With reference to previous correspondence
PE 1226 ending with Mr. Ormsby-Gore's despatch No.193 dated
27th May, 1937, regarding Mr. J. Smith, Chief
Mechanical Engineer, Kowloon-Canton, Railway, I have
the honour to request your approval of the retention
of Mr. Smith's services after his return from leave
in 1939.
THE RIGHT HONOURABLE
Mr. Smith wishes to proceed on leave in
January, 1939, and during his absence it is
necessary to provide an officer to act for him.
is desirable that this officer should be capable of
succeeding Mr. Smith on his retirement which will
probably take place about two years after his
return from leave.
3. I have accordingly to request your approval
of the creation in the 1939 estimates of a post of
Assistant/ liechanical Engineer on a salary of £700-
£25-£750 per annum and I shall be glad if, subject
to your approval, steps may be taken to recruit a
suitable candidate for the post with a view to his
acting for Mr. Smith next year and eventually
succeeding him as Chief Mechanical Engineer.
Particulars of the proposed post are enclosed
herewith.

It will in any case be necessary to provide
extra assistance in the Chief Mechanical Engineer's
office in view of the increase in through traffic
to the Chinese railways. During Mr. Smith's absence
it is proposed to engage locally an assistant to
the new officer, who will then be Acting Chief
Mechanical Engineer, on a temporary basis.
I shall be glad if, subject to your
approval being given, the officer recruited for
the new post may be sent out as early as possible.

PARTICULARS OF THE OFFICE OF ASSISTANT CHIEF MECHANICAL
ENGINEER, KOWLOON-CANTON RAILWAY, IN THE COLONY
OF HONG KONG
1. Duties of Office and
qualifications required for their performance.
To take charge of:-
(a) all mechanical work involved in
running a railway.
(b) all work involved in maintaining and
adapting Government motor vehicles. The officer selected should be a Corporate member of the Institution of Mechanical Engineers or hold equivalent qualifications. He should be familiar with locomotive construction and running shed work in all its aspects. He should have had experience in carriage and wagon building and in workshop management. He should be thoroughly conversant with internal combustion engines in connection with the running of railway motor coaches and the upkeep of a fleet of motor vehicles.
Candidates should be about 35 years of age.
£700 to £750 by annual increments of £25.

Although it must clearly be understood that the Government is and will be under no obligation to provide further employment, the office of Assistant Chief Mechanical Engineer is normally regarded as of a permanent nature, and in the ordinary course of events if the service and conduct of the officer is entirely satisfactory to the Government and if he is considered in every way fit, medically and otherwise, to continue in office, and if replacement by engagement of some other person would become necessary but for his retention, the prospects are that the

Government will retain his services, if he so desires, either by transfer to the permanent establishment, with consequential benefits and expectations, or by re-engagement for a further period under a fresh agreement. In the absence of express agreement with or decision of the Government to the contrary, any continued service after the expiry of the period of engagement will be monthly.
Salaries are converted for payment in local currency at a rate fixed from time to time by Government. They are at present paid at the rate of 1/3 = $1 so long as the Treasury rate of the dollar based on the average monthly rate of the Hong Kong and Shanghai Bank remains at or below that rate. A deduction of 4% from salary is made as contribution to the Widows Orphans' Pension Scheme.
