telegram of the 30th September, 1920, I have the honour
to confirm my telegram of the 6th October which stated
that this Government is willing that the selection of
Police Probationers for service in Hongkong should be effected by means of the joint examination for appoint-
ments in the Indian Police and for entrance into the
Army and Air Force.
I informed Your Lordship also that there
would be no vacancies for Police Probationers during

Revised Statement of the Conditions of Appointment
of Police Probationers.
With the view of supplying the Police Service of
Hongkong, Probationerships have been established, the holders of
which will be required to devote themselves for a certain time
after their arrival in the Colony to acquiring a knowledge of
Chinese and Hindustani and of Police work and drill.
2. The Probationers will be selected by competitive
examination held by the Civil Service Commissioners.
The examination for these appointments will, as a rule, be held in the month of June or July, in those years in which vacancies have occurred, simultaneously with the examine-
tion for the Indian Police Force and for the Police Services of
Ceylon and the Straits Settlements and Federated Malay States, in the same subjects and the same papers. Candidates may com- pete for the Indian and for one or all of the Colonial services
at the same time.
Applications for admission to the combined examina-
tion should be addressed to the Secretary, Judicial and Public
Department, India Office, in the manner laid down in the Regula-
tions for admission to the Indian Police Force issued by that
Department. These regulations also contain full information as
to the subjects for examination.
Applications for admission to the examination of
candidates for the Police Forces of the Colonies and Federated
Malay States only should be addressed to the Eastern Department of the Colonial Office. They must reach that Department not later than the lat of May.
Candidates must be above 19 and under 21 years of
age on the 1st day of June in the year in which the examination
is held. They must be unmarried, and if they marry before
reaching the East they will forfeit their appointments.

Every candidate must be a British subject of pure European descent on both sides, end at the time of his birth his
father must have been a British subject, either natural-born or
naturalised in the United Kingdom. He must, if called upon to do so, satisfy the Civil Service Commissioners that he is duly qualified in respect of age and character. He must be of sound
constitution, possessed of good sight, and physically qualified
for service in tropical climate. Successful candidates will be
required to undergo a strict medical examination by the Medical
Board appointed to examine the successful candidates for Indian
Police appointments, to test these points. A fee of two guineas
will be charged in respect of this examination. No candidate
who does not possess the physical qualifications required in the
case of a candidate for the Indian Police Force will be regarded
as eligible for an appointment in the Colonial Police Forces.
Successful candidates will be allotted, as and
when opportunity offers, to the service of Hongkong or Ceylon or of the Straits Settlements and Federated Malay States, upon a consideretion of all the circumstances, including their own
wishes; but the requirements of the Public Service will rank
before every other consideration, and the Secretary of State
will retain full discretion to allot as he thinks fit.
Probationers will be expected to leave England about a month after they have been finally selected for appoint-
ment. A free passage to the Colony will be provided for the
Probationer, subject to an undertaking to refund the cost of his
passage in the event of his relinquishing the appointment within
three years for any other reason than mental or physical
infirmity.
Each Probationer will receive salary at the rate
of £325 per annum with free quartere, half salary to commence from the day of leaving England, end full salary from the date

Every Probationer on arrival in the Colony will
be subject to any regulations as to Probationers (not inconsis- tent with this paper) which may from time to time be made by the Government of the Colony including regulations as to examina -tions in native languages, &c. As a rule he will be required to spend some time at Canton or elsewhere in China in order to study Chinese and subsequently to proceed to India to study Police work, drill, and Hindustani. Any Probationer who may fail to pass the prescribed examins tions within four years, or be found unfit for Police duties, will be liable to removal from the service. Any Probationer so removed from the service will be granted a free passage to England, provided that he utilises such passage within three months from the date of his removal.
A Probationer who has passed his second examina- tion in Chinese will be paid at the rate of £350 per annum with free quarters and at the rate of £375 per annum with free quarters on passing his final examination in Chinese. His salary! thereafter rises by seventeen annual increments of £25 and by six annual increments of £50 to £1,100 with free quarters while resident in Hongkong.
When an officer's salary reaches £550 and again when it reaches £800 there is a strict efficiency bar and the officer will not in either case be permitted to draw further increments unless his service is thoroughly satisfactory in every respect.
The appointment of Captain Superintendent of Police is placed separately in a senior class the salary being at the rate of £1,250 rising by annual increments of £50 to £1,500 per annum.

half years' resident service without any special grounds. It may be given before the expiration of that period in cases of serious indisposition or of urgent private affairs. In the absence of special grounds, the leave in such case must not exceed one-sixth of the officer's resident service; on special grounds it may exceed that period by six months.
(b). The Governor will not in any case grant leave on half salary for a period of more than nine months at a time but that period may be extended by the Secretary of State on the ground of ill-health or of urgent private affairs or for such other reasons as may appear to him to be sufficient. In exceptional cases extensions of leave without pay may be grented.
(c). In addition to the above, vacation leave on full pay may be granted, if no inconvenience or expense is caused thereby, not exceeding three months during and in respect of any two consecutive years.
(a). At the request of any officer who may be eligible for the grant of any period of leave on half salary, the Governor may commute the whole or any portion of such leave into one-half the period of leave with full selary, provided that the total period of commuted and uncommuted leave, together with any period of vacation leave that may be granted, does not exceed ten months at a time. No officer can claim as a right to commute his leave in this manner, the decision whether commutation can or cannot be allowed being wholly within the discretion of the Governor.

retiring officer's fixed appointments for the three years prior to retirement may be awarded, to which one-sixtieth may be added for each additional year's service; but no addition will be made in respect of any service beyond 35 years. For pension purposes absence on vacation leave counts as full service, and leave on half pay as half service.
A deduction of four per cent is made from the salaries of all members of the permanent service, including Police Probationers, as a contribution towards the provision of pensions for the widows and orphans of public officers.
An Officer may also contribute et the rate of four per cent of any duty allowance drawn by him, but is not required to do so. The choice once made as to contributing four per cent of duty allowance will be final and will apply to the whole of the officer's service.
The currency of Hongkong is based on the silver dollar. For purposes of local payment salaries fixed in sterling are converted into dollars at the following rates based upon the average exchange value of the dollar during the month ending on the fifteenth day of the month for which the salary is to be paid:-

With reference to Your Lordship's despatch
No.278 of the 19th August, 1920, I have the honour to
inform you that the salaries of the staff of the Royal
Observatory of this Colony have been settled and I see no
reason to re-open the question, nor can I see any grounds
for granting Mr. Claxton's request to be allowed to count
the value of his quarters for calculation of pension.
As regards Mr. Claxton's third request, I
may say that I am in favour of granting continuous pensions for service in several colonies but unless and
until a general and reciprocal arrangement to that effect
is made, Mr. Claxton can, of course, only receive a pen-
sion in accordance with the existing minutes.

My Lord,
I have the honour to forward for Your Lord-
ship's consideration the enclosed copy of a letter received'
from the Deputy Assistant Adjutant and Quartermaster General, China Command, regarding four ex-soldiers who arrived in this Colony on repatriation on the 21st August
These men had been sent by the Military
Authorities in England to Canada on a Canadian Transport
and had received 3rd class tickets on the Canadian Pacific
Railway. They informed this Goverment that they had been
compelled to spend all the money in their possession to supplement the provision made for them in Canada and had
been informed that matters would be put right by the
Military Authorities in Hongkong. They had, however, been automatically demobilised at the end of the standardised voyage while still at sea and the Military Authorities, having no information concerning them, were unable to essist. They were absolutely destitute on arrival at this port and this Government was compelled to find them board and lodging during their stay in Hongkong.
They had travelled from Vancouver by the Canadian Pacific Ocean Services R.M.S. "Empress of Russia" with third class steerage passages and were booked through

to their destinations, namely Singapore, Java, and Penang. by the same Company. The Canadian Pacific Ocean Services steamers do not, however, go beyond this port and the agents of the Company in Hongkong stated that they could not obtain third class passages for these men within a month.
As Your Lordship is doubtless aware that, in steaners crossing the Pacific Ocean and on vessels plying between Hongkong, Singapore and India, third class pas888 are used solely by Asiatics of the emigrant class and I would ask that the attention of the Army Council should be drawn to the impropriety of providing such passages for repatriat- ed soldiers. Apart from the indignity and discomfort, which would be involved to the individuals concerned, the fact that the War Office apparently classes ex-non-commissioned- officers and men of His Majesty's forces with coolies must do infinite harm to the British name in the Far East.
In the circumstances this Government was com-
pelled to forward these men to their destinations Second Class by the R.M.S. "Plassey" at a cost of 330.72. I enclose vouchers showing the expenditure of this Government on passages and on board and lodging during the stay of the men in Hongkong and I should be glad if Your Lordship would forward these accounts to the War Office with a request that the sum expended may be refunded to this Government.

I am sending herewith four repatriated ex-soldiers! who landed this morning in Hongkong and are bound for
Singapore.
Their names are as follows:-

Each man has in his possession a ticket authoris-
ing the Canadian Pacific to procure onward passage from Hong Kong to his destination. They have been to the Canadian Pacific who say that onward passage cannot be procured for two
All have been demobilised and are therefore no
longer under my charge.
The men inform me that they are without funds and
I suggest that if possible pressure be brought on the Canadian Pacific to provide a passage as early as possible. Each man carries an A.F.W.5098B addressed to H.B.M.Consul, China.

satisfied that as, apart from the investmente on account of Sinking Funds (which need not be taken into consideration in this connection) the sterling investments of the Colony do not include any long atanding investments of depreciated value but consist solely of a holding of £1,055,000 in the 4% Funding Loan 1960-1990 (which cost £847,398.15.0) and that more especially as this stock has, in point of fact, now actually appreciated in value, no question of opening an "Investments Depreciation Account" arises.
With regard however to the proposal, in para- Eraph 2 of this despatch, that, in the Annual Balance Sheet, the latest known sterling value of the invest- ments should be recorded I should point out that this
proposal is opposed to the accepted rule that, in
Government accounts, the amounts invested shall con-
tinue to be shown at the actual sum paid, the amount
of stock held, together with the actual cost and its
merket value on the last day of the financial year
being shown in a separate statement appended to the
Statement of Assets and Liabilities (Colonial Regula-
tion 354). I do not see any good reason for depart-
ing from this rule but I offer no objection to the
adoption, if desired, of the connected proposal to the
effect that the sterling cost of the investments shoul
be brought into the Annual Account converted into

My Lord,
I have the honour to acknowledge the receipt of Your Lordship's circular despatch of the 22nd November, 1919, the reply to which has, I fear, been unduly delayed owing to great pressure of work in the Treasurer's office in connection with salary revisions, the winding up of
enemy property accounts and other matters.
In the case of this Colony the difficulty of shewing in the balance sheet the actual value of the investments is exceptionally great, since we have to reckon not only with the depreciation of the investments but with the fluctuations of exchange, which have in recent times been so violent that a statement of the dollar equivalent
for the value of a sterling investment which would be correct when the balance sheet was drawn up might easily be
wrong by as much as 25% either way by the time it was in
Your Lordship's hands. For this reason I fear that even an
approximation to accuracy is more than can be hoped for in
present circumstances and that all that we can do is to get as near as possible by taking for the purpose of the balance sheet the latest known sterling value of the invest-
ment and converting it into dollars at a rate of exchange
which must be fixed in some arbitrary manner. As the other
items in the annual balance sheet are converted at the average rate of exchange for the month from November 16th

to December 15th it would seem best to adopt that rate in this case also.
Your Lordship suggests that an "Investments Depreciation Account" should be established so that in the event of the sale of the securities the amount realised would by transfer from that account, be made to balance with the original cost price. Owing to the exchange conditions to which I have already alluded I think that such an arrange -ment would be unsuited to the circumstances of this Colony, involving, as it would, constant readjustments. A concrete illustration may be of interest. The Colony holds stock of the British 5% War Loan 1929/47 to the nominal value of £4,569. 188. 7d. This stock was bought in July, 1919, at a cost of £4,301. 8s. lld. which at the ruling rate of exchange (38.6td.) was equivalent to 824,290.56. On March 31st, 1920, the market value of the stock was £4,044. 7s. 9d equivalent at 58.6d., the rate of the day, to $14,706.86. On the 31st July, 1920, the market value was £3,656. 4s. 7d. but, exchange having fallen to 38.8d., the dollar equivalent was $22,060.29. On the 8th October, the last date which I have figures available the sterling value was still £3,656. 4s. 7d. but exchange was at 48.04d. so that the dollar equivalent had fallen to £18,185.42. If during the next year the dollar were to fall to 38. the result, even allowing for some further depreciation of the stock, would
be an appreciation in the dollar value above the original
purchase price and this, on the system proposed by Your Lordship, would necessitate a transfer to revenue from the
Investments Depreciation Account, which would need to be
readjusted later if the dollar rose again by a further pay-
ment to the Depreciation Account and so on indefinitely. It may be noted that apart from the inconvenience of these adjustments the Colony would be involved in considerable
expense since the payments to revenue for the Depreciation
Fund would be subject to the Military Contribution of 20%. Apart from these considerations of exchange,
I venture to suggest that there are other objections to the proposed system. I realise that, when money has been invested with the intention that a certain sum shall be available at some fixed date in the future, or at any date when it is required, provision for depreciation is in the first instance essential, and in the second, advantageous: but I submit that this is not the case with regard to the ordinary investments of surplus funds. These investments are made not with any view of providing a reserve fund but merely because the Colony has money for which it has no immediate need and which therefore in normal times it is advantageous to invest in interest-bearing securities. (I say "in normal times" because, as things are, it is certain that we should have done better to keep our money in deposit account here or even to have locked it up in the Treasury vaults). These securities will be parted with from time to time when more money is needed than the revenue for the year provides to the extent of such need; and the actual
amount at which the investments stand in the meantime is immaterial. In the case of this Colony I anticipate that for the next few years it will almost certainly be necessary to draw on the accumulated balances of the past to meet the annual expenditure. We have many large projects on hand, much valuable work which has had to be postponed during the war must now be taken up and the ordinary expenses of administration are increasing considerably, while it will take some time to make up from other sources the loss of revenue resulting from diminished sales of opium. In these circumstances it would not be sound policy to devote any
part of the revenue to the purchase of additional securities,
which would almost certainly have to be realised at a loss.

My dear Risley,
I am much obliged for your letter of the 5th, which
has enabled me at last to clear up the situation at this end.
Our letter of the 25th September was written because
we wanted to make sure that the proposed amendment to the
HongKong Companies Ordinance would not upset the arrangements
which we had made with the British American Tobacco Company
with the object of enabling them to comply with the new system.
What we were waiting for from Peking was not any further observ-
ations on the remarks of the Governor of Hongkong, but a report
on this point. The despatch from Peking arrived last month
but was not sent to you; a copy of it is now being sent across.
The result of it is that we need not distress ourselves about
the British American Tobacco Company and can now consider the
question on its merits. Peking's reply to the HongKong
observations was sent to you in our letter of September 18th

On returning to the Office after eighteen months
in Paris, it is quite agreeable to find our old friend
China Companies still going merrily on. I am writing to ask you how the matter stands at your end, because we have received from Peking a copy of a Despatch which has been received there from the Governor of Hong Kong (No.601,
July 27th) of which a copy has apparently been sent to you, The position and I do not quite know what to do about it. appears to be that in July last you requested the Governor of Hong Kong to amend the Companies Ordinance of 1915 in order to coincide with the China Companies (Amendment) Order in Council,1919 (see your letter of July 24th to us, No.34355/20), and since then correspondence has been passing between Hong Kong and Peking in which the former gives reasons,which do not appear to the latter very satisfactory,

reproduced in the Hong Kong half.

My Lord,
I have the honour to acknowledge the receipt
of Your Lordship's despatch No.315 of the 15th September, 1920, from which it appears that the Lords Commissioners of
the Admiralty have mede a charge of £5.176.8d. in respect
of messing for myself, my wife and my Aide-de-Camp on the
occasion of my visit to the Governor of Maceo in April last.
2. I venture to request that the following facte
may be brought to Their Lordships' notice. We embarked on the "Fame" about 9 a.m. having breakfasted at Government House before starting. We arrived et Macao before noon and lunched with the Governor. We were back in Hongkong before 8 o'clock and dined at Government use.
I believe that my wife had a cup of tea on
board: possibly my Aide-de-Camp did so. I did not, I have also some recollection of drinking a whisky and sode, and seeing my Aide-de-Camp drink one.
Even in this country of high prices the cost
of these refreshments would be amply covered by the odd 179.8d. In these circumstances I have the honour to request that the charge may be reconsidered.

German assets in Hongkong.
Now in Custodian's hands.

This includes dividends paid to the Custodian but is
exclusive of the amounts invested in War Loan by the Crow
Agente. It is however subject to many deductions
$100,009.33 and contingent about 810,000 - final dividends, payment on uncollected claims, &c.
Estimated to be obtainable from further liquidation.

of the shares of the Hongkong and Shanghai Banking Corpora-
tion on the London Register, which is about £737,000, but

This includes a sum of $2,409,451.31 due to
enemy nationals.
This sum has been taken from the liquidators'
reports and includes debts due to enemy nationals in
solvent and insolvent firms, and debts due to non-
enemy creditors in insolvent firme; in some cases debts due to enemy nationals were paid to the Custodian,
in ardır other cases they were simply ignored, and no
mention of their amount is made: it also includes a
large amount which has I believe since been paid by
non-enemy partners.

I have the honour to address Your Lordship with regard to the liability to assessment for Military Contribution of rents derived from Government buildings more particularly from those occupied by Goverment servants and would refer you to the practice prevailing in this connection in the Straite Settlements, a practice which, I presume, has your approval and is regarded as in accordance with the law,
It would appear that only the net proceeds from Government buildings let for profit, after deducting expenditure on repairs and improvements the sum due for Municipal Assessment and depreciation at the rate of four per cent of capital cost, are included in the revenue on which Military Contribution is assessed.
As the wording of the Straits Ordinance is the same as that of the Hongkong Ordinance the practice in this Colony should clearly follow that in the Straits Settlements and I propose, therefore, to proceed accord- ingly.
The matter has not hitherto been of much
importance, a fact which will account for the point being overlooked but the large recent and prospective increases
