REPORTS OF THE FINANCE COMMITTEE.--The Colonial Secretary laid on the table the Reports of the Finance Committee (Nos. 3, 4 and 5), dated the 27th May, 2nd July, and 23rd July respectively, and moved their adoption. LANG, pursuant to notice, asked the following questions:- Will the Government state :-- (1) The number of deaths from Rabies since the beginning of present outbreak. (2) The number of those inoculated who have subsequently died from Rabies. (3) If it is the intention to take more drastic measures for the prevention of the spread of Rabies. (4) If the question of establishing a Pasteur Institute in Hongkong has been considered. The Colonial Secretary replied. QUESTION. Mr. H. W. BIRD, pursuant to notice, asked the following question:- Is it the Treasury Department or the Public Works Department which decides whether or not roads are to be repaired? The Colonial Secretary replied. RESOLUTION.-The Colonial Secretary addressed the Council and moved the follow- ing Resolution : Resolved by the Legislative Council that in respect of Chinese Restaurant Licences for the year 1926 only, the following Schedule of fees is substituted for the Schedule of fees contained in the Second Schedule to the Liquors Consolidation Ordinance, 1911, under the heading "Chinese Restaurant licence on page 1901 of Volume IV of the Ordinances of Hongkong, 1844-1923 :— Chinese Restaurant licence :~~ 27 Licence for a period of three months. When the valuation of the premises occupied is under $500 $ 500 or over, but under $ 2,000 $ 2,000 or over, but under $ 5,000 $ 5,000 or over, but under $10,000 $10,000 or over $ 62.50 $135.00 $250.00 > In advance. $500.00 $750.00 Resolved further that in respect of Chinese Restaurant Licences for the year 1927 and subse- quent years, the Schedule of fees now appearing on page 1901 of Volume IV of the Ordinances of Hongkong, 1844-1923, shall be of full force and effect. The Colonial Treasurer seconded and the resolution was passed. BANK OF CANTON LIMITED (CAPITAL CONVERSION) BILL.-The Attorney General moved the Second reading of the Bill intituled An Ordinance to authorise the Bank of Canton Limited to covert its gold capital into silver. The Colonial Treasurer seconded. Question-put and agreed to.. Bill read a second time. Council in Committee on the Bill. On Council resuming, the Attorney General reported that the Bill had passed through Committee without amendment and moved that it be read a third time. The Colonial Treasurer seconded. Question-put and agreed to. Bill read a third time and passed. SUPPLEMENTARY APPROPRIATION BILL.-The Colonial Secretary addressed the Council and moved the First reading of a Bill intituled An Ordinance to authorize the Appro- priation of a Supplementary Sum of Eight hundred and thirty-two thousand two hundred and forty-nine Dollars and fifty-two Cents to defray the Charges of the year 1925. The Colonial Treasurer seconded. Question-put and agreed to. Bill read a first time. The Colonial Secretary seconded. Question-put and agreed to. Bill read a first time. WIRELESS TELEGRAPHY BILL.--The Attorney General addressed the Council and moved the First reading of a Bill intituled An Ordinance to amend the law relating to wireless telegraphy. The Colonial Secretary seconded. Question-put and agreed to. Bill read a first time. MIDWIVES AMENDMENT BILL.--The Attorney General addressed the Council and moved the First reading of a Bill intituled An Ordinance to amend the Midwives Ordi- nance, 1910. The Colonial Secretary seconded. Question-put and agree to. Bill read a first time. ADJOURNMENT. The Council then adjourned until 2.30 p.m. on Thursday, the 26th day of August, 1926.
