With reference to your telegram of 25th January Hong Kong and Whampoa Dock Company can obtain steel plate from America at about £37 per ton, Steel plate just arrived from England with permission of Admiralty cost £14 per ton. Copper can be obtained Japan. My telegram 8th December Dock Company have
58977 replied to enquiry of Anglo Saxon Company that they
can build three tank steamers 400 feet long within 12 months of arrival of material Anglo-Saxon having reported that no difficulty as to supplying material. If this offer is accepted none of the present berths will be available but Dock Company have in contempla- tion extension of their shipyard to provide for laying down three additional steamers up to 700 feet long provided that they could be supplied with the neces- sary additional shipyard machinery from the United Kingdom. The extension could be finished in six months. Cen such machinery be supplied. Beg favour

These three articles were stopped as both the senders and addressess were on the Statutory List mi the articles in
question were conveyed in a British ship the S. 8. Yuen Sang"
They were forwarded on the dates given above
to their respective destinations in accordance with a local
arrangement made to prevent undue accumulations of Registered
Articles (on which compensation is payable) in the General
Post Office here. This prosedure is followed in all onses
where the information contained is practically useless after
the lapse of 3 months.
Japanese mails are regularly submitted to
omsorship as the Japanese Postal Aaministration until recent-
-ly carried enemy mail matter freely. In view of the recent institution of a postai censorship is Japan it may be possible to drop the censering of Japmese maile in time. No,
difference is noticeable at present in the Japanese mailo.
I would point out that the reasons for stop- -ping any correspondence whatsoever are given in the weekly
reports furnished to the Chief Postal Censer in London to

In continuation of my Confidential Despatch of
the 29th. ultimo, I have the honour to inform you that on the 2nd. instant the European Un-official Members of both Councils had an interview with me, at which they informed me that at a meeting held on the same day the resolutions copy or which is enclosed were passed by them.
I had previously communicated to the Un-official Members for their perusal an extract from my Confidential Despatch of the 22nd, ultimo from the words in paragraph 4 *I fd had an interview on the 20th. instant to the end of the despatch
together with a copy of my Confidential Despatch of the 29th. ultimo, and I explained to them that I would much prefer to await your consideration of the proposals made in those two Despatches before taking up the proposals contained in their resolutions. They represented to me, however, that the feeling among the younger men in mercantile employment in the Colony who were anxious to offer themselves for military service beyond the Colony, was so strong that unless steps were taken at once to settle judicially whether or not their services could be spared having regard to the interests of the trade and commerce of the Colony wholesale resignations were likely to ensue; and they urged very strongly upon me to seek your sanction for the

establishment of such a Board as is referred to in their
resolutions.
I recognised that in the circumstances it was
desirable to follow the advice of Un-official Members in this
matter and I accordingly telegraphed to you in terms of my
cypher telegram of the 2nd. instant. I explained to the
Un-official Members that the ultimate decision on the findings
of the Board would rest with the Governor and that no such
certificates as are referred to in the third of their
resolutions could be issued except by your express sanction.
I am still of opinion that the best way of dealing with this matter is by a further reduction of the regular garrison and wider use of the Volunteers as suggested 12d52 in my Confidential despatch of the 22nd. ultimo. The
establishment of the proposed Board will, however, not prejudice that scheme in the event of the General Officer
Commanding seeing his way hereafter to modifying his objection
for I do not think that the number of men who may be released
through the findings of the proposed Board, if established,
will be considerable.
In anticipation of the possibility of a further
reduction of the garrison, I am anxious now to impose compulsory
service for local defence; that is to say to compel British
subjects, who are physically fit and whose services may be required, to join the Hongkong Volunteer Corps or Hongkong Volunteer Reserve. It is true that at present since the begin-
ning of 1915 all British subjects of Europem race, with the exception of perhaps three or four individuals, are and have been serving in those forces; but the numbers of those forces
could be increased by drawing further on those of the so called Portuguese community who are British subjects, and possibly
on some of the Chinese community who are likewise British subjectą
I shall be glad to learn in due course what your
wishes are concerning the issue of the certificates referred to
above in the event of a Board being appointed by Commission.

The Un-official Members of the Executive and
Legislative Councils strongly advise that the Government appoint a Board, with an un-official majority of members, and with the following functions and powers:-
(1) To hear cases voluntarily before it of men between the
ages of 18 and 35 who have been medically certified as
fit for active service in the war and who desire to
leave the Colony for that purpose, but whose employers think they cannot be spared or who for any other reason have difficulty in going;
(2) to advise in the said cases upon the course which the
Board considers ought to be taken;
(3) to grant certificates in the said cases to those men
whom the Board considers indispensable in the interests
of the Colony for the civil work on which they are engaged, or who are detained by the Military
Authorities for local defence.

letter from His Majesty's Consul at Honolulu regarding the efforts made by him to induce the China Mail Stemship Company to appoint as their agents in Honolulu some other firm than Hackfeld & Co. I also enclose a copy of a Memorandum by His Majesty's Consul-General at San Francisco on the China Mail Steamship Company.
Having regard to the proposals made in the letter from the Foreign Office No. 172478/X of September 11th., 1916, enclosed in Mr. Boner Law's Confidential Despatch of September ♫ 21st. with regard to the vessels of the Pacific Mail Steamship
Company, His Majesty's Government may be prepared to approach the Government of the United States of America to bring pressure to bear on the China Mail Steamship Company or I might be instructed to threaten to deny their vessels access to Hongkong so long as Hackfeld and Company remain their agents in Honolulu.

You may be interested to learn that endeavouring for some time past to induce the China Mall S.s.co. which operates the American S.S. "CHINA", and, so I learn, is buying the British 5.s. "FILE", to appoint as their agente in Honolulu some other fire than Hackfeld & Co. This firm while nominally an American (Hawaiian) Corporation is in reality German. The head of the fire resides in Germany, and the capital is German. of the resident directors, one, the manager 18 the German Consul, and another the Austrian Consul. The other directore' are either German or German-naturalized American, and the same applies to the personnel.
These faote and objections have been put before the management of the China Mail S. 8. 00. in San Francisco through the Chinese Consul here, and some looal Chinese shareholders, who themselves are opposed to Hackfeld & Co. being the agents.
However our efforts have been met with a flat refusal
on the part of the General Manager, who takes the stand that his Company is an American corporation, and we have no right to interfere.
I understand that a large number of shares in the China Mail S. 6. 00. are held in Hongkong, and I think it possible that more effective pressure may be brought to bear on the manage- ment from Hongkong than from here.

CHINA MAIL STEAMSHIP COMPANY.
Enquiries have been måde in regard to this Company,
which was formed in Sah Francisco towards the close of 1915.
The capital of the company is $2,100,000, of which
less than a quarter ($800,000) has been paid up. The whole
of the shares are held by chinese of whom eighty percent are
resident in the United Statsa. ic confirmation has been obtained
of the report that there are enemy interests connected with
the Company.
in regard to the statement made to E. M. Consul-General
at Shanghai by his anonymous correspondent (Shanghai despatch
No, 11 of January 18, 1918, to Sir John Jordan) that the vessel
would leave China full of enemy cargo, a copy of the manifest
of the "China" on its first voyage from China to San Francisco
has been consulted and showd that of the 2800 old tons of car go
consigned to this port over 2200 were consigned to looal Chinees
firms, and consisted for the most part of articles of food and
clothing for Chinese usej of the remaining 600 tens a large
part consisted of Antimony, which was consigned to the British
Consul-General, San Francisco, and there was nothing to arouse
any suspicion.

the application reports that he knows very little about Mr. Roberts, who was one of the Assistants employed by Messrs. Punchord, Lowther & Co. on the Naval Yard Extension Works, and consequently did not come in contact with the Public Works Department profession -ally. Mr. Chatham states that socially Mr. Roberts appeared to be a gentlemanly well educated young man. He suggests that reference might be made to Mr. A. J. Williams of Messrs. Punchard & Co., London, as to Kir. Roberts' professional qualifications and ability.

I am directed tê noknowledge the receipt of
your letter of the 5th. December relative to a proposal that legislative powers should be taken te compel Goverment and other public departments and undertakings as far as possible te purchase Empire-made goods and to plese all contracte with
British firms.
It is a rule of the Colonial Service that all requisitions from a Colony for stores required from the United Kingdom or from countries not being adjacent to the Colony concerned are to be sent to the Crown Agents for the Colonies in London; and it has been the invariable practice of the Crow Agafanto place orders, as far as possible, with British firms. This Government concurs that the Crom Agents should be asked to make it a hard and fast rule that its orders are pla to be placed with British firms within the Empire, unless such a course is considered to be at variance with public interests.
As regards the may orders and contracte placed locally by this Government the matter assumes a different aspect. It is the rule that all orders in an amount exceeding $150 are to be placed by public tender; and, as your Chamber are aware, the successful tenderers are in the majority of cames Chinese firms, who may or may not contain British subjecte and may or may not employ British materials. It would be possible in many cases to make it a condition that materials

and stores supplied are to be of in origin within the Empire, but
it would seem to be against the public interest that a fixed rule
should be made in the matter. I may quote, for example, coment
purchased from the Green Island Cement Company, which is made from
material derived from Chinese or French territory, or coal, which
is purchased from Japan.
Apart from the Government there are in this Colony
no Municipal or ether bodies spending public moneys; and in the case of Companies performing public services, such as Gas, Electric Light, Telephone, and Tramway Companies, no present means exist of exercising any control in respect of matters unconnected with the efficiency of the service rendered.
I am te request that the Chamber will be so good as
to noquaint this Government of the form which in their opinion
legislation should take, in view if the circumstances set out in
paragraphs 3 and 4 of this letter.

I have the honour to acknowledge receipt of your reply No. 3310/1916 to this Chamber's letter of 5th. December regarding the purchase of Empire-made goods and the placing of s11 contracts with British firms.
This Chamber would be glad to see the system of requisitioning through the Crow Agents in London entirely abolished sind opportunity given to all British Herchants in the Colony to tender for Government requirements.
My Committee is of opinion that only British firms should be allowed to tender for losal contracts, but should this be found impracticable then the Chinese should be required to guarantee that the material supplied is of British manufacture (unless not produced in the Empire) and failing such guarantee a higher tender from a British firm should be accepted.
In the case of the Green Island Cement Co. so real argment exists against the adoption of the general principle, for the finished product is a British product, produced in the Empire. In any discussion of protective measures my Committee hold the view that raw materials are generally excepted and this exception would embrace both the onse of the Green Island Cement, and the consumption of Chinese or Japmese Goal.
▲ Company with British Capital manufacturing in a foreign country on the other hand, should be penalised as against competitors operating in the Empire, for the former are probably doing so partly to evade charges within the Empire.
Public utility Companies such as Gas, Electric Light, Telephone and Tramway Comp mies vould probably be largely influenced by the example of a Government practicising practising principles of "British for the British". The fear of Government absorption might prove sufficient, and in any case legislation
obliging such companies to use British Machinery, Stores Eto. where practicable, would not be unjust, for the public is their
stay and support.

I have the honour to Enclose for your consideration the copy of
correspondence which has passed between me and the Colonial Secretary here
as the representative of His Excellency The Governor, and seeing that it is
impossible for me to obtain justice for myself locally. I regret that I
am compelled to appeal from His Excellency The Governor to yourself in the
hope of obtaining suitable redress.
The matronship of the Government Civil Hospital has recently fallen
vacant, owing to tue retirement of Miss Maker, and Sister sloan several
years my junior, in the service,has been appointed matron.
The only reason the local Government has given for passing me over
in favour of a junior is that her official qualifications are superior to
y letter to the Colonial secretary here dated January 17th which forms
part of the enclosed, shows this statement to be incorrect, and the refusal
of H.E.The Governor to supply me with a copy of his despatch to you, obviously reporting adversely on me and my claims,absolutely prevents me from having any opportunity of defending myself.
I have been in the Government service here for nearly 14 years and have never hitherto, so far as I am aware, been adversely reported upon in any
respect.
The conditions of work at the G.C.H. are of a trying character, owing to the climate, and during the last few years, owing to the shortage in the staff of Nurees for the duties to be performed, the strain of over-work has been felt by all of us.
I very much regret that I can only suppose from the secrecy in which these proceedings against me are enveloped, that the fact that I acted as spokeswoman at a meeting of Sisters held at Government House to explain their grievances in July last, may have something to do with the present injustice.
Sister Sloan was perhaps (fortunately for herself Junable to attend as she was suffering severely from boils due to over work.
it is possible also (though I am guessing absolutely in the dark) that
I may have incurred some odium, owing to having during the last few years
and other Hospitul necessaries, articles repeatedly asked for could not be supplied. Such complaints were made solely in the interest of my patients. Whatever the reason may be, the fact remains, I have been passed over after nearly 14 years faithful and conscientious service by the Hong Kong Government in favour of a junior, on grounds which have been kept absolutely
secret from me.
Surely this is not fain, I appeal to your sense of justice, if there is really any complaint against me, let me have the chance of meeting it in the

I have the honour to recomend that a monthly allowance of £25, non-pensionable and only to be drawn by him while in the Colony and actually doing the work, be granted to Mr. Pullen, Apothecary at the Government Civil Hospital in respect of work done by him in connection with X Ray Photography.
Mr. Pullen has been doing this work, which
requires knowledge of the apparatus and of photography and is therefore outside the ordinary duties of an Apothecary, since August, 1914, but I propose that the allowance should be drawn only from the lst. of January this year.
Mr. Pullen is resigning his appointment on the completion of his agreement and is leaving the Colony in Jime next.

With reference to the telegraphic correspond-
ence noted in the margin, I have the
honour to inform you that on the night of the 15th. instant I proceeded to Canton by
river steamer accompanied by the Secretary for Chinese Affairs,
Mr. Ponsonby-Fane, Private Secretary, and Lieutenant Kinchin Smith
of the 4th. King's Om Shropshire Light Infantry who was in mufti, and called the following day upon Luk Wing Ting, Military Governor of Kuangtung and Chu Ching Lan, Civil Governor of
Kuangtung - I took the opportunity also of onlling on Chan Ping
Kwan, Military Governor of Kuangsi who had called on me a few
days before during a brief visit to Hongkong and who is at
present staying at Canton.
I was received both on landing and at the Yomen of the Military Governor of Kuangtung by a large guard of honour and I and my suite together with His Britannic Majesty's
Consul General were entertained at luncheon at the Yamen of the
Civil Governor by the Military and Civil Governors jointly. The Military Governor of Kuangsi and all the principal Chinese officials resident at Canton were among the guests.

Chinese Republic and of His Majesty the King had been honoured
the Civil Governor of Kuangtung proposed my health and in the
course of his remarks referred to the very cordial relations
which existed between His Government and the Government of
Hongkong. I replied in suitable terms and invited the guests
to drink to the future prosperity of Kuangtung and of China,

intercourse with the high officials of the Province struck both
Mr. Jamieson and myself and I consider that it is no small
tribute to Mr. Jamieson's tact that he has succeeded in establish-
ing such friendly relations with a man like Luk Wing Ting who was
one of the leaders in the recent rebellion.

I am unable to advance any valid objection to Messrs. Manners and Backhouse Ltd. scting as Agents for Messrs. Senders Rehders in Hongkong though I have no confidence in the latter firm, and I am doubtful whether at the termination of war Messrs. Backhouse mi Maners, whose amalgamation is, I understand, of quite recent date and who are negotiating for the agency here and at Canton of the Baloise Insurmce Comp my formerly held by Carlow- -its and Company at Canton, might not rejoin the German firms to which they formerly belonged, and I would much prefer that the agency should be held by a reliable and well established British firm. In this connection I would refer to my Confidential Despatch of the 18th. June, 1915,

transmit the enclosed copies of the commission
which I have appointed in the circumstances
explained in the correspondence under reference.
You will notice that the terms of reference do
not exclude Civil Servants from the purview of the Commission. I
have allowed Civil Servants whose applications to offer their services with His Majesty's Armies have been refused, to go before the Commission because I did not wish to deprive them of the
opportunity of having their cases reviewed.
The Commission has had the effect of inducing some who had not volunteered for active service beyond the Colony
to now offer their services. But it remains to be seen how far
employers will adopt its recommendations, if endorsed by the

the scheme suggested in paragraph 3 of my Confidential Despatch under reference is not feasible. If that scheme ammot be adopted I am strongly in favour of compulsion for service outside the Colony limited to British subjects of European parentage,
With regard to the issue of certificates referred to in my Despatch under reference and in previous Despatches, I have, at the request of the Commission, consented to appliomts, whose coses they hear, being furnished with a copy of the recommendation made in their cases. These recommendations are worded as per copies of forms attached. Copies of such recommendations are, however, not furnished to Civil Servants who

sort of tangible recognition of the services performed by members of the local armed forces of the Colony; by others outside the Civil Service employed by the Colonial Government on war work; and by members of the Civil Service, not being members of the local armed forces, who have not been permitted to offer their services with His Majesty's Armies beyond the Colony.

Whereas by the second section of the Commissioners Powers Ordinance, 1886, it is enacted that the Governor in Council shall have power to nominate and appoint Commis- sioners under the public seal for the purpose of instituting, making, and conducting any enquiry that may be deemed advisable and for reporting thereon:
And Whereas the Governor in Council has deemed it advisable that an enquiry should be instituted, made, and conducted regarding the following matter, namely:-
Whether and to what extent, having regard both to Imperial needs and to local con- ditions, it is practicable and expedient that male British subjects of military age, resident in the Colony, who wish to volunteer for active service with His Majesty's forces outside the Colony, should be allowed to leave the Colony for that purpose:

The Commissioners appointed by virtue of Proclamation No. 2 of the 9th February, 1917, are prepared, for purposes of the enquiry indicated in the said Proclamation, to consider forthwith applications from male British subjects, who on the said 9th February, 1917, have not attained the age of forty-one years and who wish to volunteer for active service with His Majesty's forces outside the Colony.
Applications should be addressed forthwith in writing to Mr. A. G. M. FLETCHER, Colonial Secretary's Office, and they should contain particulars of the applicant's birth- place, age, and employment, and any other matters that the applicant may wish to bring to the notice of the Commissioners.

With reference to your application to the Military Service Commission I amı
directed to state that the Commissioners have recommended to His Excellency the
Governor that you should be allowed to leave the Colony for the purpose of pro-

2. I enclose your certificate as to physical fitness. You should present it to the
D.A.A. & Q.M.G. for endorsement, showing him this letter.
3. If you require the Government to provide a passage to England for you, you should notify me by letter accordingly. If you prefer to make your own arrangements
the Government will, upon application, provide a sum of £20 towards cost of
passage.

By Section 1 (3) of this act it is provided that the Board of Trade may require any person who applies to be registered as the cwner of a British ship to furnish particulars "for the purpose of "ascertaining whether or not that person is, or is a trustes for, 'or otherwise represents, a foreign controlled Company".
Nowhere in that section, or elsewhere in the Act, is the Board of Trade authorised to require particulars as to whether anyone, other than a British subject, is a shareholder, or otherwise interested, in a British, and British controlled, Company; and yet the form of declaration sent out from England to the Registrar of Shipping in this Colony provides that the declarant must so state.
The Aot itself makes it absolutely clear that, so long as the majority of directors of a British Company are themselves British subjects, and therefore, so long as such a Company, desirous of being registered as the owners or mortgagees of a British ship, is not a "foreign controlled Company", that Company is entitled to be no registered. But, if there happens to be a single shareholder in the Company who is not a British subject, a declaration cannot be madde nade in the form sent out to the Registrar!
Thus an almost impossible position arises in a case where a mortgage is desired to be given, say, to the Hongkong and Shanghai Banking Corporation, in which, it is well known, there are many shareholders who are not British subjects, although the Company itself is entirely British controlled. So also in the case of the Indo China S. N. Co., the Douglas Steamship Company, the China Navigation 8. S. Co., and numerous other shipping Companies. No such declaration can be made on behalf of any of these Companies
