5. I think the matter is one of
great consequence and the

The time has quite gone by in which, if that straight forward
course be adopted, the Chinese likely to misunderstand the
proceedings or motives of Government. I would propose also that in such cases the Governor should join with the Council, the Suferintendent of Police, and the Registrar General and allow them a vote in the decision arrived at- _ as persons capable of binging valuable information to assist the discussions in which however I would make them feel they had a responsible
part to perform by calling them both at least record how they would vote.
I think it very likely from the reports of the dnspectors of
the houses that the present Licensees

The Licenses have been granted
on the last two recasions I think.
nearly in the more suggested by His Grace the Duke of Buckingham
and Chandos
as circumstances with

experimental one, and it must be
admitted that by exaggerating the
lopes entailed restrictions,

the belief that the profits were less than had been anticipated, and that the monthly License See

Acting on this bebes, and considering that suppression of Crime and not Revenne had been the object of Licensing Cambling, there was no reason for continuing the See at such a rate as to prevent the Licenses being held by persons of position. Those who then hell them being men of this class, it was desirable to retain them,

A consideration of these led to the belief that with payment of about $ 240,000 a year, there would probably be left a sufficient margin of frofit for the holders of the Licenses._
The old Licenseer, having their houses ready fitted and
having maintained
good order hitherts, were given the first
chrice at this price which they after some difficulty accepted. Before, however, the
agreement came into force, it was found that an omision had been
made in the
