In compliance with the instructions
contained in Colonial Office Despatch No.243 of 28th.
December 1889, I have the honour to forward the
following modified scheme for the re-organisation of
the Engineering Branch of the Public Works Department.
I may premise by stating that I have no alteratio
of importance to suggest. The staff I am about to pro-
pose will not of course include the Sanitary Branch
which has been transferred temporarily to Mr. Chadwick,
nor the staff for the trigonometrical survey. I should
here explain that in my former recommendation for a new
trigonometrical survey of the Colony, I did not comtem-
plate that the work could be carried out with the ordi-
nary staff of the Department, but I then thought, and
still consider it desirable that the Officer appointed
as Land Surveyor should be qualified to superintend the
trigonometrical survey in addition to the ordinary

I may further be permitted to add that although as being operations of a special nature, and extending over a limited period, it may by desirable to carry out the main drainage scheme, and the trigonometrical sur- vey, by a special staff, it is in my opinion undesira- ble that these operations should be conducted altoge- ther independently of, and without reference to, Surveyor General who is in a position to render valua- ble assistance to each of these special works, and
assistance of a nature that can hardly be obtained out-
side the Public Works Department. If these works are
carried out quite independently of the Surveyor General
the Government will have three comparatively weak tech-
nical staffs, instead of one strong staff, and in case
of illness or absence on leave on the part of the head
of the Sanitary branch, or the trigonometrical survey,
the Surveyor General would probably be called on to do
his best to carry on their work in their absence, while
from the fact that he had previously been unconnected
with the special work carried on by these sub-depart-
ments, he would necessarily labour under serious disad-
vantages and the duration and cost of the work would
necessarily be increased,
With the exception of the Sanitary Engineer, and
one Assistant Engineer transferred temporarily to Mr.
Chadwick it will be seen that the staff now recommended
is virtually the same as that I had previously proposed
But there are certain modifications in aetail which
further experience appears to render desirable.
In addition to the Assistant Engineer now on his way out for Mr. Chadwick I understand from the Colonial
Office Despatch that two other Engineers may be expected here shortly for the Public Works Department one to re-
place Mr. Cooper and another from the Public Works Department of Ceylon to replace Mr. Orange. But it is
not clear to me whether either and if either which of
these gentlemen it is intended should fill the position of Assistant Surveyor General. It is in my opinion very desirable that a qualified Engineer of experience and
special qualifications should be selected for that
appointment, even if it should be necessary as suggest-
ed in my report of 6th. July 1889 (paragraph 8) to in-
crease the proposed rate of salary. The Assistant Sur-
veyor General should be qualified to replace the Sur-
veyor General in case of illness or leave of absence,
and taking into account the duties he has to perform,
and the position he occupies, it is very desirable that
his age, character, and professional stanuing, should
be such as to qualify him for this important position.
As Mr. Malsch has now returned from leave and as
the higher appointments on the Engineering Staff would
be filled by the arrival of the two Engineers mentioned
in the Colonial Office Despatch, and as from his age
and experience, he could hardly be expected to accept
the position of one of the Assistant Engineers in the
new scheme I have to recommend that for the present he
be appointed to the Office of Land Surveyor and that
the salary of that official be increased from $230 to
$300 per month so as to place the Land Surveyor on an equal footing with the Executive Engineers. From enqui- ries I have made it appears that since his appointment to the Hongkong Service, Mr. Malsch has had a great deal to do with land questions, and has probably more expe- rience of them than any other official in the Colony.
Since his return I may add that he has rendered me use- ful assistance in this very important branch of the
Department.
7. I may here explain that when I sent in my original
proposals for the re-organisation of the Staff, I had
had comparatively little experience of the work of land
survey branch. Its operations as is well known are not
limited to land surveying but comprise the auties
usually performed by a land agent; viz: - the valuation
and sale of property. Taking into consideration the
fact that the work of this branch is considerably in
arrear, and that experience shews that many of the old
lease plans are inaccurate, and require to be made over
again, and that the revenue loses considerably from
this cause, I am of opinion that for years to come
there will be ample employment for the Land Surveyor,
and an Assistant Land Surveyor, which appointments
would if my suggestion be adopted, be filled by Mr.
Malsch and Mr. Prosser respectively.
Until the arrival of the Assistant Surveyor Gene-
ral and Chief Draftsman, it is desirable that on the
transfer of Mr. Cooper to Mr. Chadwick, Mr. Malsch should
also have the general supervision of the technical
branch of the Office Staff (draftsman &c.).
I recommend that Mr. Drury who has acted as tempo - rary Land Surveyor be appointed as one of the Assistart
Engineers. His present salary is $1,800 per annum, with
an additional temporary allowance of $50 per month
while acting Land Surveyor, being altogether at the
rate of $2,400 per annum. The salary provided in the
Estimates of the current year for Assistant Engineer is
$2,328 per annum.
10. When Mr. Cooper is transferred to the Sanitary
branch (Mr. Chadwick) it will I think be necessary to
make some other arrangement as regards the Inspector of
Buildings, a branch of the service which, according to
the Building Ordinance (No.15 of 1889) is placed under
the Surveyor General. Mr. Sample (now Assistant Inspector
of Buildings) might be made Inspector of Buildings or
he might be promoted to be one of the Assistant Engineers
a position which by education and attainment he is, I
believe, qualified to fill. Should this change be carried
out, there would still remain a vacancy for an Assis-
tant Engineer in the staff originally proposed, and
another vacancy has occurred trough the resignation of
Mr. Berkeley.
11. I may now proceed to give the explanations re-
quired by the Colonial Office Despatch of 28th. Decen-
ber 1889.
1st. As regards the "Quantity Surveyor". The
proposal for such an official originated, I believe, in
a Commission of inquiry into the Public Works Depart-
ment in 1883, and this official was requisitioned be-
fore my arrival, In the course of this inquiry it
became manifest, that owing to the numerical weakness of the Engineering Staff, sufficient supervision could not be exercised over the overseers, who in the case of repairs and minor operations, had frequently to measure up the work they had charge of. I regret to add that this system has since continued to some extent, and must continue, until the staff is strengthened. The appointment of a Quantity Surveyor was suggested by one of the Royal Engineers examined by the Board of Enquiry. Although Quantity Surveyors are employed by the Royal Engineers, and to some extent in the house building trade, it is not the usual practice in the Civil Engi❤ neering profession to make use of a Quantity Surveyor for measuring work executed. So far as my experience goes
and after consulting Mr. Chadwick understand that his
experience agrees with mine, it is the practice of the profession to place works in charge of a Resident or
Executive Engineer, who is not only responsible for
their execution, but for measuring up the work. Much of the detail may be left to an Assistant Engineer, acting
under the direction of the Executive Engineer, but the
latter supervises, and is responsible for the accuracy
of the measurements. By necessity too much has in the
past been left to the foremen, overseers, or clerk of
works. One principal object I have had in view in sub-
mitting proposals for a stronger Engineering Staff, is
to prevent the perpetuation of a system which in my
opinion is radically defective. If then all the Engi-

prove useful, although in my opinion the system which I
recommend, and which has so long prevailed in the pro- fession, of measuring up the work by the Engineer in charge, is in every respect to be preferred.
2nd. Mr. Sampson resigned his appointment on 1st,
June 1889 as reported in my letter of 4th. June 1889,
under the circumstances described in my report on storm
damage dated 27th, July 1889.
3rd. On reference to my report of 6th. July 1889
it will be seen that the salary I propose for the
Assistant Land Surveyor is $850 a month or $3,000 a

ry of the temporary Land Surveyor is put down at $2,520

us are now much overworked, the result of which if the
present state of things be prolonged, may probably be
that some of us may break down during the trying
weather of the approaching hot season, and the Depart- ment is so short handed that it would hardly be possible to replace a single official on the technical staff in case of illness. Moreover as His Excellency the Governor is aware, many important works are kept back from the same cause, and I regret to add that I find it impossi- ble to exercise the amount of supervision which is in my opinion nebessary over some of the works now in
progress.

Government the desirability of fixing such rates of
salary for the Assistant Surveyor General and the
Executive Engineers as woula inauce men of good professional
and social standing not merely to enter but to remain

An Ordinance for the Incorporation of the Procureur Général in Honghong of the Society of the Missions Etrangères
and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
The object of the Ordinance is to enable the above mentioned mission to acquire
