PREFACE
PACAF Basic Bibliographies , sponsored by the
Commander-in - Chief, Pacific Air Forces , are selective
subject guides prepared as an aid in the fulfillment of the
mission of Air Force libraries in the Pacific area: to
provide reading materials for research, reference , job
information , self- education , collateral reading assistance
in formal education and training courses , and for leisure
time recreational reading . I
Through the annotations , the continuously
revised bibliographies serve both as book selection guides
for specific research and reference collections required
by the technician in his assigned Air Force mission, and
also for the general reader who uses the Base Library for
self-improvement and recreational reading.
1 August 1958 PACAF Bibliography Committee
This supplement is intended for use with Basic
Bibliography CHINA, TAIWAN, HONG KONG , dated 15
August 1969 As in the basic work, the purpose is to
present a selective list of books regarding Chinese
countries .
The emphasis in this supplement is on publica
tions published during 1969-1970 ; however, earlier
publications not included in the Basic Bibliography were
entered because the bibliographer felt they were useful for
research and PACAF libraries . Reprint editions of
classic and long-out-of-print sources have been included .
Also , a new section on overseas Chinese has been added
for a more comprehensive outlook on the subject. Incom
plete bibliographic entries have been included because they
were not yet included in the NATIONAL UNION CATALOG
or replies from correspondence in foreign areas have not
yet been received .

Franke , Wolfgang AN INTRODUCTION TO THE
SOURCES OF MING HISTORY Oxford Univ .
1969 347p $23.25 69-00000
"Professor Franke of the University of
Hamburg has been diligently studying Ming
history since the late 1930's. This volume
is a completely revised edition of his
PRELIMINARY NOTES ON THE IMPORTANT
CHINESE LITERARY SOURCES FOR THE
HISTORY OF THE MING DYNASTY (1368-1644) ,
published in 1948 when he was teaching in
China. It classifies and annotates 800 criti
cally selected titles . Franke included
authoritative works recently published or
reprinted in China, Japan , and Taiwan.
Biographical references and bibliographical
notes are abundant . A special reference
feature found throughout the volume is the
exceptionally rich provisions of Chinese
characters for proper nouns . Until a more
definitive study is published , this general
introduction to the historical sources of
Ming is an essential reference work for
special collections . " LJ 15 Dec 69 " An

Translation and commentary by Ezra Pound
New Directions 1969 288p $6.50

• O Confucius had the utmost respect for
tradition, but he was commonsensical about
the needs of the present and the future ; indeed,
his teachings , heightened by ritual, are never
theless always tart (' He fished but not with a
net ; shot but not at sitting birds ' ) and pointed
(' a country does not profit by making profits ,
its equity is its profit ') . Ezra Pound , in a
note to his popular translations of THE GREAT
DIGEST , THE UNWOBBLING PIVOT , and THE
ANALECTS , all three brought together here in
one edition , asks us to pay particular heed to
the Master's seemingly simplistic doctrines
3
since they contain the stuff of which stability
and justice are made . He forgets , however,
Confucius ' failure as a politician ; it was only
after his death that the glorification began,
and his proverbs became de rigueur for
officialdom .Pound's renderings , incidentally,
have been disputed by scholars , but they've a
11
craggy beauty all their own , like his verse .

almost entirely in terms of Zen, its Japanese

CHINA Harvard Univ 1968 358p
biblio $ 11.95 68-15646
"Was there a revival of Buddhism in China
during the first half of the 20th - century ?
Before this century , the Christian missionaries
and other Westerners found Buddhism moribund
or dissolute . After the century began they
suddenly found a revival of Buddhist life , faith ,
and practice . Welch, assistant director for the
Center for the Study of World Religions , Harvard,
offers a detailed study of Chinese Buddhism
showing that it never was as moribund as
Westerners thought, and thus no revival occured .
Western ignorance or misunderstanding clouded
our knowledge of the true situation in China , and
this volume very ably helps to correct this mis
taken viewpoint . It is an excellent study which
brings alive the personalities and conflicts faced
by Buddhism and China from the new forces of
modernization as well as attacks by Christians
and Confucianists or from Nationalist regulation
between 1900-50 . An excellent set of notes and
a fine bibliography enhance the volume as do the
photographs by Henri Cartier- Bresson. This
study is the second of three volumes . (Volume
I covers the practice of Buddhism 1900-50 , and
volume III will treat buddhism under the present
Communist government, ) " CHOICE Sep 69

CH'ING -KUNG YUAN was first staged in Shang
hai in 1941 , and that production ... has been
the arena for violent controversy and censor
ship in China ever since . This is the first
publication in English in the United States . . .
The exacerbating conflicts between the Manchu
9
dynasty's last Empress Dowager (who
erected the fabulous Summer Palace out
side Peking with funds diverted from her
Empire's national defense needs ) and her
nephew, the earnest but timid young
Emperor , are vividly chronicled in nine
scenes covering episodes from 1887 to
1900. The Emperor's beautiful concubine
Lady Chen is made the brave yet helpless
foil for the vicious arrogance of ' Old
Buddha ', the Dowager, whose machinations
result in the fall of the Manchus despite
the Emperor's idealism and unfufilled plans
for government reform . Both Yao's play
and its movie version were initially popular
but received short shrift from political
authorities , first the Japanese and later
Mao's censors -who discerned that theater
goers were equating the Dowager with aspects
of Mao himself • · this definitive uncut ver

"A uniquely valuable aspect of this book is
the inclusion of 32 paintings from contem
porary China . Not since L. Hajek, et al,
CONTEMPORARY CHINESE PAINTINGS has
there been as revealing a look into artistic
creativity under Mao . Preservers of tradition
vie with Western- style social realists , poster
style propagandists , and the neo - traditionalism
stemming from Ch'i Pai - shih . Present-day
Western styles are absent. Included are eight
examples which reveal a renewed interest in
paper cutouts . The book has other merits .
All of the 45 color and 110 black - and- white
10
prints are reproductions from collections on
mainland China. Very few have appeared
previously in English language books , so
that available print resources from the Five
Dynasties through Ch'ing are significantly
increased . Examples from the neglected

welcome . The quality of reproduction is
sometimes fair, sometimes good , commen
taries on the individual prints brief and

Wang, Chi - ch'ien MOUNTAINS OF THE MIND : THE
LANDSCAPE PAINTING OF WANG CHI- CH'IEN
ed by Meredith Walker 1970 77p color
illus $ 12.50 70-102914
" This slim volume serves as a handsome
introduction to the paintings of Wang Chi'ch- en ,
a well- known collector and historian of Chinese
art. It presents him as possibly the finest
contemporary Chinese painter and consists of
an appreciation, three critiques based on an
exhibit in San Francisco , and 22 reproductions
of imaginary landscapes , each with an explana
tory note . Wang is the present- day example of
the classical Chinese scholar- painter to whom
brushwork is more important than delineation of
an object. To this traditional emphasis Wang has
added a modern concern for materials and he
makes extensive use of crumpled folds and faults
in the paper, and splashed dots . The results
have much of the serene beauty of the past, but
at the same time , by limiting the focus to a
smaller area, he produces a dynamic concentra
tion which is new to Chinese art and more rela
tive to our Western eye. For the most part, the

centuries earlier . The earliest of the recorded
dynasties that ruled China before the Republican
Revolution of 1911 was the Chou (1122-225 B. C. ) ,
which ruled a loose feudal state rather than a
centralized empire . This volume traces the origin
and development of political ideas and governmental
organizations in the Western Chou ( 1122-771 ) B . C. ,
an early period of the Chou , and finds that ' the
power of Western Chou rulers was greater than
has been supposed ,! Basing his work on the new

years between the 1927 massacre and the rise of
the rural - based Communist insurgent movement
in 1932. Chinese and Soviet attempts to legitimize
the origins of their respective positions in their
current dispute prompted both sides to unearth
hitherto suppressed documents on those crucial
years of Sino - Soviet relations . Thornton's skillful
use of these new documents , supplemented by a
number of interviews with former Chinese activists ,
has resulted in the startling (at least for those not
intimately familiar with Chinese party history)
conclusion that the tactics of protracted guerrilla
warfare and the shift from the cities to the country
side was not Mao's but the Comintern's idea, hence
the notorious ' Li Li - san line ' was an indigenous
Chinese leftist deviation from the Comintern's and
not from Mao's line . The latter simply took
advantage of Li's folly of pressing for an urban
centered movement in China and with the Comintern's
indirect help defeated Li and subsequently declared
his and his party's independence from the Russians
and the Comintern . It is an important book that
students of Chinese politics should fine invaluable
in searching for valid precedents on the origins of
the Sino - Soviet Conflict. Index. ?? CHOICE Dec 69

ever assembled . The instructions are a model of
clarity and follow Wallace Hong's style of
listing the ingredients alphabetically . Each
recipe provides the English and the Chinese name ,
the source of the dish, and information on whether
or not it is approved for such special diets as ulcer

for example , there are 23 different recipes for
spare ribs . Unlike Hong's CHINESE COOK BOOK

sections of the country ; and the recipes are excel
lent. As an added bonus , a unique section not
only describes but numerically ranks Chinese
ingredients as to their importance and expense .
However, in my opinion the book is not encyclope
dic in scope . Beyond the recipes and a descrip
tion of ingredients , an encyclopedia should at least
33
contain a section on gastronomy, instructions
on how to bone , shell, and slice various ingre
dients , table settings (preferably in color) ,
utensils and serving dishes , and a history of the
development of Chinese cuisine . Nonetheless ,
what is covered in this book is brilliantly done .
It is an outstanding book of recipes and deserves

the policies of the past, challenge several widely
held assumptions about Red China. Chinese
Communism is viewed from social, ideological,
ethical, religious , and historical vantage points
rather than in the usual emotional, biased, and
overly simplified political perspective . In fact,
authoritarian and dictorial aspects of Maoism
receive little comment. The authors are willing
to accept the Chinese experiment in socialism on

" Mao's Great Proletarian Cultural Revolution was
a failure . His Red Guards failed. Historians ,
Sinologists , and armchair China watchers may
find value in this chatty, personal, involuted , but
documented report on the machinations of the
inner circle of the Chinese Communist party
before , during, and after the Red Guard upheaval .
The problem of all microhistory lies in its over
sharp focus which may tend to obscure some of the
macrohistoric realities . In spite of this inherent
problem, Elegant details the crosscurrents that led
to the Red Guard uprisings and to the crushing
40
of that Mao - inspired movement. He relates
how, ultimately, the army reestablished some
degree of effective rule while Mao was relegated
to a weakened , almost figurehead, position .
The new leaders , the generals , had to make the
broken nation function again . China today under
the generals has become a federation of semi
autonomous areas whose communist - militarist
leaders are only to a degree obeisant to the
control of the central government. Production
of commodities and services is improving , and in
time the shadow junta may promote one of its
own to the chairmanship . Elegant's rendition of
the story is recommended for college history

Praeger 1970 320p biblio $ 10.00
69-15748
' In the past decade observers of the Chinese
scene have repeatedly been bewildered by the
convulsions in the Chinese Communist party .
Bitter disputes with Soviet Russia as well as war
fare within the national party, culminating in the
9
'great proletarian revolution, have kept the
specialists busy in search of explanations . The
present study should have a decisive effect on
work in this field . Hsiung delves deep below
the surface of the power struggles between Mao
and his ideological foes and pinpoints many of the
vital issues . In his view, the confrontations
were not mere tactical maneuvers ; nor has Mao's
41
quest been solely an effort to enlarge the
dimensions of Communist ideology, but
rather a search for ideas attuned to Chinese
needs . This volume , proposing answers for
many perplexing questions , raises at the
same time numerous problems concerning
the relevancy of Chinese Communist thought
for revolutionaries elsewhere . For anyone
seeking understanding of the ideological
challenges arising within Communism in
general and within Chinese Comminism in
particular Hsiung's study is surely indispens
able . " LJ 1 Jan 71

" In the Maoist development strategy , which
stresses the transformation of people's attitudes
and motives , the educational system is
obviously a key element . Price who taught
English in Peking from 1965 to 1967 , has
written a survey of Chinese education , which
emphasizes the ways in which this approach
is carried out in China's schools . Price
concludes that the problem facing China is
how to produce technically skilled people who
have neither the traditional contempt of
Chinese intellectuals toward physical labor nor
the special consumption privileges common in
other industrialized , modern societies . Price
argues that the Chinese policies of self- criti
cism and of radical curriculum reform which
discards humanistic and nonapplied science
courses , and the continuing requirement to
engage in productive labor , have yet to prove
their value . Included are descriptions of the
historical background of Chinese education , the
present organization and control of the schools ,
and a special section on teacher training . In
several instances , Price has been forced to
generalize on the basis of spotty monographic
studies ; but his survey is valuable in that it was
written after the Great Proletarian Cultural
Revolution (1966-1968 ) , which had a major
impact on education, and is drawn from personal
experience . Price's views are a welcome
change from the useful, but bloodless , intelligent
manpower estimates produced by Leo A. Orleans

the Maoists have programmed in so many non
economic factors that these too must be weighed
before a reasoned judgment can be made about the
success or failure of the Cultural Revolution . This
well-written study shows that once before the hyper
ethnocentric Chinese rejected and scorned the
technology of the Western foreign devils , and that
China consequently suffered a century of indignity at
the hands of Europeans and then of the Japanese .
The Chinese dilemma, in altered perspective , re
mains . Shall the priority be social or economic
change ? Shall the priority be the new Communist
man or the production of things ? The alternative
costs are known to the Chinese leaders . They have
chosen to recast man , and the production of things
will have a secondary place . However, they are
allocating sufficient resources for defense and
capital growth to insure survival as a political
entity . Wheelwright has produced an objective ,
competent assessment in an area which has had
insufficient coverage . Recommended for compara
tive political economy collections . " LJ 1 Feb 71

"This monograph @ 0 • is mainly an attempt to
construct an index of industrial production for
China in the 1912-49 period . Chang claims that
his effort issuperior to Fred Hung's ' Rates and
Patterns of Industrial Growth in Modern China'
because of a more inclusive set of compo
nent series used and better weighting techniques .
. . . he finds that the pre - 1949 rate of growth
was high in all periods except those of war disrup
tion . Since the index used was a laspeyres type ,
the 1933 base year prices tend to impart an up
ward basis to an index of an industrializing
economy. When this type of index was used by
Soviet planners for the post- 1927 period , it was
criticized by Western economists as inflating
claimed growth rates . It appears important for
'objective ' Western observers to demonstrate that
Russia and China had a high growth rate in their
pre - socialistic periods . This work will find its
most appreciative audiences among specialized

"NEW YORK TIMESman Salisbury , an
accredited commentator on Communist countries ,
was detecting symptoms of Sino - Soviet schism
long before it hit the headlines . Here he shares
his concern over escalating Russian Comp Chinese
tensions to shake the complacency of those who
welcome conflict between the two Communist
colossi . From the vantage point of Mongolia,
'hinge of the earth ' and key position in a colli
sion between Moscow and Peking , Salisbury places
the dispute in the historical context of a millen
nial Great Power rivalry which is indelibly im
printed on the national psychologies of both coun
tries . It is in these atavistic emotional attitudes
that the deeper reasons for the confrontation lie .
Thus the immediacy of Genghis Kahn's invasion in
Russian minds generates a ' fervor for racial
chauvinism displayed toward the East and its
peoples ' as they face the traumatic advent of a
powerful Chinese regime . And into the Chinese
hostility toward Russia goes ' much of the chauvin
ism , nationalism , and xenophobia which were the
natural outgrowth of the humiliating years of
9
European domination . There are no ideological
ties that bind because neither side regards the other
as Communist : Moscow calls Mao ' a petty bour
geois revolutionary - nationalist ' ; Peking dubs the
Kremlin leaders ' the new czars . ' Salisbury traces
the roots of suspicion and hostility , reevaluating the
Korean war , the Vietnam conflict, and even the
invasion of Czechoslovak ia in the process . He also
examines the impending food - population crisis that
makes Chinese Lebenstraum a life - and- death neces
sity, considers the role that the U. S. can play , and
ponders prospects for the future . Discerning obser
vations and speculations with an (Asian ) continental

sive interview data primarily from the years 1961

augmented by extensive Japanese interviews and
public opinion surveys . The Taiwanese data ,
though original and informative , cannot be persua
sive since , 1 ) only Japanese did the interviewing
and , 2 ) the subversive nature of the subject matter
made caution essential. The book deals with three
different though interrelated problems : 1 ) the
history of Taiwan plus selective analysis of post

Taiwanese attitudes toward contemporary
problems , specifically economic development
and military commitment; and 3) foreign policy
problems and politics of the Japanese and
Americans plus the overseas Formosan move
ment. The data gathering difficulties limits the
discussion of the movement as such . One learns
little about the existence of or appeal of Formosan
