TREASURER'S MEMORANDUM ON REVENUE
The Revenue for the year 1928 amounted to $24,968,399, including the sum of $1,963,359 representing expenditure on Loan Works during the years 1923-1926, which was recovered from the funds of the Public Works Loan (1927) and was credited to Revenue. Consequently an allowance in respect of this sum should be made when the total Revenue for 1928 is compared with the previous years' collections and with the Estimates for the years 1929 and 1930.
The Estimates for 1928 were exceeded by the sum of $4,865,009 and the Revenne for 1927 by $3,623,863.
The completed accounts for 1928 shewed that there was a surplus balance of $8,091,634 which exceeded the estimated surplus by $3,103,963.
With the exception of Light Dues which fell below the amount estimated by $11,158, all heads showed excesses.
The most striking feature which affords evidence of the improvement in local conditions is the fact that the Revenue collected in 1928 exceeded the Revenue collected in the boom year of 1923 by $184,636, and was, therefore, a record collection in the history of the Colony. The "Windfall" of $1,963,359 recovered from Public Works Loan (1927) and credited to 1928 Revenue, is more than counterbalanced by the
the sum of $3,488,797, representing premia on Land Sales received in 1923. Another feature of importance was the income derived from Land Sales which amounted to $1,635,236 sur- passing the estimate of $150,000 by $1,485.236. Licences and Internal Revenue register- ed an increase of approximately $517,000 largely due to Assessed Taxes, Liquor Duties and Revenue from Opium Monopoly. Other noteworthy increases were Fees of Court, &c. $79,665; Post Office-$151,918: Kowloon-Canton Railway-$101,800, mainly due to the through traffic to Canton being maintained; Rent of Government Properties- $84,384; Interest-$170,515; and Miscellaneous Receipts-$2,284,859 (including refund of $1,963,359 Public Works Loan expenditure).
In the year 1923 Land Sales netted $3,488,797 as against $1,635,236 in 1928. If these figures are deducted from the respective total Revenue and the above referred to sum of $1,963,359 for Public Works Loan Expenditure deducted from the 1928 Revenue it will be observed that 1923 produced $21,294,966 as against $21,369,804 collected in 1928. These figures may be accepted as a fair index that the Colony has more. than regained its feet after the serious set back experienced due to the disastrous strike of 1925.
The Crown Agents Accounts for the months of May and June are not yet available, consequently the actual collection for the 1st half year of 1929 on the heads Interest, Other Miscellaneous Receipts, Widows & Orphans' Pensions Contributions are approximate. The total Revenue for 1st half year amounts to $11,477,843 which exceeds six-twelfths of the year's estimate by about 3.38 lacs. The revised estimated revenue for the 2nd half year is $11,222,157 bringing the revised estimated total Revenue for 1929 to $22,700,000 or about $422,000 in excess of the estimate. Certain fees payable annually in advance account for the difference between the totals for 1st and 2nd half year.
Receipts from Land Sales in the 1st half year 1929 amounted to $672,719 and the sum of $577,281 for the 2nd half year, includes arrears of premia due from the Kowloon Tong Estate and Praya East Marine Lot-holders, which it is expected will be paid into Treasury. The present active demand for Land appears to be steady.
Appendix "A" shows the estimated financial position of the Colony at the close of the year 1929. The estimated liquid balance to be carried to the year 1930 is $6,224.977 which is $379,368 less than the liquid balance that was available on 1st January, 1929, the reduction being due to the estimated deficit of revenue under expenditure.

Sub-head 1.
HONG KONG
BUILDINGS.
Additional Transmitting Block and Mast at Cape D'Aguilar W/T Station, $20,000.-Under Head 31 S/II. 4 and 5 of the 1929 Estimates and referred to on page 1 of notes on works provided in the 1929 draft Esti- mates, provision is made for the erection of two blocks of quarters for W/T operators, but, after exhaustive tests it is found that Cape D'Aguilar Station is more efficient for long wave working, and, it is therefore proposed to confine the Peak Station to short wave working with China and Broad- casting, without these additional buildings, and to erect at Cape D'Aguilar one more transmitting Block and mast for long wave transmitting.
New No. 2 Police Station, $200,000.—As explained on page 1 under S/H: 8 of notes on works provided in the 1929 P.W.E. Estimates, this station is to replace the present No. 2 Police Station-an estimate of $300,000 representing the cost of this work is given in the 1929 Estimates under H. 31 S/H. 8 page 81; the Hon. C.S.P. has, however, since request- ed further accommodation, which has increased the cost to $400,000-The revised scheme was submitted and approved by the Public Works Com- mittee on 2.5.29 Owing to changes in the design and to shortage of staff very little progress can be made with this work during the current year.
Sai Ying Pun New Market, $200,000.—This work is referred to under S/H. 15 on page 1 of notes on the works provided in the 1929 P.W.E. Estimates Owing to shortage of staff and pressure of other work very little progress can be made during the current year.
Victoria Gaol, New Printing Shop, $85,000.-The original scheme for $41,000 was abandoned and a new scheme was prepared estimated at #100,000, of which provision for $85,000 will be required to complete the work in 1930.
Junction of Ladder Street and Hollywood Road-Underground latrine (60 seats) $17,000.--It was not possible to commence this work in 1928 owing to difficulties of finding a suitable site, and as the work could only be started late in 1929 a provision of $17,000 will be required in 1930.
Spring Garden Lane and Cross Street Latrine and Urinal (54 seats), $2,000. The vote only provides for retention money as it is hoped to complete the work in 1929.
Sai Wan Ho-Increase of Pig Lairage, $500. The vote only provides for retention money as it is hoped to complete the work in 1929
Latrine and Bathhouse on Praya East, $25,000.-Additional accom- modation in this district is badly needed.
Latrine and Urinal at Rock Hill Street (30 seats), $10,000.—Addi- tional accommodation in this district is badly needed..

Roads, $70,000. To provide for areas in course of development Roads are macadamised, kerbed and channelled, and footpaths laid as new buildings are erected during the year.
Training Nullahs, $25,000.-To provide for training stream courses on areas under development.
Sewage and Storm Water Drains $60,000.-Increase is considered necessary to provide drainage facilities to new schemes and properties under development.
Miscellaneous, $30,000. This vote is to provide funds for the various small items that are found to be necessary by all Government Depart- ments during the course of the year

COMMUNICATIONS.
Road from Causeway Bay to Quarry Bay section 70 feet wide, opposite M.L.s. 430 and 431, $15,000.-The amount requested is to cover reten- tion money and any work remaining uncompleted at the end of the year.
Tai Hang Development Road Construction including strengthening Conduit, $60,000.-The amount requested is to complete the work.
Barker Road improvements from Stubbs Road to Victoria Hospital, $19,000. The amount expected to be expended in 1929 is $20,000, and the balance of $19,000.00 is required to complete the work in 1930.
Path 10 feet wide to Cape D'Aguilar Wireless Station (1st. section), $2,000.--The vote provides for retention money as it is hoped to complete the work in 1929.
Road connecting Garden Road and Bowen Road with May Road $88.000.-In lieu of constructing the motor road to Mountain Lodge, pro- vided for in the Estimates 1929, the Council recommended that this work be taken up at a cost of $108,000. It is expected that $20,000.00 will be expended in 1929, and the balance of $88,000.00 will be required to complete the work in 1930.
Yee Wo Street-Re-alignment of tram track and roadway between Great George Street and Causeway Bay, $100,000.-This is necessary as certain private buildings fronting on Yee Wo Street, are to be demolished, and they are required to be rebuilt to the approved building line on the alignment of the 100 ft. road.
Widening May Road from Tram Station to Conduit Road to a minimum width of 20 feet, $75,000. The completion of this work will enable Mid- level residents to reach the City either via Conduit Road or the Magazine Gap Road which is now being widened between Bowen and May Roads to take motor traffic.
To construct steps near I.L. 2301 to give access to 100 ft. contour road west of Tin Hau Temple, $5,500.-The development of LL. 2301 is to be proceeded with, and, it is necessary to construct these steps to sup- port the public sewer passing near to the lot.
Sub-head 26.
DRAINAGE.
Extending sewer to R.B.L. 245, $21,000.-The vote provides for ex- tending the public sewer between a point on the Island Road about 300 yards west of Little Hong Kong Village to R.B.L. 245. This is required to pick up the sewage from the houses in course of erection on this lot.
MISCELLANEOUS.
New Garage, P.W.D. Store, Wood Road, $1,000.-The amount re- quested is to cover retention money and any work remaining uncompleted at the end of the year.
Constructing a path and barriers at the indoo cemetery. $1,000.- Under clause (e) of the conditions of the new lease granted to the indoo community Government is committed to forming a new approach road to the cemetery.
Chinese Cemeteries-Laying out ner areas, $6,000-This vote is nec- essary for forming additional extensions to the existing cemeteries for burial purposes.
New Furniture for all Departments, $22,000.-This vote is necessary to provide for new furniture and fittings to Offices and Quarters to all De- partments in the Hong Kong district.
Renewing Electrical wiring at Government Buildings, $12,000.-This vote is for renewing the old and defective electrical wiring to certain Gov- ernment buildings.
Laying a cable between the G.P.0. and Upper Albert Road. $5,000, In view of the proposed intercommunication with the Hong Kong Tele- phone Co.,-which will necessitate an increase in the number of Govern- ment telephones installed-it is essential that another cable be laid in 1930.
Laging a cable between Upper Albert Road and Government Civil Hos- pital, $9,000.-This cable also is essential for the reasons given under S/H 32.
Colonial Cemetery-Laying out new burial areas, $7,000.-Further burial areas will be required in the near future.
WATER WORKS.
Installation of Turbines and Pump at Bowen Road Filter Beds, $5,000. -The amount requested is to cover retention money and any work remain- ing uncompleted at the end of the

PORT WORKS.
Praya East Reclamation-Contribution by Government towards funds for Reclamation, $55,000.—According to the revised Estimate the Gov- ernment share for this work will be $947,504. It was not possible to make the final payments in 1929, and the sum of $55,000 is now required to complete the payment of the Government share of the cost of the work.
Sub-head 39.
Ferry Piers (Western), $40,000. The existing Eastern St. wooden pier is too small to meet the demands of the Western Ferry Services and the vote provides for a larger and more up-to-date concrete pier.
Reclamation of S.W. corner of Causeway Bay for road widening, $10,000.--Yee Woo Street is to be widened to 100 ft. and it is necessary for this section of Causeway Bay to be filled in to give the required width at this point.
PUBLIC HEALTH AND BUILDINGS ORDINANCE.
Various Resumptions for road widening schemes approved by Govern- ment as rebuilding occurs, $75,000.-As the construction of old buildings takes place advantage is taken to resume portions of property required to permit of road widening. This vote provides the necessary funds for this purpose.
Resumption of Royal Naval Canteen on M. L. 65, s. B., $50,000.- The Royal Naval Canteen is required to be removed in order to link up Queen's Road Central with the new 100 ft. road on the Praya East Re- clamation. It is hoped that the building of the new Royal Naval Canteen will be commenced next year, when the sum of $50,000 will be required in part payment of the compensation payable for the removal of the old building.
Sailors' Home, West Point, (2nd instalment) $180,000-The Trustees of the Sailors' Home and the Missions to Seamen propose to amalgamate the two undertakings. As part of the scheme of reconstruction, the Secretary of State has approved the resumption of the present site for the Sailors' Home at West Point M.L. 187A-for $800,000 plus a sum of $100,000 for the surrender of all claims to the promised site in Kowloon. The total payments to be spread over a period of five years. It is ex- pected that the first payment will be made in 1929.
KOWLOON.
BUILDINGS.
Hung Hom-New Government Store, $50,000.-This work was com- menced in 1929. Only about $10,000 can be expended during 1929, and the balance is required for 1930.
Tsim Sha Tsui Fire Station, Extension to Quarters, $1,000.-Reten- tion money.
Kowloon Hospital Maternity Block-Site formation and Building, $120,000.-A sum of $60,000 was provided for site formation in 1929, but it is anticipated that only $40,000 will be spent on this work during the year. The difference is included in the amount provided for site forma- tion and building in the 1930 Estimates.
Public Latrine at Dock Lane, Latrine and Bathhouse, $7,000.-For completion of work started in 1929.
Public Latrine and Bathhouse, Argyle Street, Mong Kok Tsui, $15,000. The revised Estimate for this work is $20,000 of which $5,000 will be spent in 1929, and the work will be completed in 1930.
Sub-head 49.
Deportee Shed Yaumati, $35,000. This shed for the temporary ac- commodation of emigrants in transit is very necessary as the present arrangements are very congested and unsuitable.
Kowloon Hospital Garage, $2,000.-A necessary adjunct to the Hos-
Kowloon British School (Levelling Site), $60,000.-It is realised that in the near future it will be necessary to increase the accommodation for this school. It is considered advisable to prepare a site adjoining the Kow- loon Hospital for the erection of the new building when funds are avail- able.
GENERAL WORKS.
Roads, $150,000.-It has been found necessary to increase this vote to meet the requirements of the rapid development that is now taking place.
Drainage. (a) Training Nullahs, $1,000.-To provide for areas in course of development.
(b) Miscellaneous Drainage Works, $ 180,000.-It has been found necessary to increase this vote to meet the requirements of the rapid deve- lopment that is now taking place.
Miscellaneous, $10,000.-To provide for miscellaneous works such as small latrines, temporary markets, alterations to buildings leased by Gov- ernment, electrical fittings not otherwise provided for, the fixing of posts to mark boundaries and the filling in of holes, which might breed mosqui- toes, on undeveloped lots, and many small items asked for by various Departments from time to time.
Water Works, $8,000.-To provide for areas in course of develop-

Chatham Road Extension, $80.000.-Necessary for the carrying on of the work of this arterial road which it is hoped will be completed in 1930
Boundary Street, forming road by covering nullah West of No. 8 Rail- way Bridge, $3,000.-Completes contract let in 1929.
Improving existing main roads for motor traffic-Portion of Salisbury and Nathan Roads, $50,000.—A vote to provide for the gradual yearly strengthening of these important roads to meet the growing heavy and fast moving traffic.
DRAINAGE.
New sewer diversion in Canton Road between Saigon Road and Jordan Road, $15,000.-This provides for the diversion of the sewerage between these two points from the Jordan Road outfall and will tend to mitigate the nuisance at present complained of there.
MISCELLANEOUS.
Furniture, $5,000.-Previously this item was included, in the Hong Kong Vote. It has now been found advisable that each district should carry its own vote.
Sub-head 63.
Clearing and forming areas west of Kowloon City Road, Hok Un, Hau Pui Lung and Shek Shan, $35,000. This item is required to level and form areas to the West of Kowloon City Road to the North of Hung Hom.
Exhumation of Chinese Cemeteries, Hau Pui Lung, $25,000.-It is necessary that this old Chinese Cemetery be cleared of graves in order to al- low for the clearing away of hill on which Cemetery stands.
Filling in areas at Muluukok, $1,000. This item is for filling 110111- erous hollows that at present collect water and breed mosquitoes.
Laying a cable between Hung Hom Bridge and Yaumati Government School. $8,000.-In January 1929 there were only 12 pairs spare in the main cable. In view of the projected intercommunication with the Ilong Kong Telephone Co. an extra cable is essential.
Additional 100 line Telephone Exchange Switchboard for Kowloon, $5,000. This switchboard is necessary to meet the normal expansion.
Renewing electrical wiring in Mataukok Slaughter House, Kowloon Post Office and Tsimshatsui Pier, $700.—The present wiring is in poor condition and it is essential that it be renewed.
Rewiring Kowloon Railway Station and Good's Yard, Officers Quarters, Hung Hom, A. & B. Blocks, and Old Quarters, formerly property of the China Light and Power Company, $8,650.-It is essential that these build- ings be rewired in 1930.
Chinese Cemeteries Laying out new areas, $10,000.-Necessary for terracing and reforming areas.
WATER WORKS.
Distributing Water Mains, $15,000. This work is necessary on Ac- count of new water mains required owing to expansion in Kowloon.
PORT WORKS.
Mong Kok Tsui Ferry Pier, $55,000.-The sum of $150,000 was in- cluded in the Estimates for 1929 (on account) for the Western Ferry Piers. The revised total estimated cost is $220,000 of which it is estim- ated that $110,000 will be spent before the end of 1929, leaving a balance of $110,000, which in the 1930 Estimates has been allocated to these Piers in their respective districts, viz. Shamshuipo (see item 102) and Mong Kok Tsui. The sum of $55,000 is required to complete this pier in 1930.
PUBLIC HEALTH AND BUILDINGS ORDINANCE.
Compensation and Resumption, $100,000. This vote is required for the acquisition of buildings and land which impede the Town Planning lay- out Scheme for Kowloon and which prevent the realignment and widening of
streets.

NEW KOWLOON.
BUILDINGS.
Kowloon City Market Extension, $3,000.-Retention money on the extension that was put in hand in 1929.
Latrine and Bathhouse at Kowloon City north of New Police Station, $7,000. This amount completes the cost of this convenience which was put in hand in 1929. The revised estimate for this work is $22,000, and a sum of $7,000 is required to complete the work in 1930.
Married Quarters, Laichikok Prison, $85,000.-The sum of $67,000 was provided in the Estimates for 1929. The original plans were revised and Council approved a proposal to build more suitable quarters at a cost of $110,000. There will be no expenditure during 1929, and it is hoped to expend $85,000 during 1930.
GENERAL WORKS.
Roads. $80,000.-To provide for areas in course of development. Roads are macadamized, kerbed and channelled and footpaths laid as new buildings are erected during the year.
Drainage. (a) Training Nullahs, $10,000.-To provide for cutting trenches to prevent breeding pools for mosquitoes and permanent nullah channels through swamps as development proceeds.
(b) Miscellaneous Drainage Works, $50,000.-This vote is required to provide for drainage works of a small nature, connections to sewers and to stormwater drains and to provide generally for the drainage of the areas in New Kowloon which are being rapidly developed for building purposes.
Miscellaneous, $10,000.-To provide for miscellaneous works such as small latrines, temporary markets, small stores, alterations to buildings leased by Government, electrical fittings not otherwise provided for and many small items asked for by various Departments from time to time which are necessary but for which no specific provision has been made.
Water Works, $4,000. To provide for areas in course of develop- ment, repairs to catchwaters and paths across catchment areas, etc.
Port Works, $1,000.-To provide for small works and to cover cost of investigations involving soundings and borings for proposed works.
COMMUNICATIONS.
Kowloon Tong Development Area at Kowloon Tsai. Extension of Roads (no surfacing), $5,000.—This is necessary for the completion of certain roads within the Kowloon Tong area.
84. Widening of Nathan Road-Extension northward to Nam Cheong Street (junction of New Tai Po and Castle Peak Roads), $5,600.—This is re- quired to extend Nathan Road and to meet the needs of ever increasing traffic; portions of present road are only 30 feet wide. This completes the work.
Abcess Road (15 ft. wüle) to Christian Cemetery, Kowloon City, $7,000. This is necessary in order to provide access to the Cemetery as promised by Government. The work was put in hand in 1929.
Sub-head 86.
Castle Peak Road widening, $5,000.-This provides for the completion of the widening of this road to 60 ft. between Nam Cheong Street and Wong Uk Village and is rendered necessary by development.
Castle Peak Road, section from Cheung Sha Wan to Lai Chi Kok to Town Planning layout (60 ft. wide), $30,000.--This section of the road from Wong Uk Village to Lai Chi Kok is very necessary in view of the motor bus traffic that now runs between Kowloon and Lai Chi Kok and the New Territories.
Improvement to Taipo Road junction with Castle Peak Road to just north of No. 3 Mile Stone, $18,000.-This improvement is very necessary in view of the heavy bus traffic that now traverses this portion of the Tai Po Road at its junction with the Lai Chi Kok Road.
Improving existing main roads for motor traffic, $25,000.-This ex- penditure is necessary in order to strengthen the roads to carry the in- creased heavy motor bus traffic that now makes use of the New Kowloon Roads.
DRAINAGE.
Kowloon Tong Development--Connection of stream east of Estate to main nullahs, $7,500.-This expenditure is necessary in order to train the water into the main Kowloon Tong nullah at its northern end. This com- pletes the work.
Kowloon Tong Development-Connection of stream East side of Estate to Main Nullah (Southern) $15,000. This expenditure is required for pro- vision of a nullah to drain the area to the East of Kowloon Tong Estate into the main nullah.
One side wall and invert North of Camp, Shamshuipo, $32,000.-This amount is required for the extension of the Southern wall of the nullah on the east of the Shamshuipo Camp to its junction with the Lai Chi Kok Road.
MISCELLANEOUS.
Cheung Sha Wan Refuse Dump, $7,500.--This provides for the cover- ing over of refuse dumped on the foreshore at Cheung Sha Wan and is essential from a Sanitary point of view.
Tong Mi and Kowloon Tong-Filling in areas, $35,000.—This is requir- ed to fill in certain low lying areas which is essential for the proper drainage of this district.
Kowloon City, filling in large areas, $5,000.-This work is considered essential for malaria prevention and to raise site to proper levels to keep pace with the rapid development of the district.
Filling in areas north west of Nam Cheong Street and west of Tai Po Road (South of Castle Peak Road), $25,000.-To provide access to deve- loped building land and to improve the drainage and sanitary condition of the district.
Furniture, $1,000.--Previously this item was included in the Hong Kong Vote. It has now been found advisable that each district should carry
its own vote.
Chinese Cemeteries--new areas, $6,000.-This is in the nature of a recurrent vote. Owing to the increase in population it is necessary to open up new areas for burials. Every effort is made to economise space but new land has to be laid out as occasion requires.
Sub-head 99.
WATER WORKS.
Distributing Water Mains, $15,000.-This work is necessary in view of the rapid extension of building operations in New Kowloon.
PORT WORKS.
Further Reclamation at Sham Shui Po, $10,000.-This sum will com- plete the contract for the reclamation and seawall at present under con-
struction.
Cheung Sha Wan-Construction of rubble mound to retain materials dumped, $75,000.--This provides for the extension of a rubble mound that will ultimately carry a sea wall to the north of the Shamshuipo Reclama- tion and when finished will allow of the dumping of material behind the mound without danger to the silting up of the harbour.
Shamshuipo Ferry Pier, $55,000.—This sum is provided to complete the pier which was started in 1929. It replaces the existing Ferry Pier which is old and unsuitable for present conditions. (See item No. 72).
PUBLIC HEALTH AND BUILDINGS ORDINANCE.
Compensation and Resumption, $100,000.-This vote is necessary for the acquisition of buildings and land necessitated by the Town Planning Lay out of New Kowloon, and for the alignment and widening of existing streets. It is impossible to estimate accurately the requirements on this vote, but it is desirable to resume such vacant land rather than wait until costly build- ings have been erected.

GENERAL WORKS.
Roads, $2,000.-This amount is necessary to meet the growing re- quirements of certain large and important Market Towns in the New Ter- ritories.
Drainage. (a) Training Nullahs, $2,000.—This vote is for additional nullah training to improve drainage conditions and to prevent breeding places for mosquitoes.
(b) Miscellaneous Drainage Works, $5,000.-This sum is necessary to meet the growing requirements of the New Territories.
Miscellaneous, $7,500. This vote is for various general works in connection with Police Stations Lighthouses and Villages as may be found necessary and desirable during 1930.
Water Works, $1,000.-Necessary to meet requirements in connection. with Water Works extension during 1930.
COMMUNICATIONS.
Patrol Path from Lin Ma Ilang to Sha Tau Kok, $50,000.-This Est- imate has now been increased to $80,000. This road is a continuation of the Sheung Shui-Ta Ku Ling-Lin Ma Hang Patrol Path. It is 6 ft. wide and is required as a useful means of traversing the frontier between Lin Ma Hang and Sha Tau Kok. The amount provided is for the comple- tion of the work.
Sub-head 110.
Circular Eastern Road (25 ft. wide)-1st Section, Kowloon City to Sai Kung, $200,000.-Owing to the rapid development of the Kowloon Penin- sula as a business centre it is considered advisable to provide a road that will give easy and convenient access to areas so as to allow of their being open- ed as building sites for residential purposes. This road will traverse coun- try that meets these requirements and will eventually be extended to Shatin Railway Station via Three Fathoms Cove. The amount included in these estimates is for the section between Kowloon City (Ngau Chi Wan) and Ma Yau Tong.
Reconditioning Roads, $30,000.-Owing to the increasing motor traffic that is carried over the New Territory roads it is essential that these roads should be strengthened and this vote is required for the purpose.
MISCELLANEOUS.
