Jou 12742 My Lord Duke, I have the honour to acknowledge the receipt of Your Grace's telegram of the 15th August regarding the Military Lends question. The proposals as to reprovisioning which the War Office now puts forward are quite acceptable, if, as I understand, it is now proposed that the Colony should guarantee the total cost of reprovisioning for the present garrison and that the excess, if any, in the value of the property surrendered over such total cost of present reprovisioning is to be set aside in the Military Lands Account for the provision of further accommodation here- after. As pointed out in the fourth paragraph of my confidential despatch of the 2nd February, the value of the property to be surrendered is, in the opinion of those competent to judge, much more than sufficient to meet the cost of present reprovisioning, and the Colony has always been willing to take the risk that this estimate may be unduly optimistic. What the Colony is not prepared to accept is an indefinite responsibility for new undertakings such as aerial transport and the housing of a second British battalion, and it was understood from the previous correspondence THE RIGHT HONOURABLE THE DUKE OF DEVONSHIRE, K.G., correspondence that the War Office wished to construe reprovisioning in this unlimited sense. I note that it is now proposed to send out Sir John Oakley at the expense of the War Office. Every possible assistance will be given to him in the prosecution of his enquiries. I have the honour to inform Your Grace that I have had under consideration the duties of the Matron in the Medical Department in this Colony in view of a request made by Miss Sloan for further assistance and for a reorganisation of duties. I am satisfied that at present the Matron has more work than can properly be accomplished by one person. Besides being on full duty as Matron at the Government Civil Hospital she is in charge of the Nursing Staff at all Government Hospitals including the Lunatic Asylum and has to superintend the issue of linen, bedding, clothing, and uniform for the whole department; the routine duties of the other hospitals only being left to the Sisters in Charge. She has also to control the Nursing Staff Quarters, housing on an average about 26 sisters, the running of which requires a good deal of attention, I consider that she should be relieved entirely of this work and recommend the appointment of an Assistant Matron to act as Home Sister and house-keeper at the quarters. This appointment will enable the Matron to devote her energies to her proper work in the warde, in the training of the probationer nurses and will promote the THE RIGHT HONOURABLE THE DUKE OF DEVONSHIRE, K.G., health and comfort of the whole Mursing Staff. I suggest a salary of £280 rising by annual increments of £20 to £320 as suitable for this post. If you approve the suggestion I should be glad if you would take the necessary steps to appoint a suitable candidate. The name of Miss A. Dodds, Assistant Matron, Oakbank Hospital, Glasgow, who, I understand, is at present performing the duties which she would be required to undertake here has been brought to my notice and I would ask that she may be considered for this post, if she so desires. The work in the Medical Department is increasing greatly and I consider the salary at present attached to the post of Matron to be too low. I recommend therefore that as from 1st January, 1924, the scale should be raised to £350 per annum rising to £450 by annual increments of £20. My Lord Duke, I have the honour to acknowledge the receipt of Your Grace's telegram of the 20th August regarding the Salt Administration's vessel "Suinem". It is necessary, in order to make the position intelligible, to recount matters extending back over a period of several years. Then the split between North and South China firet occurred, it was at once obvious to the opponents of the Southern regime that Hongkong was ideally situated in every respect for the double purpose of fostering disorder in Canton by means of political intrigue and of amassing material for an attack upon the Kwong Tung Province, whenever a favourable opportunity should present itself. It was fully realised that such Government as might from time to time manage to function in Peking must be accepted by Hongkong as being the Government of China, a friendly Power, while Canton must be regarded as a Province in revolt, not having the status of a belligerent. General Lung Chai-kwong was the first to exploit these possibilities on a comprehensive scale, and he utilized the period of a long stay in the Colony for the purpose of completing his arrangements for an attack which he eventually launched against the Southern part of THE RIGHT HONOURABLE THE JUKE OF DEVONSHIRE, K.G., the Kwong Tung Province. The fact that the attack was unsuccessful did not lessen the resentment which was naturally aroused in Canton by reason of the use which had been made of Hongkong territory, and that resentment became exasperation when General Lung Chai-kwong, after his final defeat, left in Hongkong Harbour certain river gunboats and Salt Administration launches belonging to Canton, the latter full of arms and ammunition taken from the Canton Arsenal. These vessels were well armed and manned with Northern crews and had a mumber of soldiers on board, and they obviously formed a most useful mucleus for purposes of the organizat- ion of another attack on Canton, 4. There followed a policy of pin-pricks on the part of the Canton Authorities, who finally, in January, 1919, cut out one of the gunboats from Hongkong Harbour, The matter was reported in Sir Claud Severn's despatch No.124 of the 17th April, 1919. The feeling against oal 34018/19 Hongkong was so intense at the time that, when a prominent Inclosure! Hongkong merchant approached the late Dr. Wu Ting-fang, who was a personal friend, with regard to a prospecting licence for minerals, he was met with the reply that, in view of the attitude which the Hongkong Government had seen fit to adopt no assistance of any kind could be given by the Canton Authorities to a British subject. The Government that was then functioning in Peking had completely ignored a request for the removal of the remaining gunboats from Hongkong waters, and accordingly Mr. A. G. M. Fletcher, then Acting Colonial Secretary, went to Canton and at a personal interview with Dr. Wu Ting-fang made the arrangement set out in the attached enclosure. The Salt Administration's vessels, referred to in the arrange- ment, were later interned in Hongkong, Sir John Jordan telegraphing that the Administration gladly accepted the suggestion that this course should be adopted, closures 2-4. nclosure 5. The result of this amicable settlement, from the point of view of Hongkong, was immediate and far- reaching. Most cordial relations were at once re- established with Canton and they continued uninterrupted, to the very great benefit of the Colony's trade, until the Spring of 1921, when relations again became strained in another connection. Care was taken to make it quite clear to Peking that the Hongkong Government would not allow a repetition of the gunboat incident. Under date the 14th May, 1919, His Majesty's Minister was informed that "For the reasons explained in my despatch of the 25th April this Government is not prepared to permit the Colony to be used as a base of operations by the Government at Peking. It has no objection to the Salt Gabelle vessels coming and going on their lawful business, but it is not willing to give them permanent sanctuary against seizure by an opposing political faction"; and on the 21st June, 1919, the Colonial Secretary wrote to Mr. J. Parsons, the local representative of the Salt Administration, confirming what he had said at a personal interview:- "It must be understood that, if a Salt Launch comes to the Colony from Canton, this Goverment will not permit the Salt Administration to detain it in Hongkong beyond the period necessary for repairs, unless the Canton Authorities agree to a longer detention". I attach copies of further correspondence with Mr. Parsons which took place at the end of 1922. On the 21st July, 1922, Mr. Eugene Chen, Secretary to Dr. Sun Yat-sen, addressed to this Government a letter, of which I enclose a copy, regarding the Salt Administration's vessel "Suinem", whereupon it was ascertained, an enquiry from Mr. Parsons, that the Administration was again using Hongkong as a place of refuge, in deliberate violation of the conditions which had Enclosure 6. been laid down and in flat disregard of the effect which its action might have upon the Colony's interests. In view of this letter I addressed to His Majesty's Minister at Peking my telegram of 30th July, a copy of which is enclosed, Enclosures Ill together with copies of the further telegraphic correspond- ence to which it gave rise. As stated in my telegram of August 21st, the launch has now been interned and the Canton Authorities have accepted that solution with a very good grace so that the incident may be regarded as closed for the present but I desire to protest most emphatically against the action of the Salt Gabelle in this matter. Your Grace will readily perceive that for this Government to remain on friendly terms with a neighbouring administration with which it is daily brought into contact but which it is unable to recognize is by no means an easy task and I submit that we are entitled to expect that irresponsible third parties should refrain from adding unnecessarily to our difficulties. The Salt Administration had full notice of our objections to their use of Hongkong as a refuge for their vessels and if, in defiance of our requests and warnings, they insisted on keeping the "Suinam" here I maintain that we should have been perfectly justified in handing her over to the Canton Authorities, who, as shown by Mr. Eugene Chen's letter, can make out a fairly good case for claiming her. I note that His Majesty's Minister considers that the surrender of the vessel to Canton would have a bad effect on British prestige in China. I do not share that view but, assuming it to be correct, I venture to submit that very much worse results would attend an open breach with Canton such as must necessarily follow on an attempt, whether successful or unsuccessful, to take possession of her by force. The first result would be the total cessation of British trade in the provinces over which Dr. Sun Yat-sen and his allies have control. The second would be the complete paralysis of the commerce of this Colony. The strike of 1922 has shew how entirely dependent our trade is upon the attitude of Canton and there cannot be the slightest doubt that an open declaration of hostility by Dr. Sun Yat-sen coupled with an appeal to the labour guilds of the Colony would lead to a general strike compared with which the troubles of last year would be insignificent. 10. It is not for me to express an opinion on the Chinese policy of His Majesty's Government but I do beg Your Grace's earnest attention to the fact that it is of vital importance to this Colony that we should remain on good terms with the de facto authorities of Canton, even at the risk of offending whatever Government may be nominally in power in Peking. It is not solely a question of the interests of Hongkong. The paralyzing of the commercial activities of this Colony, which it is in the power of Canton to effect, would mean the collapse at least temporarily of British trade throughout practically the whole of China and it may well be doubted whether the ground lost could ever be regained. I submit, therefore, that in doing our best to preserve friendly relations with Canton we are doing good work for the Empire and that when the results of months of patient effort are put in jeopardy by the wanton acts of the Salt Administration the time has come to protest in the most vigorous terms. With regard to the "Kwang Lee" incident, the Government of Hongkong makes the following proposal, in the hope that the matter may be finally settled to the mutual satisfaction of itself and of the Canton Authorities. The Canton Authorities will send the S.$. "Kwang Lee" back to Hongkong, with a suitable expression of regret. The Government of Hongkong will thereupon send to Canton the S.88. "Kwang Lee", "Iwang Kung", "Kwang Kang" and any other vessel belonging to the Canton Naval fleet. With regard to certain Salt Revenue Boats which were recently in Hongkong Harbour, these have been placed at the disposal of Mr. Parsons, Surveyor for the Salt Gabelle. If any of these are claimed by the Canton Authorities, the Government of Hongkong will enquire into the matter forthwith, If they are found to be in the same category as the vessels of the Canton Naval fleet, they will be returned to Canton, The Canton Government expresses its regret that an officer of a subordinate department should have taken upon himself without authority to remove the 8.3. I am asked to solicit your good offices in a small The Kwangtung Salt Administration owna a preventive vice vessel, the Suinam, which is being improperly detained by, a fira ames Parsons who is in the service of the Administration as its launch surveyor at Hongkong. The "Suinam" was despatched to the Colony for repair and has been ready for service for some little time. The cost of repair to the vessel was paid by the Administration last week. Mr.Parsons refuses to return the "Suinan" to the Administration on the ground apparently that the present Chinese District Inspector has been appointed by Dr.Sun Yat Sen. And, we understand, he has secured the co-operation of your Harbour official to prevent the Administration from seizing or otherwise taking possession of the "Suinam" The "Suinam" is the fittest vessel in the preventive fleet of the Administration and is urgently needed account of its speed (it makes 18 knots)-- for the suppression of salt smuggling and, incidently, to assist the Authorities here in dealing with piracy in the area to be patrolled by the vessel. Owing to the recent disturbed state of the province, salt smuggling now prevails on a scale which gravely threatens the entire provincial salt organisation unless immediate steps are taken to deal with the evil. Whatever may be the merits of the question centring on the appointment by Dr.Sun, it is surely in the interests of the Salt Gabelle as a whole (i.e. of Peking as well as of Canton) that the Kwangtung Salt Adminis- tration should be preserved and maintained as an effective and efficient revemme-collecting machinery. The present detention of the "Suinam by Mr.Parsons, who is a servant of the Kwangtung Salt Administration, is worse than the action of a dog in themanger; it not only prevents the Administration from making use of the vessel but disables the Administration from coping with an evil which may well destroy it as an effective revenue-collecting organisation. EUROPEANS. Leave at the expiration of Fire Years' Service 1. Any European Member of the Police Force may, after each period of five years' ser- vice, on claiming his return passage, under § 16 of Ordinance 11 of 1900, apply through the Captain Superintendent of Police to His Excellency the Governor for permission to return to the service within a period not exceeding ten months, 2. Should this application be approved, the applicant will receive full pay, during his absence, and a certificate entitling him to a return passage to the Colony within the period specified: subject to his passing a satisfactory Medical Examination about three months before the expiration of his leave as to bis fitness to return to a tropical climate. 3. The Applicant shall enter into a bond for the refund of the full pay, or the difference between his pension and full pay as the case may be, drawn after his leaving the Colonies, in cuse he does not return at the period specified. 4. The period may nevertheless be extended by the Secretary of State for the Colonies, on such ground as may to him be satisfactory, and such extension shall be deemed to be leave originally granted within the meaning of the above Sections 1, 2, and 3, anything therein con- tained to the contrary notwithstanding. 5. On the Applicant's return to the Colony, he shall be reinstated in his relative position in the Forer, and he will be sworn in for a further period of five years' service under §§ 8 and 13 of Ordinance 11 of 1900. 6. If at the expiration of five years' service leave is refused on the ground that the Applicant's service cannot then be spared, he shall be allowed leave at the earliest suitable date, and the time elapsing between the expiration of the above mentioned five years' service and the date of his going on leave, shall be calculated towards the period of five years' service to be served by him on his return from such leave. If the time of year at which a period of five years' service expires is on consideration of health unsuitable for leave to be taken, the Applicant may, by permission, go on leave at any time within six months from such expiration of service, and this interval shall count towards his next period of five years' service. 7. The period of time spent on leave will not count towards the calculation of time cons- ituting any term of five years' service for passage. Note: Under Section 2 he is entitled to a return passage, 2nd class, at the cost of the Colony, subject to his passing a satisfactory Medical Examination about 3 months before the expiration of his leave as to his fitness to return to a tropical climate. L. Parking. I enclose copies of the opinions given by the Unofficial Members, which have afforded me much gratification as constituting a striking endorsement of my views as to the value of Mr. Porkins' services and of the correctness of my judgment in recommending him to Your Grace's predecessor for appointment as Director of Public Works. In view of these opinions I trust that Your Grace will consent to the grant of a gratuity equivalent to twelve months' salary (1.e. £1500). L. Perkins, late Director of Public Works of Hongkong. The attitude of the Members of Council is a remarkable indication of the esteem in which Mr. Perkins was held in this Colony and I venture to suggest that it would cause general satisfaction if His Majesty the King should see fit to honour him with some mark of his Royal favour at the New Year. Mr. Perkins, who is a singularly modest and unassuming man, is more likely than not to ask to be excused from accepting any honour but the fact that the offer was made would be very gratifying to him and to me. In the case of officers who were formerly entitled to lat class mail passages, and of subordinate officers for whom 2nd class passages were provided there is no difficulty, and the appropriate passages should, where possible, be booked by P. & 0. Officers who under the old arrangements would have travelled by Intermediate P. & 0, should not, however, I consider, be compelled to travel by 2nd class mail. Not only would this course give rise to a great deal of dis- satisfaction, but it might also to some extent be subversive of discipline to insist for example on a Public Works Engineer or a junior Police Officer travelling by the same boat and in the same class as a Foreman of Works or a Police Sergeant.
