Munitions agreed to purchase Wolfram, Scheelite and Molybdenite
from British Territories, I have the honour to forward here- -with a copy of a letter from Mr. Ralph W. Weymouth claiming
£3,941 19

In my telegram of the 12th April, I in- -formed Your Lordship that Mr. Weymouth is in partnership with Sir C. P. Chater and Père Robert in the only firm in the
Colony which has dealt in Wolfram mined in British Territories.
In the circumstances, I do not consider
that the appointment of a Mining Engineer to estimate the com-
-pensation would serve any good purpose, and I therefore for-
-ward Er. Weymouth's claim as it stands for Your Lordship's
favourable consideration.
It has been entirely due to the enthusiasm
and wealth of Sir C. P. Chater that such an unpromising and
expensive experiment has been tried in this Colony, and it will
be noticed that no claim has been made under clause (a) of

I have the honour to address you with reference to
your letter of May 29th addressed to the Honourable Sir C. P. Chater, C.M.G., indicating the compensation which the Ministry of Munitions agrees to pay to Tungsten Ore producers within the Colonies on account of the discontinuance of purchases at the
guaranteed price.
The telegram from the Secretary of State dated
May 15th a copy of which is attached to your letter of May 29th indicates that the estimate of production of mines within the Colonies on which compensation would be paid would be made by a Mining Engineer mutually appointed by the Ministry and the Hong- -kong Government. However in view of the delay in regard to the appointment of a Mining Engineer we take the liberty of filing our claim for compensation in accordance with our records of product-

During this period we were doing development work and exploration which would increase the production of the following years; and we are quite confident that an examination of our properties by a Mining Engineer would result in an estimate of production considerably higher than that of the previous year.

piculs per month for the period from June 1st to December 15th, 1919, amounting in all to 679.25 piculs, which is equivalent to 40.431 tons of Tungsten Ore containing 65% WOz. At the rate of compensation which the Government indicates its willingness to pay,

I have the honour to inform Your Lordship
that it is intended to vest the sites and buildings of all the native temples in this Colony in the Secretary for Chinese Affairs as soon as the necessary transfers can be made and the consent of the present holders obtained.
In the case of the Pak Tai Temple situate
on Inland Lot No. 1350 which was held on a lease for 75 years at a nominal Crom Rent by six trustees, five are dead and the sixth cannot be found. There we accordingly no one who could execute an Assignment of the leasehold interest although the Committee of Management were willing that the property should become vested in the Secretary for Chinese Affairs. To get over the difficulty it was arranged that default should be made in payment of the Crown Rent. This has been done and the Crown has thereby been able to re-enter for breach of covenant
in the Crown Lease.
I have now to ask Your Lordship's covering
authority to issue a new lease of the lot upon which the temple stands to the Secretary for Chinese Affairs to be held by him upon the same terms as the lot has hitherto been held.

I have the honour to transmit for Your
Lordship's favourable consideration the enclosed copy of a
petition which I have received from certain members of the
Portuguese community who were formerly employed by German
firms in this Colony.
The majority of the signatories have suffer-
-ed heavily from a financial point of view as a result of the
winding up of the German firms, though, with few exceptions, all
have obtained other situations at reduced salaries.
I enclose a comparative statement prepared
by the Custodian of Enemy Property showing the position in
which the petitioners are now situated.
It appears to me that these people have a
moral claim to compensation. The British firms in the Colony
have gained by the winding up of the German firms, a very
large sum has been realised by the liquidations, and I consider that out of this sum these former employés, who, through no
fault of their own, are in reduced circumstances, some at a comparatively advanced age, should receive substantial relief
according to their needs.
I regret that the payment of definite sums by way of a gratuity would be of little use to these gentlemen,

and I therefore request that in the circumstances, I may
have Your Lordship's authority to disburse to the more
deserving cases such annual allowances as are necessary, the
allowances to be continued to the widow, in case of death:

The Humble Petition of the undersigned
Portiguese members of the community
respectfully showeth:-
Your Petitioners at the outbreak of the War in 1914 were all
employed by German Firme in this Colony.
2. As can be seen from the schedule here to annexed many of them had
served for a great number of years with the German Firms employing
Upon the closing down of the German Firms in this Colony a
number of your Petitioners were compelled to seek employment at the
best rate obtainable which almost invariably resulted in an employment
at a very much lower rate than that which they had obtained from the
various German Firms, and in many cases, the fact that they had been
employed by German Firms militated against their obtaining employment
Some of your Petitioners were actually under Agreement and were
qualifying for a bonus or a pension from the firms they had served

It can be readily proved that it was the custom of German Firms
to give a bonus and a holiday to all Portuguese employees who had
completed 25 years in their service. A number of your Petitioners
were within reasonable distance of either retirement on pension or
of obtaining this bonus but the outbreak of War deprived them of any
fruits of their long service.
6. The Portuguese in this Colony have been faithful and loyal to
the Colony and the British Government, as is evidenced by the large
number of them who joined the Hongkong Police Reserve this being

Some of the liquidators have generously granted a bonus to the Portuguese staff who have assisted them and in some cases have paid a lump sum by way of gratuity. There are however a number whose service
have not been so recognised.
10. In every case your Petitioners have families to keep and owing
to the extremely complicated legal questions arising and also owing to their straightened means they have not been able to test their
right to compensation in the Courts of Hongkong.
11. Now that Peace has been declared and the liquidation of various
German Firma is practically concluded your Petitioners feel that they
are entitled to some form of recognition out of the funds available
to the Government arising from the liquidation of the German Firms
in this Colony.

My despatch 16th December confidential Owing to increased cost of building erection of houses for Europeans is practically at a standstill and existing accommodation is taxed to the uttermost. An important local land and building company is Tregotiating for sale to Japanese subjects of well situated site in upper levels of Victoria but offer to erect forthwith six 1st Class flats for Europeans at cost of $150,000 if Government of Hong Kong will advance frds at 5% to be repaid in fifteen years. They also offer to erect 18 smaller flats in Kowloon at cost of $225,000 on same terms they agree that rentals would be limited to nett return of 8% on total outlay and offer 1st Class security I strongly

With reference to the correspondence noted in the margin, I have the honour to suggest that the discussion of the question of the transfer to the Government of Hongkong of certain areas of Wer Department Land might
now be resumed with the Army Council.
The most important of these transfers is
that of the Murray Battery site the valuation of which was
settled with the local Military Authorities at $117,434.50. I
may point out that this valuation, from which the Colonial
Government has no wish to depart, now represents, owing to the
great rise that has taken place in the value of silver, a
sterling value of about double what it was in 1914.

A slight amendment in paragraph (d) of section 2 of Ordinance 2 of 1919 will set the matter right, namely the substitution of the words "a corporation under prohibited control" for the words "an enemy controlled corporation" in two places in the said paragraph (d), and the omission of the words "within the "meaning of paragraphs (a), (b) or (c) of this clause", and if it desired I will draft a short Amendment Bill accordingly; though I am very reluctant to amend an Ordinance drafted by

that I have recently received an application from the Asiatic Petroleum Company (South China), Limited, the lessees of
Marine Lot No. 277 and Merine Lot No. 281, for an extension of
these lcts as shom coloured blue and yellow and lettered B and
C respectively on accompanying plan.
The conditions on which it is proposed
that these extensions should be granted are as follows:-

new Crow Lease to be for the same term and commence |
from the same date as the existing Lease, viz., 999 years, commencing from 24th February, 1896, and to be subject to all the clauses and conditions con-
-tained in the old Crow Lesse together with the
following.
(c). The lessees to pay into the Colonial Treasury with in 14 days of the date of a letter from the Director of Public Works stating that the area is at their

disposal; premium at the rate of 30 cents per square
foot for the area ccloured blue.
(d). The Crown Rent for the area coloured blue to be calculat-
-ed at the rate of $450.00 per acre per annum. The revised Crow Rent for the entire area to be adjusted to
the nearest even dollar and to commence from the date
mentioned in (c).
(e). The lessees to fill in the whole of the extension to
Marine Lot 277 coloured blue and the area coloured
green to such levels as the Director of Public Works may
approve and to construct for the protection of such
reclaimed area between the points F and G and G and Ha
sen-woll of design and materials approved by the Director
of Public Works and between the points F and E and E and
D a rubble faced mound with a pitched slope set in
cement mortar and bedded in cement concrate. The whob
of the above works to be completed to the satisfaction
of the Director of Public Works within a period of 36
months from the date mentioned in (c). The area coloured
green to be handed over to Government free of cost on
completion of the reclamation.
(f). The lessees of the lct will not be allowed to utilize
the area coloured green for the purpose of storage or the erection of my temporary buildings without the consent of the Director of Public Works first having
been obtained.
(g). Any rights as regards Marine frontage shall extend only
to that boundary of the lot marked G H measuring about
500 feet.
(h). The lessees will be allowed to obtain earth from Crown
Land at points to be approved by the Director of Public Works for the purpose mentioned in (a). The lessees must also remove any boulders met with in excavating earth from such place and they must also fill in and trim off any holes and leave same in a tidy condition.
(j). The licence for the pier concession opposite Marine
Lot 277 to be re-adjusted when revised lease plans are prepared; if the proposed extension is approved, the annual rent being determined in accordance with
the Piers Ordinance, 1899.
(k). The sale of the area coloured blue will bo subject
to the requirements of the Foreshores and Sea Bed Ordinance being complied with and to its being declared expedient by the Governor-in-Council to grant a lease of the area.
(1). The lessees to pay the sum of 86.25 for each
boundary stone required to define the lot also the cost of removing, refixing and cutting any existing boundary stones; the stones will be provided and fixed by the Director of Public Works. (m). The lessees to take up the Crow Lease when called
upon to do so by the Land Officer and to pay him the sum of $30.00 for the same.
(n). The exact bound-ries of the lot to be determined
before the issue of the Crown Lease. In the event of any excess or deficiency in area being found to exist as compared with the area stated in these conditims and in the oxisting lease of Marine Ict 277, the amount to be paid by or to be refunded to the lessees in respect of such excess or deficiency will be calculated at the rate of 30 cents per square foot. Crown Rent will be calculated at the rate of $450.00 per sore per amun,
Extension of Marine Lot No.281 (0) coloured yellow. (a). The lessees to surrender the existing Crow Lease
of Marine Lot 281 when called upon to do so by the
Land Officer.
(b). The lessees to be granted a new Crow Lease of
Marine Lot 281 including the area coloured yellow
containing
containing an area of about 17,200 square feet. The
new Crow Lease to be for the samo term and to
commence from the same date as the existing lease,
namely, 75 years renewable for a further period of 75 years, commencing from 31st August, 1903, and to be subject to all the clauses and conditions con-
-tained in the old Crown Lease together with the
foregoing and following.
(c). The lessees to pay into the Colonial Treasury within.
14 days of the date of a letter from the Director
of Public Works stating that the area is at their disposal; premium at the rate of 30 cents per square foot for the area coloured yellow. (d). The Crow Rent for the area coloured yellow to be
