FEDERATED MALAY STATES
The Federated Malay States comprise the four states of Perak, Selangor, Negri Sembilan and Pahang. In 1895 a treaty was signed by the Rulers of the four States by which they agreed to constitute their countries into a Federation to be administered under the advice of the British Government, Each State is administered under the advice of a Resident, subject to the instructions of the High Commissioner who is also Governor of the Straits Settlements. The Federal Government is under the immediate control of the Federal Secretary subject to the instructions of the High Commissioner. In 1909 a Federal Council was created for the joint arrangement of all matters of common interest to the Federation or affecting more than one State and for the proper enactment of all laws intended to have force throughout the Federation or in more than one State. The Federal offices are at Kuala Lumpur, Selangor.
The States have over 1,068 miles of railway in the Malay Peninsula. They have 5,015 miles of roads, of which 3,248 are metalled and gravelled. Of the metalled roads 2,482 miles or 76% are bituminously treated. The wire mileage of telegraphs and telephones is 61,546 (of which 27,990 miles of wire is in under- ground cables). Waterworks wharves, hospitals, prisons, schools, and many other public buildings have been constructed, and important schemes carried out. The principal sources of revenue are, the alluvial tin deposits, and the plantation rubber industry, the country producing one-third of the world's supply of rubber. Tin has been worked in the Malay States for centuries and the F. M. S. have been for many years now the largest producers of tin ore in the world. The deposits worked are for the most part alluvial but the country also possesses lode deposits.
Planting enterprise in the Federated Malay States for many years had not proved very successful, but the introduction of rubber cultivation completely transformed the agricultural prospects of the country. The area under rubber at the end of 1939 was 1,688,719 acres. Approximately 251,500 acres of land are under coconuts, for which the soil and climate of these States are pecu- liarly well suited, and the cultivation of rice has been very much encouraged by the construction of vast irrigation works. The success of every form of agriculture and of all the efforts of the Government to develop the country by means of railways, irrigation, and other great public works, depends upon an adequate supply of labour. The Governments of the Colony and of the Feder- ated Malay States, supported by the planters, have succeeded in securing an adequate supply of Indian labour, by a new system of recruiting and by offer- ing higher wages and other advantages. An Agricultural Department to foster agricultural interests, to encourage the cultivation of new products, to conduct experiments and to be a general source of information for planters, is doing useful work.
In the Federated Malay States there are approximately 81,500 children attending English and Malay Schools conducted or supported by the Govern- ment. There are also about 10,000 children in private English schools. In addition to these schools there are a number of Chinese and Tamil vernacular 'schools which are either Government aided, or under private management.
In the three western States there is a law compelling the attendance of Malay children who live within reasonable distance of a school. In recent years there has been an increased demand by Malays for vernacular and English education.

The total area of the Federation is 27,540 square miles, with a population at the end of 1939 of 2,150,895. The principal towns are Kuala Lumpur (Sel.), pop. 138,425;. Ipoh (Pk.), 65,417; Taiping (Pk.), 38,719; Seremban (N. S.), 26,086; and Kuala Lipis (Pahang), 4,856.

Perak is the most northerly of the Federated States on the west coast, touch- ing Province Wellesley on the north and Selangor on the south and having an area of 7,980 square miles. About 1850 the discovery of tin in Larut was followed by the immigration of Chinese in great numbers. Since the appointment of a British Resident in 1874, the record of the State has been one of remarkable progress.
The State is well watered, the Perak (with its tributaries, the Singor, the Temengor, the Rui, the Plus, the Kinta, Batang Padang, Bidor and Sungkai), being the most important rivers. Other rivers of importance are the Krian, the Kurau, and the Bernam (with its tributary, the Slim). The mountains on the east boundary, which are part of the main range of the Peninsula, rise to a height of over 7,000 feet.
Sanatoria have been established on the Larut Hills at heights varying from 3,300 to 4,500 feet. Experimental gardens with English flowers and vegetables are to be found on the Larut Hills.
The chief exports are tin and rubber. Coconuts and rice are extensively grown. In the Krian District the Government has completed an
an extensive scheme for the irrigation of 61,000 acres of land the larger proportion of which is already under cultivation for rice. A similar scheme with an area of 24,000 acres is in course of development in the Sungei Manik Area in Lower Perak. So far 9,737 acres are available of which 5,975 were planted in 1938.
Larut, Kinta, Batang Padang, and Klian. Intan are the chief mining dis- tricts. The district of Batang Padang lies between the Kinta Valley and the Selangor boundary, and contains a little gold and wolfram mixed with its tin.
The total mileage of completed roads in Perak is (a) 1,076 of metalled and (b) 74 of unmetalled roads, 739 miles of bridle paths.
The British Resident has residencies at Taiping, the Headquarters of Gov- ernment, and at Ipoh, the chief commercial centre. The chief towns are Ipoh, Taiping, Kuala Kangsar, Kampar, and Tapah. The chief port is Teluk Anson.
Since the Anglo-Siamese treaty of 1909 the territory claimed by Perak for many years, and held by Patani since 1826, has been formally ceded to Perak, and the State now includes the whole watershed of the river that gives it its name. The new
The new territory which was taken over in 1909 and incorporated in the Upper Perak District, exceeds 1,000 square miles of area. It extends from
Kedah on the West to Legeh on the East, and contains the tin mines of Klian Intan and much good stanniferous country. This territory is well watered, and the rolling plains of the Kroh plateau, 1,000 feet above the sea, afford a healthy Government station. At Tasek on the Kedah border there is a small natural lake. At the time when the territory was taken over the population was about 3,000 of various nationalities.
By an Act of Parliament which received the Royal assent on November 16, 1934, the territory of the Dindings was restored to Perak and has formed part of the State since February, 1935. The area of the Territory, which contains the natural harbour of Lumut, is 190 square miles.

SELANGOR
This protected Malay State, containing an area of 3,160 square miles, lies on the western coast of the Malay Peninsula, and is bounded by the Protected States of Perak on the North and of Negri Sembilan on the south, extending inland to the mountains in the centre of the peninsula, which divide it from Pahang.
The Government is administered by the Sultan, who is advised by the British Resident and by the State Council. The State is divided into the following six dis- tricts:- 1.-Kuala Lumpur, containing the town of Kuala Lumpur, where the Residency and principal Government Offices are situated, and which also contains the richest tin mines that have yet been developed. 2.-Klang. This district contains the Sultan's residence and also Port Swettenham, the principal port, which lies at the mouth of the Klang river. 3.-Kuala Langat, an agricultural district. 4.-Kuala Selangor, a coastal district containing large areas of developed and potential padi land. 5.-Ulu Selangor, a district adjoining Perak and Pahang, containing much valuable mining land. Ulu Langat, an inland mining district on the borders of Negri Sembilan.
Each district is under the charge of a District Officer, from whom the Malay Penghulus (in charge of the mukims into which each district is sub-divided) receive instructions.
The Police Force consists of 19 gazetted and superior officers, 997 subordinate police officers and constables and 67 detectives.
The population of Selangor in 1884, when the first census was taken, was 46,568; but at the end of 1938 it was estimated to be 664,847, of whom 314,927 were Chinese; 143,885 Malays, 191,782 natives of India, 3,844 Europeans, 2,496 Eurasians and 7,913.
The principal industries of the State, and those from which it derives the largest portion of its revenue, are alluvial tin mining and rubber cultivation.
In addition to its rich mineral resources, the State possesses large tracts of land well adapted for agriculture and the growth of staple products, such as rice and coconuts, by small-holders. Pineapple cultivation is a recent and thriving occupation and minor plantations of coffee and pepper have been successfully conducted.
To encourage pioneer planters, grants of land have (in recent years) been made, on special terms, for the planting of African oil palm and nipah palm. But the principal agricultural pro- duct here, as in the other Malay States, is rubber. 746,337 acres of land had been alienated for agricultural and building purposes by the end of the year 1938 compri- sing 511,977 acres under rubber, 117,805 acres under coconuts, 8,148 acres under coffee, 15,646 acres under padi, 21,404 acres under oil palm and 24,536 acres under cultivation by native small-holders. The value of rubber exported in 1938 was $35,356,682.
The principal exports are rubber, tin, pineapples, copra and oil palm products. The principal imports are rice, petroleum, oils, cotton piece goods, manufactured food- stuffs, tobacco and livestock.
There were 52,591 acres alienated for mining-chiefly tin-at the end of 1938. The recorded output of tin concentrate from the State amounted to 281,112 pikuls as com- pared with 546,834 pikuls in 1937. The value of this output at the average local price. of tin of $95.59 per pikul was $19,836,917 as against a total value of $49,047,005 at an

average price of $110.79 for 1937. The Malayan Collieries, Limited, turned out 477,908 tons of coal against 627,890 tons in 1937. The quality of the coal is reported to be excellent.
There is frequent and regular communication, by means of coasting steamers, between the Straits Settlements and Selangor. From Kuala Lumpur the chief town on the mainland, a network of excellent arterial roads covers the State and extends into the neighbouring States of Perak, Negri Sembilan and Pahang while branch lines of railway link the territory on the west to the main trunk line which passes through Selangor.
