Macao is situated in 22 deg. 11. min. 30 sec. N. latitude, and 113 deg. 32 min. 30 sec. E. longitude, on a rocky peninsula, renowned, long before the Portuguese settled on it, for its safe harbour for junks and small vessels. The Portuguese, who had already settled on the island of Lampacao, and frequented for trading purposes Chin-chew, Liampo, Tamao, and San-choan (St. John's Island, where Francis Xavier, the celebrated missionary, died), were conceded the use of Macao in 1557. Shortly after their arrival in this part of the world, the Viceroy of Canton, powerless himself to perform the task, offered to present the barren peninsula to the Portuguese if they should succeed in subduing the notorious pirate, Shan-si-lau, who styled himself "King of the islands of Canton" and, with his force of 12,000 men and 100 armed junks and orchas, levied tribute as far as the mouth of the Yangtsze and even went so far as to blockade the port of Canton. The Portuguese manned and armed a few vessels and succeeded in raising the blockade of Canton and clearing the seas. The town of Macao soon afterwards began to rise, and during the seventeenth and eighteenth centuries trade flourished there, the difficulty of residence at Canton greatly cont ibuting towards it. The East India Company and the Dutch Company had establishments in Macao.
The Portuguese paid the mandarin of Heungshan a rental of 500 Taels a year for the occupation of Macao until Governor Ferreira do Amaral in 1848 refused to pay the rental any longer, and forcibly drove out the Chinese Custom-house, and with it every vestige of Chinese authority. This bold stroke cost him his life on 22nd August, 1849, for he was waylaid and barbarously murdered ear the Barrier of Porta do Cerco, and his head was taken to Canton. This political assassination synchronised with an attack on Macao by the mandarin's troops who were repulsed by Amaral's doughty lieutenant Mesquita. Eventually the sovereignty of Portugal over Macao was formally recognised by China in the Treaty signed with Portugal in 1887.
In November, 1901, an Envoy Extraordinary arrived from Portugal, his mission being to arrange with the Chinese Government for a delimitation of the boundary of the Colony. The line of demarcation submitted by the Envoy included certain islands which the Chinese Government refused to acknowledge as being part of the Portuguese colony, and the Envoy, while not successful in gaining this point, secured a concession for a railway from Macao to Canton. The convention, however, did not meet with the approval of the Côrtes at Lisbon, and Senhor Branco came to the East again in 1904. In November a new agreement was arranged with the Chinese Government, but the Government at Lisbon regarded the terms as far from satisfactory, and refused ratification. In accordance with the Treaty of 1887 the Governments of China and Portugal in 1909 appointed Commissioners to delimitate the boundaries of Macao and its Dependencies, but China would not admit Portugal's title to half the territory claimed, and the Portuguese Commissioner interrupted the negotiations after they had been in progress nearly four monthis and proposed referring the dispute to The Hague Arbitration Tribunal. China definitively refused to agree to this, and so the position remains as it has always been. In 1910 the Portuguese authorities asserted their jurisdiction over the island of Colowan by clearing the place of a piratical horde which had terrorised the whole delta.
The colony is separated from the large island of Heung-shan by an arch, built in he year 1870, at the end of the narrow, connecting sandy isthmus. The principal topographical features of Macao are two principal ranges of hills, one running from south to north, the other from east to west which may be considered as formning an angle, the base of which leans upon the river or anchoring place. On the lofty mount east ward, called Caçilha, is a fort, enclosing the church of Na. Sra. de Guia, and westward is Lillau, on the top of which stands the hermitage of Na. Sra. da Penha; entering a wide semi-circular bay, called Praia Grande, which faces the east, on the
right hand stands the fort San Francisco; and on the left, that of N. Sra. de Bom Parto.. Seen from the roads or from any of the forts crowning the several low hills, Macao is extremely picturesque. The public and private buildings are gaily painted and the streets are kept very clean.
In the town there are several places of interest. The Gardens and Grotto of Camões, once the resort of the celebrated Portuguese poet Camões, are worth seeing, as, also, are the noble façade of the ancient Jesuit church which used to form a part of the college of San Paulo, burnt in 1835, and the Avenida Vasco da Gama. The erusading ardour of the Portuguese in all their voyages of discovery in the East is evidenced at Macao by the large number of Churches which still exist. The Cathedral is a large plain structure having no architectural pretensions, and the various parish. churches are stucco edifices, simple without and unassuming within.
Owing to its being open to the south-wes tbreezes and to the quietude always prevailing, Macao has become a frequent retreat for invalids and business men from Hongkong and other neighbouring ports and there are several good modern hotels.
After the cession of Hongkong to the British, the trade of Macao declined rapidly and the coolie traffic subsequently developed there gave it a certain notoriety. This traffic, pregnant with abuses, was abolished in 1874. Fish, fresh and preserved, is the principal article of export, as well as fire crackers, tobacco and preserves. Essential oils, tea and matting are also exported to some extent. Brick and cement works, and other factories have been established. The commercial activity of the place, however, as far as the Portuguese are concerned, is a thing of the past.
As the harbour has long shown signs of silting up, various projects have been prepared for its improvement, but until recently little has been done. A detailed plan of a very big scheme was prepared 30 years ago by Senhor Adolpho Loureiro, but was pigeon-holed by the home Government. The matter was raised again, however, some 10 or 12 years later, and another expert engineer, Senhor Castello Branco, was sent to Macao to make investigations. He made a few emendations to the original plan, but his report suffered the same fate as its predecessor. Theu came the great constitutional change in Portugal with the promise of a greater measure of autonomy for the Colonies, and the need of harbour improvement was pressed again, with the result that Admiral Hugo de Lacerda, who had planned and superintended the important harbour works at Lourenço Marques, was sent out to make a report. He has introduced important. modifications in the original scheme. Whereas the earlier schemes contemplated only the improvement of the inner harbour, Admiral Lacerda's scheme, while embracing this, provides, as its main feature, for the creation of a harbour for large vessels in front of the city. The work for making the inner harbour better fitted for the accommoda- tion of the considerable fleet of junks which trade between Macao and neighbouring ports and engage in the important fishing industry is now in a very advanced state of progress.. There have been extensive reclamations, and some substantial sea-walls are now in posi- tion. By means of a Deauville railway running across the neck of the peninsula, the mud excavated from the inner harbour was dumped on the other side near the Barrier. The main feature of the outer harbour works is a protected anchorage to accommodate vessels- drawing up to 23 feet, and a long deep-water channel of approach, giving a depth of 14 ft. at low tides and 23 ft. at high tides. Owing, however, to the nature of the mud used in the reclamations of the Outer Harbour it has not been possible to build on the extensive tract of land, but a Hongkong syndicate has made a proposal to the- Portuguese Government, taking over the entire reclamations for development. The scheme has been submitted to Lisbon for approval, and there are hopes that the Central Government will not oppose it.
Another reclamation scheme has in the meanwhile been commenced by the filling in of a large part of the old Praia Grande Bay, as the means for the linking of the old town with the reclamations of the Outer Harbour. It is being carried out by a Macao Chinese syndicate.
The need for good drinking water has long been felt, for the Colony's supplies of water have all been obtained from Lappa Island and from wells within the Colony, and latterly in very small quantities from a reservoir constructed at Guia Hill. A concession has been granted by the Municipal Council for the supply of potable water.
Expert engineers were invited to draw up a comprehensive scheme, and the works were put in hand in November, 1932. Upon completion of the Company's scheme the colony will be supplied with an abundance of water.
The new Macao-Shekki motor road, started in 1928 has been completed. The country opened up by the new highway is an interesting one, and is likely to be of great commercial value.
The installation of automatic telephones was inaugurated in December, 1929.
The Hongkong, Canton an Macao Steamboat Company and a Chinese Company maintain a regular service between Macao and Hongkong and there is regular service also between Macao and Canton. The distance from Macao to Hong- kong is 40 miles, and to Canton 88 miles. Macao is connected with Hongkong by telegraph and wireless. The population of Macao, with its dependencies of Taipa and Colowan, is, according to the Census taken in 1927, Chinese, 152,738, non-Chinese, mostly of Portuguese extraction, 4,437— a total of 157,175. Macao is garrisoned with Portuguese troops.

INDO-CHINA
The French possession of Indo-China lies between 8 deg. 30 min. and 23 deg. 23 nin. N. lat. and 97 deg. 40 min. and 107 deg. E. long. (Paris), and comprises the -colonies of Cochin-China, and Laos, the protectorates of Cambodia, Annam, and Tonkin, and the territory of Kwang Chéoù Wan leased from China. The total area of Indo-China is 286,000 square miles and is under the direction of a Governor- General who, under the authority of the "Minister of Colonies" represents the French Republic and has all the powers of the French Government. The Governor- General is assisted by two councils:
The "Grand Conseil des Intérêts Economiques et Financiers" including 28 French members and 23 native members, elected by local assemblies or appointed by the Governor General. The Grand Conseil is compulsorily consulted on the budget and every other questions that the Governor General may design.
2. The "Conseil de Gouvernement de l'Indochine", a body which includes the chiefs of leading services of the administration and five native members whose business is to take care of the interest of each colony or protectorate they respectively represent. The Council of Government and the Grand Conseil are movable bodies, meeting in any of the chief towns according to the summous of the Governor, General who keeps two official residences: Hanoi and Saigon; the former remains, however, the seat of the administration:
The Governor General is assisted also by the "Secrétaire Général du Gouvernement Général de l'Indochine" who has a special and permanent delegation to settle every question that the Governor General has not reserved to himself.
The deltas of Cochin-China and Tonkin are fertile; Annam, connecting thein, is a long mountainous tract, with a narrow littoral on one side, and a wild sparsely populated hill tract stretching to the Mekong river on the other. Rice, corn, cotton, sugar, seeds, tobacco, and spice are the principal products of the alluvial districts. The principal mineral production is coal, which is mined exclusively in Tonkin (in districts such as Ke-Bao, Hongay, Dong-Trieu, Campha, Thai-Nguyen, Ninh Binh, Tuyen Quang, etc.) The outpat
output averages 2,000,000 tons a year, 600,000 of which are used in the country and the remainder is exported. Other minerals, including gold, silver, tin, copper, lead and antimony, exist in the Protectorate and are more or less mined. Zinc mines are worked on a large scale and the annual output of zinc.ore amounts to nearly 12,000 tons.
The principal harbours are Haiphong, Hongay and Camplia in Tonkin, Tourane, Vinh-BenThay, Natrang, Cam-Hanh and Quinhon in Annam, Saigon in Cochin China, and Phnom Penh and Ream in Cambodia. The weather is warn and humid year long in the South, and in the North (that is in Tonkin) although summer days are very like those of Cochin-China dry and wet one can enjoy, from October to April, a true fresh season a winter, during which a very thin rain sometimes falls. As to the centre-Annam,the weather can be called an intermediary one, which varies insensibly between those of Tonkin and Cochin-China.
There are 2,900 kilometers of railway completed and opened to traffic in Indo- China. The population is estimated at 23,000,000, most of whom are Annamites. The Chinese number 490,000, and the Europeans amount to 46,000. The Tonkinese are larger and more robust than the Cochin-Chinese, and more intelligent and industrious. The Chinese have immigrated in large number to the South of Cochin-China, where they had obtained almost the exclusive possession of industries and commerce. But, since after the world war, the Annamites, especially those who come from the North (that are the Tonkinese), have begun to make use of their ability in trade and industries, and the Chinese find a hard time owing to concurrence they find from the natives and owing principally to the actual world economic crisis. The Cambodians are naturally apathetic, and have given way to

the Chinese and Annamites. The Laotians and Mois, authochtones of the forests and mountainous grounds oppressed by their neighbours, are lazy and timid. The Muongs, who occupy all the basins of the Black River (Rivière Noire) and Song-Ma River are handsomer and stronger than the Annamites. The Nungs look like the Chinese and the Thos belong to the race.
The total force of the French Army in Indo-China in normal time is composed as follows: 15 battalions of Europeans, 19 battalions of natives, 21 batteries of artillery, five squadrons of airplanes, and sundry units-altogether about 11,000 Europeans and 18,000 natives..
The trade of the Colony is rapidly increasing and nearly 50% of the imports are of French origin. Less than 4% of the remainder comes from Europe, as much of the import consist of natural products from neighbouring countries. Indo-China has ite own customs tariff governed by an Act signed by the President of the Republic on the 29th of June, 1929 and the amount of the duties charged may by said to be somewhat the same as that of France. By far, the largest export is rice,...!
Indo-China should attract the attention of travellers from all parts of the world, as it is an ideal field for tourists. The bay of Along (Baie d'Along), in the gulf of Tonkin, is widely famed for its scenery. Running along the Annamese coast by a motor road, the tourist reaches Hué, the residence of the Emperor of Annam, and finds the sepulchres of Emperors Gia Long, Ming-Mang, Thieu-Tri, etc., a mine of interest. From Nhatrang the railway runs down to Saigon through the mysterious forest land. Express trains starting from Saigon every Monday, Wednesday and Saturday, run to Phanrang Station, where motor-cars are waiting for travellers to go, after a
splendid trip of three hours, amid fir clad hills, to Dalat Station, about 4,000 feet above sea-level. They can find there a large Hotel offering excellent accommoda- tions. In the neighbourhood of Dalat, sport of every kind, including big-game hunting specially organised, may be indulged in, as well as excursions and motor trips. Nor must reference be omitted to the famous ruins of Angkor, which will bear comparison with those of the ancient kingdom of the Pharoahs.
Originally the seat of Annam Kingdom under the Lês, but since 1802, when Gia Long, the first Emperor of the actual Dynasty, the Nguyên, had been enthroned. Tonkin has become a part of Annam Empire under a Vice-Roy. But, in 1897, the Emperor suppressed the Vice Roy (Kinh Luoc) and all the powers of this Great Man- darin have been given to the French "Résident Supérieur au Tonkin." It lies between lat. 19 deg. and 23 deg. N and long. 102 deg. and 108 deg. 30 min. E. bounded on the North. by China, on west by Laos, on the South by Annam, and on the East by the gulf of Tonkin. The country near the sea is a rice alluvial plain; well watered by numerous rivers, it produces large crops of rice and maize, while sugar, cotton, spices, indigo, silk, arecquier, coffee and various other articles are also raised It possesses valuable mines of tin, lead, antimony, phosphates, coal and zinc, and gold and copper are also known to exist. Concessions were granted in 1887 for the working of coal mines at Kebao and Hongay, and 800,000 tons of coal of good quality from the lastnamed is now exported annually. By the Treaty of Hue, dated June 6th, 1884, the Annamite Government placed Tonkin under French Protectorate, and its affairs are administered under the supervision of French Residents. It is, in fact, now practically a French Colony. Tonkin is divided into 21 provinces, namely: Bac Giang, Bac-Kan, Bac- Ninh, Ha-Dong, Ha-Nam, Hoa-Binh, Hung-Yen, Kien-An, Lang Son, Lao-Kay, Ninh Bing, Phuc-Yen, Phu Tho Quang-Yen, Son-La, Son Tay, Thai Binh, Thai Nguyen, Tuyen-Quang, Vinh-Yen, Yenbay; 4 municipalities namely: Hanoi, Haiphong Nam Dinh, Haiduong, and 4 military cercles: Hai-Ninh, Cao Bang, Ha-Giang; lai Chan. Hanoi, the capital, is the Chief-Town of the province of same naine and appears on old maps as Ke-Sho.
Although a country newly colonised, Tonkin has several modern plants, such as the manufactures of cement, glass-ware, cotton spinning and rice mills, match, soup, leather and spirits, etc.'
Hanoi, Capital of Tonkin, is situated on the right bank of the Song-Koi (Red River), about 72 miles from its mouth. The gity is built close to the river and extends more than one mile along the bank. The first aspect for visitors coming from Haiphong by train or by river-boat, is..not an imposing one, as the fashionable portion of the town, the principal European centre, is situated further back. Here, broad and well-kept streets under the shade of trees of all kinds, numerous imposing public and private buildings, present, a very nice European town of modern style. The city is lighted by electricity and abundantly supplied with good drinkable water by enormous waterworks. Five electric tramear lines run through the town over a distance of eight miles. A special attraction is the "Petit lac," a lake of nearly half a square mile in the middle of the town, rendered picturesque by the quaint pagodas occupy- ing the small islands which adorn it, and surrounded by promenades. Facing the lake there is the Square Paul Bert, with a fine bronze statue of Paul Bert unveiled the 14th July, 1890, and a bandstand in the middle. Close to the square there are the City Hall, Treasury, Post Office, Unino Club, Bank of Indo-China, Résidence Supérieur and the Hotel Metropole. Other public buildings, as the residence of the Commander of the Troops, the Hospital, etc., are situated on what was formerly the "Concession, " elose to the river bank, There are two large Roman Catholic Cathedrals and a hand- some small Protestant church. The imposing palace of the Governor-General'stands at the entrance of the Botanic Garden, and other fine buildings in the town are the Theatre, Museum, Palais de Justice, Terminus, Ideo, Credit Foncier, etc. There are tow first-class hotels--the Hotel Metropole, with a front of nearly 300 feet, and the Splendid Hotel-as well as some smaller ones The "Cercle de l'Union," and Société Philharmonique possess their own buildings. A racecourse, opened in 1890, is situated just outside the new town. Daily and periodical French and native papers are published at Hanoi. The "citadelle"-formerly the fortress of the Mandarin! Governor of Tonkin is now occupied by the French troops as the barracks and general headquarters. However, many interesting and historic buildings remain within the compound, including the Royal Pagoda.
The ancient city is situated between the citadel and the river and presents a novel appearance, owing to the singular architecture of the houses. Since the occupation by the French great improvements have been effected in the laying-out of the town, and the formation of roads and streets, of which over 50 miles have already been drained, electrically lighted, and, even in the native city, well kept and very clean as compared with those of other Eastern cities. Of the numerous temples and pagodas, that of the "Grand Buddha," situated on the shore of the Grand Lake, is the most important and interesting for visitors on account of its colossal bronze statue.
Steel built halls, each 160 by 60 feet, for the native markets have been erected in different quarters./
Trade, both export and import, is steadily increasing, and besides many important mercantile houses there is also a development of industries in this town; a cotton spinning mill, ice factory, match factory paper manufactory, some distilleries furniture-shops and a brewery are among the number.
The transit trade has developed considerably since the different railway lines have been opened which connect Indo-China and Tonkin with Yunnan, Province. The first part, connecting Haiphong with Hanoi, was opened in July, 1902, and the line enters the capital by a magnificent steel bridge, 5,100 feet in length, over the Red River.
The Botanic Garden of Hanoi occupies a very fine site and is one of the best in the Far East. It contains over 3,000 various species of plants. The climate has under- gone a very favourable change thanks' to many sanitary works executed by the French, such as laying drains through the whole European and native city, filling up pools, marshes, etc. There is distinction of season the summer begins in April
the winter about October. The highest degree of temperature in summer is 40° cen- tigrade, the lowest in winter about 8° centigrade. The population of Hanoi is about 135,000, 6,500 of whom are Europeans (Army men included), the rest being Annamites, Chinese, Japanese and Indians. The first meeting of a Native Delibera- tive Assembly elected on a narrow suffrage was held at Hanoi on November 14th, 1907, and was addressed by M. Paul Beau, the Governor-General.
