read in the local Hong Kong paper that you were due to arrive

there is any possibilty of my being reinstated as a member
of the Hong Kong Police Force, I was invalided from the
force on the 19th November, 1918 in England after being
invalided from the Army. I came home to England to rejoin

invalided through War Service, and more so since my health

Piggott, I have the honour to transmit a copy of a letter from this pensioner concerning the increases of pensions recently authorised by the Government of Hong Kong, and to request instructions.
2. I may add that the increases have all been paid in accordance with the Scheme submitted by the Colonial Government. 3. With reference to the concluding paragraph of Sir
F. Piggott's letter, we have already informed him that his collective pensions approximated £1,000 per annum, and that as his Mauritius pension was paid at the current rate of the day, we should be unable to ascertain before the 31 et December whether the total of his collective pensione would exceed £1,000 per annum.

Gentlemen,
I have the honour to forward the following
observations on the Hong Kong scheme for increasing pensions,
which I shall be obliged if you will forward to the Secretary
ef State for the Colonies for his consideration.
12 The temporary increase of pensions has been adopted by
the Colonial Governments to enable retired civil servants to
meet the increased rate of living in England, Cost of living
is based on income, and a higher rate of living affects all
alike, whether the pension be £100 or £1000; Isubmit therefore
that a sliding scale is illogical.
The Secretary of State in sanctioning a 30% increase on
Mauritius pensions has appreciated the true aspect of the
question, and has recognised the rate of increase which can
alone meet the present cost of living. I submit that this
rate should have been adopted in Hong Kong for all pensions,
more especially as that Colony has so largely profited by the
increased value of the dollar.

scheme is at variance withthe principle laid down by the
Secretary of State in the case of Mauritius.
4. The Hong Kong scheme is also at variance with that principl
in calculating the amount of pension on which the increase is to
be granted by adding pensions granted by other colonies..
dealing with this question of relief it is submitted that each
colony should stand on its own footing; otherwise Mauritius
might claim to reduce its increase by taking into consideration
Hong Kong pensions.
But by including in "Pension from all sources" temporary
increases granted by other colonies Hong Kong has still further departed from the Secretary of State's principle; and the Hong Kong Government is enabled to reduce its own generosity by

With reference to your letter No.31587/20 of the
3rd July and previous correspondence respecting the vacancy
for an Assistant Engineer in the Public Works Department,
Hong Kong, I have the honour to report that we have advertised
this appointment three times in several leading daily and
technical journals, at the salary authorised in the Governor's
telegram to the Secretary of State dated the 26th June, but
without success, and there would appear to be o prospect of
obtaining men possessing the civil engineering qualifications
and experience required at the salary offered.
2. The requiremente laid down by the Colonial Government
in the paper of particulare of the appointment enclosed with
the Governor'e Despatch No.403 of the 31st December make the
post a difficult one to fill at the present time.

With reference to paragraph 2 of your letter
No.35537/20 of the 3rd August, concerning the increase
payable on Hong Kong Widows' & Orphans Pensions, I have
the honour to transmit for your information a copy of a telegram from the Colonial Government authorising payment
of a temporary increase of 25% on such pensions with effect
from the 1st January, 1919.
2. We are dealing with the issue of the arrears of
increase on sterling pensione and dollar pensione payable
at a fixed rate of 3/-.
3. There are three pensions which are paid partly
in sterling, and partly in dollars at the current rate of
the day. A case in point is the pension of Mrs. Parkinson,
who is paid as follows :-
$13. 15. 2. p.a. in sterling.
g258.17 a year at the current rate, minimum rate
payable 3/-
We were informed semi-officially on the 24th February last
that Mrs.Parkinson should be paid provisionally either at the rate of £52.9.8. (i.e. £13.15.2. plus g 258.17 at 3/- plus
an increase of 25%), or at the rate of 13.15.2. plus
8258.17 at the current rate of exchange, whichever was higher,
and that you were referring to Hong Kong in the matter.

same basis as Mrs. Parkinsone, and I enclose a copy of
a letter which the Colonial Secretary addressed to Mrs.
Tutcher intimating that her pension should be paid in

of the Colony's telegram that all dollar pensions should
now be paid at a fixed rate of 3/- plus a temporary increase
of 25%, and in the circumstances, I have to request the
Secretary of State's instructions before taking any

be able to travel to Dublin as I am suffering from Kidney trouble (ref. Med. His.sheet) and have lost 32 lbs,in weight during the past 3 months. I am 473
