Publication is permitted in Hong Kong newspapers tomorrow (Saturday) morning but no news agency or overseas radio transmission of the announcement may carry the information without the embargo qualification.

The news will bo included in the 8 a.m. news bulletins over the local radio stations tomorrow but will not be broadcast before that time.

The Hon. Kan Yuet-keung, O.B.E.

The Hon. Y.K. Kan, a solicitor and principal of the legal firm of Messrs. Lo & Lo, is Chairman of the Board of Directors of the Bank of East Asia, Ltd. He has been an Unofficial Justice of the Peace since 19^9- A Past Chairman of the Law Society of Hong Kong, he was a Member of the Urban

Council and a Member-of the Bong Kong Housing Authority from April, 1957 to March, 1962. An Assistant Commissioner in the Civil Aid Services, he is a Member of the Browin Trust Fund Committee, Member of the Chinese Recreation Ground and Yau Ma Tei Public Square Management Committee, Member of the Narcotics Advisory Committee, Member of the Po Leung Kuk Permanent Board of Direction, Member of the Sir Robert Black Trust Fund Committee, and Member of the Social Welfare Advisory Committee. He was made an Officer of the Order of the British Eknpire (O.B.E.) in the 1959 Birthday Honours.

He has been a member of the Legislative Council since 1961 and of the Executive Council since 1966. Ho was appointed a member of the Advisory Committee of Public Transport when the Committee was first formed in 196j and served as a Chairman from 1963 to 1965, continuing for one year as Chairman of the Transport Advisory Committee formed to replace the previous committee.

O.B.E. (Civil) - (Officer Order of the British Empire)

Mr. Alfred George Crook

Mr. Crook joined the British Post Office in 1929. He was a Captain of the Royal Signals Corps from 19^2 to 19^7* In 1950 he was appointed Assistant Controller of Posts in Malaya and three years later he bocame Controller of Posts in Hong Kong. Ho was promoted to Postmaster General in 1958.

My. Joseph Paul Hewitt

Mr. Hewitt retired as a Director of Marine early this year. He came to Hong Kong as a Surveyor of Ships in July 19^7. Sevon years later he was promoted to the post of Senior Surveyor of Ships before he became Director of Marine in May 1961.

The Hon. Szeto Wai is an authorised architect and consulting engineer. He has been the Chairman of the Transport Advisory Committee since September 1966. He has served on the Legislative Council since June 1965, having acted as a provisional member on five prervious occasions. In addition, ho is a member of the Town Planning Board, Commonwealth Save The Children’s Fund, British Red Cross Hong Kong Branch and Past President of the Hong Kong Society of Architects. He was also the Chairman of tho Hong Kong Joint Group of the Institution of Civil Ehgineers, Institution of Mechanical Engineers and Institution of Electrical Engineers in 1964*1965.

The Hon. Tang Ping-ytien

The Hon. P.Y. Tang is Governing Director of the South Sea Textile Manufacturing Co., Ltd. and also Governing Director of Mayfair Industries Ltd. Ho is a Council Member of the Chinese University of Hong Kong, a Member of the Deportation and Detention Advisory Tribunal, and a Member of tho Cotton Advisory Board. Bom in Wusih, Kiangsu Province, Mr. Tang graduated from Tsing Hua University in 1920 and left for the Uhited States on a Chinese Government scholarship to study at the Massachusetts Institute of Technology, where he obtained tho degree of Bachelor of Science in 1923. After returning to China, he joined his family enterprise first in Wusih and later in Shanghai. Ho came to Hong Kong in 19^8 and the following year organised the South Sea Textile Manufacturing Co., Ltd.

Since July 1964 ho has been an Unofficial Membor of tho Legislative Council. He has been a member of the Cotton Advisory Board since July 1962, member of the Chinese University Council since October 1963 and member of tho Court of the Hong Kong University since September 1964,

Mr. Wong Hui-yin

Mr. Wong retired from Government sorvice as a Chinese Literary Clerk of the Secretariat for Chinese Affairs in March this year. He joined the civil service as a Chinese Writer in 1946. This post was renamed the Chinese Literary Clerk in 1965* He carried out special translation work and conducted researches into difficult points of Chinese culture and literature. M.B.JB. Mrs. Kathleen Eunice Cheung

Mrs. Cheung is a Senior Education Officer and the Headmistress of Hotung Technical School for Girls. She was appointed a University Trained Mistress in 1935. Between 1941 and 1945, she worked in the British Liaison Office in Kweilin and Kunming. During the period from 1946 to 1948 she was the Secretary of the Supplies, Trade and Industry Department before re-joining the Education Department in 1948.

Mr. Cheung Yan-lung

Mr. Cheung was the Chairman of the Heung Yee Kuk from 1964 to 1966 and has been an Unofficial Justice of the Peace since 1964. He is the Chairman and President of the Sheung Shui Sports Association, Director and Advisor to the Chinese Manufacturers’ Association, Permanent Committee Member of the Taipo Seven Districts Sports Association and Chairman of the Shek Wu Hui Re-Building Committee. He is also a Director of the Pok Oi Hospital, Vice-President of the Yuen Long Sports Association and Chairman of the St. John Ambulance Association in Sheung Shui. In addition, he is a member of the Narcotics Advisory Committee, Vegetable Marketing Advisory Board, and

tho Fund Raising Committee of the Community Relief Trust Fund. He was also a Member of the Advisory Committee on Gambling Policy.

Mr. Clifford Daniel St. Quentin EL etchor

Mr. Fletcher joined the United Kingdom Police in 1935* 3h i960 he came to Hong Kong as a Police Training Officer and was promoted to the rank of Senior Police Training Officer in 1963* He is a civilian attached to the Hong Kong Police.

Mr. Samson Sun

Mr. Sun, until recently, was the Chairman of the Tung Wah Group of Hospitals. He was a Director and Honoraiy Treasurer of tho Junior Chamber of Commerce in 1962. He was a Director and later a Principal Director of the Tung Wah Group of Hospitals. In 1963 he became tho President of the Univeristy of Shanghai Alumni Association and tho Chairman of tho Chinese Christian University Alumni Association. He was a Member of the Brewin Trust Fund Committee in 1966, a Member of the Chinese Temples Committee and the Aberdeen Technical School Executive Committee. At present he is an Executive Committee Member of the Hong Kong and Kowloon Clock and Watch Trade Merchants Association.

Mr. Maurice Wong Ping-kin

Mr. Wong is a practising solicitor. He was a Senior Committee Member of the Po Leung Kuk in 1961-2, a Director of the Pok Oi Hospital in 1962-3 and the Chairman of the Hong Kong Juvenile Care Centre in 1964-5* He was a member of the Advisory Committee on Coi^ooral Punishment in 1965, a

member of the Kowloon Disturbances Commission Ehquiry in 1966 and a member of the Advisory Committee on Private Recreational Leases in the same year. At present he is a member of the Children’s Meals Inc., Social Welfare Advisory Committee and the Chinese Permanent Cemeteries Board.

Major Kenneth John Hanmer

Major Hanmer has served as a volunteer officer in the Hong Kong Regiment for 16 years. He was first enlisted in the Territorial Army in 1939, and served in the Army during the war until May 19^6- He joined the Hong Kong Regiment in March 1950 and. was commissioned in October 1951 • He was awarded the Efficiency Decoration in 1963* He is second-in-command in the Regiment.

M.B.E. (Honorary) - (Member Order of the British Empire}

Mr. Yuen Choung-wan

Mr. Yuen is a Zone Commander in the Civil Aid Services. He enrolled in the C.A.S. in February 195^. In November of the same year he was appointed the Deputy Zone Commander, Stanley and was promoted to the present rank in May 1955. He has been responsible for the development, growth and training of the Stanley Warden Zone.

Mr. Ma Meng

Mr. Ma is the Principal of the School of the Institute of Oriental Studies and a Lecturer in Chinese Language at Hong Kong Chiversity. Mr. Ma, the son of a former professor of Chinese in the University, has served in the School of the Institute of Oriental Studios since 1950 and was appointed Principal and Lecturer in 1959.

Mr. Wong is an outstanding figure pioneering, a new movement for tho d volopnont of voluntary management associations on tho co-operative and self-help basis to deal with a complexity of problems resulting from many people living in multi-storey buildings in urban Hong Kong. Mr. Liang Nai«kuang

Mr. Liang is a Class I Interpreter/Translator in the Judiciary. Before he became a Government interpreter in 1951 he was a clerk at tho Headquarters Land Forces for one year. In 1953, he was re-graded as in Interpreter/Translator. Nine years later, he rose to the post of Interpreter/ Translator Class I.

Mr. Wong Sau-san

Mr. Wong has been the Chairman of the Western District Kaifong Association ever since its inception in 1958. He has played an active part in the Hong Kong and Kowloon Joint Kaifong Research Council. Mr. Seaker Chan Shu-kui

Mr. Chan was the Chairman of the North Point Kaifong Welfare Association from 1955 to 1958 and has been the President of the Association since 1959.

Mr. Young Pun

Mr. Yeung is a Demarc a tor Class I of the Taipo District Office in the New Territories. He joined the Hong Kong Government as a mossongor in 1934. In April i960 he was appointed a Class H Denarcator and rose to the present post in June 1963.

Mr. Charles Payne Sutcliffe, M.B.E.

Mr- Sutcliffe is Senior Assistant Commissioner of Police. He joined the Metropolitan Police in 1938. He saw military service during the war. In 19^6 he joined the Tanganyika Police as an Assistant Superintendent and was later promoted to Senior Superintendent. Ho came to Hong Kong in i960 as a Senior Superintendent and was advanced to the rank of Assistant Commissioner of Police in 1963. He was appointed to the present post in December 1966. He was awarded tho Honour of Member of the British Empire in 1953 and the Colonial Police Medal in 1964.

Mr. Fong Yik-fai

Mr. Fong is the Commandant of the Police Training School. He joined the Hong Kong Police as a Sub-Inspector in 1938 and was promoted to the rank of Inspector in 1953* The following year ho was advanced to the rank of Assistant Superintendent. He became a Superintendent of Police in 1957 and from 1963 to 1966 he acted as a Senior Superintendent for long periods* He was confirmed to the present substantive rank of Senior Superintendent last year. He was awarded the Colonial Police Medal in I960.

Mr. Michael Alltimos Ringer

Mr. Ringer is a Superintendent of Police. Before he camo to Hong Kong he was a member of the Southport Polico Force. He came to Hong Kong in 1951 as a Sub-Inspector. Ten years later ho rose to the rank of Senior Inspector and later that year to Assistant Superintendent. He was appointed to the present rank in 1964.

Mr. Gporgo Reginald Dunning

Mr. Dunning joined the Hong Kong Polico as a Sub-Inspector in 1951* In 1961 he was promoted to the rank of Senior Inspector and later that year to Acting Chief Inspector and Assistant Superintendent. He was advanced to the rank of Superintendent in 1964.

Corporal Cheng Chau

Mr. Cheng joined the Hong Kong Police as a constable in 1954* In 1966 he was appointed a Corporal on trial.

My. John Cleveland Wiser

Mr. Wiser is an Assistant Superintendent in the Auxl limy Police which he joined as a Special Constable in 1953* A year later he rose to the

Mr. Ng Hon-kwan

Mr. Ng joined the Police as a Probationary Inspector in 1962. He was advanced to the rank of Inspector three years later.

Principal Fireman Lan Chuen

Mr. Lam was transferred as coxswain in the Fire Services Department in 1950. Four years later he was promoted to Coxswain Class I which was regraded to Principal Fireman (Marine) in 196*4-.

Mr. Chan Cheung-chuen

Mr* Chan became a Sub-Inspector of the Hong Kong Police in 1939* He was appointed Inspector in 1956 and Assistant Superintendent in 195$* Throe years later he was promoted to the present rank of Superintendent.

Fireman Tam Wah

Mr. Tam was appointed a carpenter in 19*4-5 and regraded to Fireman in 19*4-7. He acted as a Leading Fireman in 1959 and was confirmed to the rank in 1961. He became Fireman Class I in 1962. The following year he was awarded the Colonial Fire Brigade Long Service Medal.

Mr. Thomas William Carr

Mr. Carr first joined the Special Constabulary as a Constable in 19*49. After two years he became Sub-Inspector and Inspector in 1955* He vias appointed an Assistant Superintendent in the Auxiliary Police in 1959> Superintendent in 1963 and Senior Superintendent in 1965» He was awarded a Special Constabulary Long Service Medal in 196*4-.

Staff Sergeant Hui joined tho Polico 21 years ago. Ho rose to the rank of Corporal in 1950 to Sergeant in 1959 and Staff Sergeant Class II last year. In 1964 ho received tho Colonial Polico Long Service and Good Conduct Modal.
