan with the substitution of spiral stairs for the straight flights of steps shown.

The Committee then adjourned.

Laid before the Legislative Council this 12th day of June, 1913.
