Edenial Office In reply I am to state for m information of the Duke of Newcastle that the amount paid in the case of the Lord of the Isles" has been repaid to the Hong Kong Government by Department through the Agent General for Crown Colonies out of the vote for relief of distresed Seamen! The case did not appear to My Lords to be one in which the Owners of the Ship could be held liable for the expenses, since they were incurred solely in the relief of the Crew after the loss of the vessel. The case of the James Lemon appears similar to that of the "Lord of the Isles" and the sum paid for the conveyance of the crew, will be repaid in like manner ~ through the Agent General, from whom a letter has been received on the subject. With reference to the general question of the remuneration of Junk Masters for such services have difficulty in recommending universal application of the general Rules, by which they are guided in ordinary cases to cases of so peculiar a nature as those in question. The general rules to which I refer however are as follows. In the case of seamen rescued from wrecked British vessels the Board of trade are in the habit of allowing for subsistence of the wrecked crew. per-man per day, and when detention is caused to a any vessel by deviation from her veyage for the purpose of landing the shipwrecked men an allowance is made for the period of such detention according to the tonnage of the vessel of 4. per ton per day, It is also the practice to repay the cost of any damage sustained by a vessel in attempting to save life and in cases of risk & peculiar gallantry personal rewards are given in addition in all cases. My Lords will be willing to repay to the Hong Song Government, these expences when incurred on behalf of British Seamen wrecked in the China Seas. The above rules where the ship and cargo are lost, and expences are incurred in -incurred in saving- the crew and conveying them to abort: But when any service is rendered for the purpose of saving the ship or cargo the expense of such service will properly be chargeable to the owner of the ship . The above general Rules should be followed when practicable. The answer is that it is • very doubtful whether a Silver Coinage that principle would be properly appreciated by the Chinese - From their knowledge of Assaying the lowering of the Standard, if practised, would be immediately discovered by them; them; and reduction, in weight would be still more obvious.
