That the complaint forwarded from. Hong Kong that 26 Freams Hoolseep stated in the invoice to weigh 20th per ream, and charged as such to the Colonial Agent, while, in fact, it only weighed 18th, is perfectly well founded - The error, which extremely thould have occurred, in the mexcusable carlefness of the Clerks, employed tomake out the Account, who substituted 20th for 18th -

The opening of the four new ports gave a posi tive value to property in Hongkong; the houses largely engaged in trade with these ports must have a branch here or in Macao; in Macao they were living quietly enough when the land was of fered for sale in 1841; of their own free will they ran the lots up from £10 to £20 and even £100. As at that time it was uncertain whether the Island would be retained (it had been formally ced-plaints all groundless. ed however before the sale before the treaty of Nanking), it is evident that they were most anxious to settle under protection of the flag of their coun- try. To most of them the colony is almost in- valuable; two of the eleven, who do not reside in the colony, have rented their houses to ad. vantage. For one house the local government pays £500 a year; deduct £100 for land rent &c. and there remains 5 per cent upon £8,000-the house could be built now for one-half the money.* There was no deception whatever in the land sale of 1841; the matter has been fully investigat- ed before a parliamentary committee, and a perusal of the report will satisfy any disinterested reader that the land was sold fairly.
But we will test its value by the great sale in Ja- nuary 1844.
There was then no mistake about the treaty of Nanking; its injurious effects could be appreciated by any one-did they exist. The land was put up at the average ofthe "unnatural sale of 1841; odd enough, the old buyers were in the room and purchased more land at a considerable advance upon the average of the "unnatural com. petition." Some of these lots were afterwards resold (perhaps bought on speculation); for one of them we gave a premium of $500, for another allotment granted at the average rate, we gave $1,000, and we do not regret these bargains. Ilad had we been one of the lucky buyers at the "fictitious" sale in 1841 we would not have required to buy at a second hand price; having got our land cheaper, than most of our neighbour, we would be entitled to demand an abalament-such is the Registers ar- gument.

A few years ago people complained that they had been deprived of their land; nor were these com. Land which had been improved according to the regulations was resold by public auction; other parcels were required for public improvements. In every instance, however, the original cost of the house, or more, was paid. At the time, it is true, from the enormous rents given, the property was worth more money; though it possibly had repaid the proprietor once or twice Part of the lots before it was taken from him. thus resold fell into the hands of those who now would be glad to part with the property at cost price, or even less. These are old grievances, and even they were not so bad as represented.
At
a time when a house which cost $1,500, rented for $150 a month; another which cost $700 at $75 a month; and nearly all the China houses, costing from $200 to $300 each, were renting at from $20 to $30 a month, there were no complaints of the land rent. to allow any reductions; partiality will be dis played, or if not actually displayed people will say so, and there would be a consequent discontant. If any reductions are made, some unreasonable selfish men will think they have claims to abate. ment, when in point of fact they have not the slightest, and the result will be pretty general dissatisfaction.
It may be questioned whether it is not politic to reduce all the rents-taking 25 to 50 per cent from the whole of them-and offering the un- sold land on the same terms in order to encour- age settlers. But we doubt whether this would anawer immediately; for some years a short coming, would result, and if we must pay the civil establishment, taxes would bo levied on arti- cles of consumption. The land rates will not deter merchants from building, if the place offers other advantages; many of them do all their busí- ness in Canton, and a hou: e at Macao or Hong- kong is a mere luxury to them, not an essential. If driven from Canton, they must settle down. in Hongkong like a hive of bees; £50 more or less of rent will not have the slightest influence. It is much the same with the Chinese; our sui- cidal law ordinances, our pelty monopolies of ar- tieles of traffic, the corruption of the police, and the arbritary disposition of the government, were the means of driving many decent people' away, and deterred others from settling. They had no confidence in the government, nor will they feel secure from oppression until some of our old offi. cials are removed, Sir John Davis is gone; but his evil advisers are still here, their presence has a worse effect, as regards the Chinese, then the land rents,

As a financial schen.c reduction would be a dangerous experiment at presen; five years ago the colony was in a better position, and we are in- clined to think that with a liberal, just Executive, and sound commercial policy, it would then have succeeded. The people were harassed by local or dinances, and their trade crippled by the introduc- tion of antiquated fiscal laws-monopolies, poll. taxes and a variety of other injudicious measures. The colony has somewhat improved no doubt, and, would improve still more were the retail farms knocked on the head, but a reduction in ground rent will certainly take a heavy slice out of the revenue for years.
We read comparisons between the rate of land in Hongkong and the "choicest and most exclusive sites in Mayfair." That the price is high for a new colony is unquestionable, but it is a mere trifle to what land sells for in large cities at home; it is not a third of the cost of good building allot ments in Sydney N. S. Wales-a town of some sixty years growth.
If our ground rent, and consequently house-rent is high, we are favoured in other ways. Our wines, our inalt, our tea, coffee, sugar, tobacco and a num- ber of articles of daily consumption are all untaxed. We have but one assess tax-a heavy one however

half a dozen. Ships pay neither ports charges, light money, nor any of the imposts which are levied elsewhere. For the support of the govern. ment, commerce is not burdened in any one way (always excepting the retail monopolies), and take it all in all, if a local revenue must be raised, there is no fairer way than by putting it on the building ground. It thus falls upon every body,-heaviest upon those who must keep up a genteel ap pearance on a limited income, and upon others who require expensive premises upon which they conduct a small business--but these are the people who grumble least, Englishmen in China have got into an expensive way of living; if they paid the government two or three shillings for every cork drawn at their sidebroad, many of them would be less free with their wine-such will be the inevitable result of a serious reduction in the land rent. If people wish to live altogether free of taxa- tion, they must seek the wilds of some barbarous country and associate with savages. Taxation is the price paid for civilization and no money is invested to greater advantage.

The Columbine sailed this morning for Singapore and England, and the Medea is said to be under orders for home.

The unfortunate occupier of Lot 6, was the Mahomedan priest attached to the Mosque, who bid as high as he could to retain his home, and excited competition by his eagerness, which sufficiently accounts. for the great advance on that Lot.
