The foregoing analysis shows the enerous proportion of the expenditure which is absorbed by supervision and Miscel- laneous Charges and it is evident that radical measuree shoula be adopted with a view to reducing this.
The principal cause of the excessive charges in proportion. to the results achieved is, in my opinion, the failure to let
Jontracts for substantial sections of the work to responsible
contractors. Mr. Ives has repeatedly expresssa nimself to the
effect that the rates asked by responsible contractors reme
excessive and that he could get the work done much more cheaply
by sagaging labour himself or by entering into petty contracts
wlta minor contractors. As an illustration of what is being
done in this wg', I will select one example from head Ilia,
"Earthwork", for the portion of work known as cutting No. 10.
in addition to the mere cutting, there are some protective
works being carried out in connection vizli at. In November
there were 10 accounts for this portion of work, aggregating
$1,617.09; in December, 12 accounts, aggregating #3,126.37 and ́in January 4 acogunta, aggregating $551, or a total of 36 ac- counts of er average value of $165.17. According to the ins- tructions issued to the Engineers, all the measurements for these accounts have to be made by them, the accounts themselves ure all artified by them and endorsed by the chief Engineer; they are thon stamped with an cider to the Cashier to pay the amount being filled in in writing, and this is again signed
by the Engineer.

it is unnecessary for me to point out that they have
all to be subsequently audited.
At the same rate, ussuming that $2,500,000 will be expended
on work which can be let in a similar way, thers will be over
15,000 #ecomte for this section of the work.
Contrast this with the system of letting contracts adopted by the Paclio Torke Department and take as an illustration thu Tytan Vatorworks (First Section) Contract, which will arut to over $540,000. This work is nearing completion and will
have extended over a little more than 3 years, gay 34 years,
The certificster or Locumts issued up to date number 34 and

charge of the work. Four or five more certificates will clare
the contract. This means, say, 40 accounts for $500,000,
at the same rate, 200 accounts for $2,500,000 against 15,000
in the case of the Railwey,
All petty contracts, such as those let for cutting No.19,
are arranged, in the case of the Tytan Tater Torka, by the
principal Contractor's foremen, whose pay is about $50 per

In the case of the Railway, the foremer's duties are being
performed by Engineers, ALC receive about $400 per month, ela-
horate accounte have to be prepared in duplicate or triplicate
and certifiod, elaborate account books have to be kept and
finally all these accounts have to undergo an audit. In addi-
61ɔn to this, quarters and office accommodation have to be
provided for the large staff required and special arrangemente
have to be made for securing the safety of the moneys whion
are despatched to the outlying stations.
It must be obvious that it is absurd to imagine that any
ecmnomy can possioly result from the methods adopted by Mr. Wes, It must also be unnecessшy for me to point out that the time of the Engineers is being wasted' in preparing accounts fox pultry wyount, thus rendering it impossible for ther: to
perform their legitimate duties in preparing, urusings and estinates, Ac., for the work under their orange and in super- vising its construction.
The only other matter to which I consider it necessary to direct attention is the large wmount of daywork that 13 being carried on. I am aware that it is impossible to dispense with this system altogether, wit It is wiiversaliv recognized as a pernicious and wasteful system and the amount of work no performed should be confined to the narrowest possible limits. To secure any approach to economy under this syste., a larg supervisory staff must be provided and this necessarily makes the system ar. extravagalit one, I may mention that Chinese Contractors carry out the pisttora system to the utmost limit possible thus ensuring economy in the performance of the works.
The two reforms I consider absolutely essential are:-
(a). The letting of the work in considerable se'tions
to responsible contractors..
(b). The substitution of piecwork for daywork to tile
utmost extent possible.

can be effected, but the above are, in my opinion, the two
principal ones.
