Australian Fleet relative to the dealings of the Eng Hok Fong Steam ship Co., of Hong Kong, and I am to request, that if Mr. Harcourt sees no objection that the Hong Kong Government may be requested to invest- igate the matter with a view to the prosecution of the Company, if the evidence obtained shews an offence to

I have the honour to state that the following
appeared in "The West Coast Leader" dated 31st October
1914, published in Lima, Peru :-
"Mr Lyman J. Mowry, representative in Mexico of the
Eng Hok Fong Steamship Company, of Hong Kong, was a visitor in Lima during the past week, having arrived at Callao on board the "Mexico City", from Portland, Ore. Mr Nowry visited the West Coast to look over the business situation and left by the "Mexico City" to-day. The German Steamer "Marie" now in Callao, and which served as a coaling ship of the "Leipzig" was originally chartered by the Eng Hok Fong Company to take a cargo of coal from China to Mexico, and was on her way with this cargo when war broke out. A few days before she was due to arrive at port, Mr Mowry received a cable from the Company's main office in Hong Zong stating that the German Government had purchased, and paid for the entire cargo. Later it developed that this cargo was transhipped to the "Leipzig" on the high
With reference to the above, I have the honour
to point out that the Eng Hok Fong Steamship Company is
given as "of Hong Kong" and that the Managing Owner's
address is given in Lloyd's Register as Hong Kong. The
German Steamer "Marie" was in company with the "Leipzig"
for some time, and was one of the two colliers at
Gallapagos Islands on 23rd September with that cruiser.
In addition tothe cargo of coal referred to above, the
"Marie' also received a cargo of coal ex S.3. "Mazatlan'
at Guaymas and this coal was also delivered to "Leipzig"
The "lagatlan" was originally a German Steamer (name not
known) and transferred since the war to Mexican owners.
The "Marie" was subsequently interned by the Feruvian
Authorities on arriving at Callao with the crew of the
the "Bankfields" captured and sunk by "Leipzig".
I have not yet been able to trace the "Mexico City".

With reference to your letter of the 15th instant, No.7322/15., forwarding a copy of a telegram received from the Governor of Hong Kong relative to the shipment of Antimony to New York, I am commanded by My Lords Commissioners of the Admiralty to acquaint you, for
the information of the Secretary of State for the Colonies
that they consider that, if the Governor of Hong Kong can
establish any connection between the Krupp Company and these consignment of antimony, they should certainly be
scized as absolute contraband and submitted to the decision
of the Prize Court.
It is considered that proof of any direct
purchase on the part of known agents of Messrs Krupp would
be very material evidence.

With reference to your letter 6503/1915 of the
16th ultimo, relative to the proposed measures for prevent- ing the supply of coal to enemy cruisers from the Philippines and the Dutch East Indies, I am commanded by My Lords
Commissioners of the Admiralty to acquaint you, for the information of the Secretary of State for the Colonies, that they appreciate the difficulties mentioned in the Colonial Office letter of the 3rd ultimo to the Foreign Office. Their Lordships, however, consider American competition to be of no great account in view of the great distance involved
combined and the high freights prevailing at the present time, with the difficulty in securing tonnage.
Further, the Japanese Government have shown themselves extremely willing to meet the view of the Foreign Office in this matter so that
no difficulty need be anticipated from them in the event of
it being found necessary to carry the threat of prohibition into
execution.
I am to inform you that experience in South America has shown that the only effective method of preventing enemy cruisers from receiving coal from neutral countries is for neutral Governments to prohibit the export of all coal except bunker coal. Unless neutral Governments take such preventive measures it is not seen how they can prevent their territory

from becoming a base of supply for the armed forces of the
In the opinion of Their Lordships such prohibition
by a neutral can only be reasonably expected from neutral
countries, which under normal peace conditions do not export
coal, and whose legitimate interests do not become involved. In such cases, however, Their Lordships consider that such
a step is perfectly proper and legitimate.
In consequence of this view being adopted by the
South American States the condition of the South Atlantic and
East Pacific is now satisfactory.
A parallel condition does not, unfortunately, exist in the Tast Indies where the presence of large stocks of coal
and of a large number of German ships lying idle afford an assured base of supply to enemy cruisers unless some similar action to that adopted by the South American States is put into
force in this zone.
Their Lordships are desirous of removing this potential menace to the trade of the British Empire and of Japan and in order to effect this they are desirous that the Governments of the United States and of Holland should be approached with a view to acquainting them with the danger of the present position and suggesting that it may, at any time, become necessary to prohibit the export of British coal to such countries as do not prohibit effectively the re-export.
I am further to add that prohibition of export to particular consignees is already in force, but that Their Lord- ships consider that it cannot properly be used as a means of

G. A. Watkins, 3rd. Class passenger from Australia in OSTERLEY, chemist by trade, and late manager of hotel in Macao, is an object for suspicion. He has attempted to enter His Majesty's service in various capacities; there is strong reason for believing that he has attempted to obtain confidential matter from Goverment employees. He approached Grosser, station supervisor, Hong Kong Dockyard, on the subject. Grosser has been transferred to Portsmouth, suggest his correspondence be watched.

With reference to your letter of the 6th instant, No.39825/191, I am commanded by my Lords Commissioners of
the Admiralty to acquaint you, for the information of the
Secretary of State for the Colonies, that the situation of the proposed Naval Medium Power Station at Hong Kong renders
it likely that signals to and from certain directions will be
screened especially on short wave lengths such as are used by Destroyers, Submarines and mosquito craft generally.
2.- Such signalling may therefore have to be carried
out by the Station at Cape d'Aguilar, which will have to
"work in" with Stone Cutters for the purpose, and for this
reason my Lords would prefer the control of the Stations to
be under one head.
3.- It is accordingly proposed to adhere to the original intention that Cape d'Aguilar be manned by Naval Ratings,
it will be necessary during the war for the crew to be employés of the Marconi Company, as no Naval ratings can be

With reference to your letter of the 21st ultimo, .27443/15 relative to the disposal of German Munitions
of War in store at Hong-Kong, I an commanded by My Lords Commissioners of the Admiralt to acquaint you that they
would be glad if the Secretary of State would be so good as
to request the Governor of Hong-Kong to ship to England,
at the first convenient opportunity, the 800 Rounds of
Mauser Rifle Cartridges contained in a metal-lined case.
2. My Lords would suggest, for the consideration
of the Secretar of State for the Colonies, that if the
remainder f these munitions of war are not required
by the War Office they should be destroyed.

by My Lords Commissioners of the Admiralty to request
that you will inform the Secretary of State for the
Colonies that it is understood that the two
aeroplanes subscribed by persons resident in Hong
Kong have been accepted by the War Office for the
Military Wing of the Royal Flying Corps, and My
Lords do not desire that the R.N.A.S. should
participate in this gift.
I am to add,as having some bearing on the
question of gifts from the Overseas Dominions, that
the Patriotic League of Britain Overseas are
making a gift to the Admiralty of a squadron of seaplanes of the latest type at a cost of
£35,000.

TO THE NAVY.
£35,000 FROM BRITONS OUTSIDE THE EMPIRE.
A "Patriotic League of Britons Over- sens" has been established, and already 105 branches have been formed. From these £35,000 has been received, and after consultation with the Admiralty it has been decided to buy a squadron of 10 sea- planes of the latest type.
Acknowledging the gift, the First Lord (Mr. Balfour) aays :---
This practical manifestation loyalty of the King's subjects outside bla Dominions will equip the Royal Navy with a squadron of seaplanes of the latest type to be named "Britons Overseas,"
In this manner the aim of the league will be realised and expression giren to the spirit of helpful loyalty to the Empire which Todt report of progress shows to be shared by Britous all over the world
Additions to the squadron will be made as funde permit. The fund is quite inde- pendent of the aeroplane fund which 18 being organised within the Empire by the Overseas Club, an association with which the league is working in friendly co-opera- tion.
British subjects abroad who are anxious to further the movement are asked to write to Mr. W. M. Lyte and Mr. E. Wrench jojut hon. secretaries of the league, Gene ral Buildings, Aldwych, W.C.

With reference to your letter of the 4th ultimo, No.39924, I am commanded by my Lords Commissioners of the
Admiralty to inform you that information has since been
received from the Crown Agents for the Colonies that they have issued Colonial pay to Commander Basil R.H. Taylour
to the 22nd April last, and are crediting him with the excess
of Colonial over Naval rates as from the 23rd idem. In
these circumstances, and in accordance with arrangements
which have been made verbally with the Crown Agents, the sum
of £16. 5. 8, (representing Naval pay, £17. 12. 0, from 7th
to 22nd April, less Income Tax, £l. 6. 4), has been paid
over to their account in the Bank of England, and the
Officer will be paid on Ship's books from 23rd April.

With reference to your letter of the 8th April,
1914, No.3831/14, I am commanded by My Lords Commissioners
of the Admiralty to request that you will inform the Lords
Commissioners of His Majesty's Treasury that it now appeara
that the Colonial Government of Hong Kong desire to revise
the terms a reed upon in connection with the new wireless
station at Cape d'Aguilar, in the following sense
In paragraph 6b of Admiralty Letter of the 20th February, 1914, it was stated that the Colonial Government proposed to cease payment of $800 out of the $2,000 hitherto paid annually in respect of work done for them
by the Lavy at the Cape d'Aguilar and Peak visual stations.
3.- The Colonial Government now represent that, with
the establishment of the Cape d'Aguilar wireless station, no work will any longer be required to be done for them
at the Peak station, any more than at Cape d'Aguilar visual station, the interest in both these visual stations being
now purely l'aval.
In these circumstances, the Local Naval Authorities at Hong Kong consider, and My Lords concur, that there is no longer any justification for claiming contribution from the Colonial Government in respect of the Peak station. It is, of course, to be understood that the contribution from the Colonial Governmont in respect of the maintenance of the Cape d'Aguilar wireless station is not in question,

5.- Further, it appears that it has not been possible
to dispense with the Kaval Visual Station at d'Aguilar in
completion of the W/T.Station, and that consequently it is
not desired to retransfor the site to the Colonial Government
as was contemplated in 1914. It will, therefore, be
necessary to continue the nominal rent of 1 in respect
of this site.
I am accordingly to request that Their Lordships of the Treasury will assent to the cessation of the whole contribution of $2,000 as from the 1st January next, and to the continuance of the rent of 1 in respect of the d'Aguilar
Visual Station.

Proposed reorganisat ion of Government
Telephone System, Hong Kong.
With reference to your letter of the 9th
November, we beg to inform you that we have gone
carefully through the proposals contained in the report
of the Director of Public Works and illustrated in the
plane and statements furnished therewith, and we now
beg to submit the following report on the matter.
2. The drawbacks of the present syster, as set
forth by the Director, are such that a reorganisation
of the syst ex is obviously necessary and without fuller
information as to the underlying causes of the in-
efficiency of the system, referred to by the Director
as being due to faulty operating, dual control, and
difficulty in hearing owing to indust ion and defects p
the aerial wires, we consider the proposed new system
one that will with minor modifications satisfactorily
meet the requirements of the Government.
We may state, "However, that on a well

organised telephone system it is the general practice for a group of offices under a particular administration to
be connected to a small switchboard situated in a con-
venient place in the offices of the administrat ion, and with as many junction circuits as may be necessary between such exchange and the main exchange. The control
of the whole system in this case rests with the main exchange, and proper supervision is thus ensured. On
⚫ public exchange small exchanges of this character are designated "Private Branch Exchanges".
4. From the papere sent to us we gather that
under the present system the different Government
Departments are equipped with small switchboards, but it is not clear how these exchanges inter-communicate, or whether they centre upon any central exchange.

5. With such a junction exchange, which could be combined with the most centrally situated existing exchange, it might be possible to retain the present overhead wires reorganised into a system of junction
circuits, and we suggest this alternative method of
reconstruct ing the system, for consideration.
If, however, the continued employment of irhead wires is out of the question and if it is ible to reduce the number of operators to a
b.inimum
minimum and have them under supervisión, as redomr ended
by the Director, we agree that underground cables
should be laid down and that the proposed new system
should be introduced.
7. With regard to this new system we have drawn
up a complete llet with prices of the plant that will
be required, a copy of which we now enclose marked "Z"
for the information of the Colonial Government, in
order that practically correct figures may be at hand
on which to base future estimates and prepare indenta.
In this list we have embodied the minor modifications
referred to in paragraph (3) of this report, and the
items are grouped under the same sect ional headings as
in the statement marked "B" received from the Colony.
We have marked the points, referred to in this list
under the letters K to Z in red on the Colony's plan
8. The main features of difference between the
Colony's list B and the list prepared by us are as
follow:-
(a) 10 lbs. conductors are substituted for 20
lbs. conductors in the underground cables as the
circuits are all short.
(b) A spare operator's headgear, and a spare
hand set for use at slack periode, are included.
(a) The protector cabinet and distributing
frame are combined in one distribution and protector
frame under item 4. This frame would take the
full 350 pairs of wires in the leading-in cables,
so that all wires would be joined up for easy
cross-connection.
(d) The 150 and 100 pairs enamel and cotton
covered and lead sheathed cables under itama 14 and
15 are intended for use between the terminations
of the dry core cables outside the Post Office, and
the distribution frame in the switchboard room. This
cable will be impregnated with beeswax so as to
form an airtight seal to the dry core cable. The
two cables would be jointed together in the "straight
through" boxes included under asot ions C and D. An
alternative method of leading in would be to carry
the dry core cables right into the exchange TOOM,
and there terminate them by means of a short length
of this beeswaxed cable through an ordinary lead
sleeve joint. If the building is suitably arranged
this latter method is in our opinion the best, but
if it is awkward to take the dry core cable into
the exchange then the original scheme must be
followed.
(e) The G.P.0. detector is replaced with a
test ing set, item 8, which would be useful for a
variety of tests to both outside wires and switch-
(f) On several sections the Colony includes
both test boxes, and distributing boards for the
full number of wires in the cable. As a principle

is not required. There a cable is carried under-
ground into a building, as at No.5 police station,
then a distribution case should be provided.
(g) At the points M, N and 0. on section B it
will not be necessary to provide pole boxes for 50 C4
pairs as suggested in statement B, as a few circuita
only are distributed from each point. For these
points we recommend pole boxes, with lightning
protectors for 10 pairs, but even smaller boxes
might be considered suitable. The 10 pairs cable
under item 25 is intended for connecting these boxes
with the main cable. There these wires are jointed
to the main cables they should be tee'd on - without
breaking the wires in the main cable so that all
spare wires in the main cable will be available
for connection at any pole box on the section. This
method of connecting up the branch cables might be
adopted generally on the system.
(h) The pole distributing box in our list has
a separate compartment in which the dry core cable
is terminated. The open wires side of the box is
fitted with vacuum tube lightning protectors, and
3-ampare fuses. This type of protector is better
than the ordinary carbon protector, especially for
use in a damp climate, because of its higher ineu-
lation, due to all moisture being excluded from the
line and earth points. Boxes fitted with carbon
protectors and fuses would be cheaper and prices for
these are given under items 78 to 78 in case they
may be considered suitable for the climatic con-
ditions.
(1) Instead of the pothead splices and cast
iron boxes shown separately under each section in
the Colony's list, we have specified a cast iron box
complete with lead sleeve 8o. This is supplied in
both "straight through" and "T" form and is illus-
trated by the drawings 30137A and 26905A. The number
of straight through boxes required will depend upon
the number of jointe which the local street con-
ditions will necessitate, but it is thought that it
will be possible to lay much longer lengthe than
those contemplat ad. A statement of the manufacturers
lengths in which the oables will be supplied is given
at the foot of our list of plant.
(k). From plan B.I. we assume that the 25 paire
cable to the Harbour Office will be taken under-
ground into the building, also at the New Law Courts.
For these points we have, therefore, specified cable
distribution cases. This applies also to the No.5
police station (which we observe is also the Central
Fire Station), and at the Government Offices.
(1). The 25 pairs lead covered cable specified
under item 24 is for use between the dry core cables
and the distribution cases. It will be impregnated
with beeswax similarly to the cable referred to
under sub-section (A) above, and pothead joints
will not therefore be necessary.
(a). The 100 paira cable through section C will
have 35 pairs of wires in disuse at point R. Theae
can be left terminated and sealed up in one of the
branches
branches of the lead sleeve branching joint at this
point until they are required.
(n). The manhole frames and oovere under items
79 and 80 are for the protection of the lead sleeve
branching joints at R and T. provided the cast iron
protecting box shown in drawing No.30138A is not
preferred. Prices are given in our list for both
pavement and roadway frames and covers in oase either
or both may be required.
(o). The lengths of cable and quantities of
jointing boxes &c. in our list are only given as a
guide to the cost. The actual lengths and quantities
to be ordered should be determined on the spot.
9. Regarding sections D. J. H. and G. on plan
E.II., we observe that to reach the point marked the
route via the Government Offices and Albert Road is
followed. Te suggest for consideration whether it would
not meet requirementa, and be more economical, if a 50
pairs oable ware laid from the Post Office via Pedders
Street and D'Aguilar Street to a point near the Central
Police Station. From here to I a 25 pairs oable would
perhaps be sufficient.
In this case Section H would be
dono away with and sections D and J modified to a 100
pairs, and a 25 paire cable respectively. At point T
the 100 paire cable would be divided into a 50 pairs
cable to section E, a 35 paira cable to point U and a
25 paira cable to point Z.
10. To provide the single connection at "Motor"
on section G we suggest that it would be preferable to
run an overhead line from either Y or X rather than
break the cable at this point.
In paragraph 8 of the Director's report both
Telegraph and Fire Alarm systems are referred to, but
no points are raised in regard to these which appear to
oall for comment from us. We presume the Telegraph and
Fire Alarm wires will be carried in the same cables as
the Telephone wires, and to this there is no objection.
To keep down inductive effects on the Telephone oircuits
it is, however, advisable wherever possible to use a
metallic circuit for each Telegraph and Fire Alarm line.
To assume that the Telegraph earths at the far end of
the cables shewn in sections G and F are for this purpose.
12. It is noted that in the event of the proposed
scheme being adopted it is intended to fit up the ex-
change and carry out sections C, D and J only at the
outset. In this case special provision will have to be
made for pole distributing boxes, for the overhead wirca
which will run temporarily from points R.T. and Z.

B. for trenching and laying the cables, we regret we are
unable to offer any comment as we are not in touch with
the cost of labour at Hong Kong. Te think, however, the
number of men's daya allowed on each section should be
adequate provided the amount of pavement work to be
done is not great.

B.I, B.II and B.III., received with your letter are
returned herewith as requested.
16. Blue print copies of the 25 drawings enumerated
in our list marked "Z" are enclosed for transmission to
the Colony. We have retained a duplicate of each.
17. We regret that this report has been so serious-
ly delayed, but this has been due antirely to difficulty
