With reference to my despatch No.242 of
the 26th July, 1920, I have the honour to forward for transmission to the Central Clearing Office the returns of a further claim from this Colony in respect of debts due by German subjects.
The claimant in this case interviewed the Custodian of Enemy Property some weeks before the last day for filing claims and showed the documents to him. He wee given instructions as to the filing of his claim, but either from carelessness or forgetfulness took no steps until recently. The Central Clearing Office may, however, be prepared to accept the verbal notification as a sufficient preliminary step to the filing of the claim.

My Lord,
I have the honour to inform Your Lordship that questions have arisen connected with the emigration of Chinese labour from this Colony to Cuba and to put before you the details that follow with a request that I may be
instructed as to the proper course to adopt in the matter.
It would appear that the Government of Cube.
requires agricultural labour, principally in view of inter-
national obligations connected with sugar production; and
has temporarily suspended its exclusion laws to permit the
introduction of Chinese labour. The method adopted has
been to license companies or individuals to import the
labour under a deposit guarantee (of 850 for each labourer
imported) for the observation of the Cuban laws and regula- tions. No attempt appears to have been made to control the
recruiting methods at this end; and the Cuban Consul him- self appears to have no jurisdiction in the matter. The complete control lies with Cuba, and from a translation of
the Cuban Act supplied to me by the Consul, it would
appear that the primary and only concern of the Cuban
Government is to see that the coolie when imported shall
not become a charge on that Government, or a competitor in
business in the Republic: the regulations covering the

imported labourer are largely of a prohibitory nature, and contain nothing as to rates of wages, hours of work or the other details usual for his protection in such cases.
Companies and individuals duly authorised by Cube have commenced operations in the Colony. One com- pany, with three partners, has chartered three ships and proposes to embark several thousand emigrants during the next few months, In no case has any official communica- tion been made to the Government of the Colony, either direct or through the Cuban Consul.
The terma offered by the recruiters are alluring, but vague and lacking in detail. They do not in fact go beyond the promise of wages at 745 (gold) per month; and in the case of one recruiter at least it appears that the labourers would be expected to refund the cost of passage (some 8250 Mexican) by deductions from wages. The recruiters appear ready to fall in with any suggestions that may be made to them for the alteration of the terms: but such alterations are of course based on no better authority than the original terms, and carry no guarantee that the Cuban Government would see that they were observed. And in any event the conditions of living in Cuba are unknown in Hongkong; and therefore even the dis- cussion of detailed conditions is impossible without further information which would have to be based on better authority than that of the contractors or recruiters.
5. While it is clearly undesirable that labour should be permitted to leave the Colony under auch unsatis- factory and vegue conditions conditions which even if they can be made satisfactory beer no officiel guarantee, and about which indeed there has been no official communicatior whatever received by the Government, I have to bring to Your Lordship's notice the difficulties in the way of deal- ing with it. The practice of refusing to permit "assisted
labour" to leave the port for foreign possessions without
the previous sanction of the Secretary of State is one that can only be enforced under the Hongkong Ordinance by the refusal of a licence to the ship concerned or by deel- ing with the breach of some particular regulation made under that Ordinance; if therefore the necessary condi- tions are observed, the drastic method of refusing 9 licence is necessary to prevent assisted labour being taken away from the Colony. The position is made easy for the recruiters by the difficulty of proving that labour which is obviously assisted is not free labour, and should be subject to the more exact regulations, se there are no
means of countering a statement (for which little coach-
ing is necessary) such as that passage expenses are being paid out of the proceeds of the sale of private property in the interior. It is possible to disbelieve the state- ment: but such disbelief affords no very strong grounds
for action.
It would appear probable that recruiters
for the Cuban emigration are so far financially committed that they will spare no effort to get their men away: and the result is likely to be the curious position that labour can go freely under almost any promised conditione, with no guarantees, to foreign possessions; but to British possessions only under severe restrictions.
To deal with this unsatisfactory position, I
propose to refuse emigration licences to direct through
emigrent ships, such as it is now proposed for the first
time to put on the run; but, pending Your Lordship's
instructions, I do not propose to interfere with the exist -
ing emigration on the reguler liners vie. Canadian and
American ports. In these cases, it is safe to assume that
the conditions of the journey will be satisfactory: the
rest is a matter for the Government of Cuba. Until, however, the contract conditions are authoritatively settled, and an assurance received from the Cuban Govern- ment for the observance of the conditions to the extent of the labour that may emigrate in this manner, a foreign country is placed in a less restricted position then are British Possessions.

My Lord,
With reference to Your Lordship's despatch No.272 of the 14th August, 1920, on the subject of the
date of the cessation of contributions to the Widows and
Orphans Pension Fund from Mr. R. H. A. Craig, formerly Assistant Superintendent of the Victoris Gaol, I have the
honour to forward such information as this Covernment
possesses concerning Mr. Craig'e age.
In Colonial Office Despatch No.195 of the
21st November, 1894, which announced "r. Craig's original appointment in England to be Warden in the Victoria Geol Mr. Craig's age is stated to be 38, which would make the
date of his birth as 1856.
In 1913 shortly before Mr. Craig retired on
pension the question of the correct date of his birth was
raised by the Treasurer. In the Civil Service List for
1913 the date of his birth is shown on information
supplied by Mr. Craig himself to be 8th October, 1857, and on enquiry being made, Mr. Messer, then Superintendent of
the Victoria Geol, replied that the correct year of birth
was 1857 and Mr. Craig's pension form was amended accord-
Mr. Craig had, however, originally registered
under the Widows and Orphans Pension Ordinance as having
