I would propose also that in such cases the Governor should join with the Council, the Suferintendent of Police, and the Registrar General and allow them a vote in the decision arrived at- _ as persons capable of binging valuable information to assist the discussions in which however I would make them feel they had a responsible part to perform by calling them both at least record how they would vote.
