letter of the 25th ultino
transmitting for the consideration of elly Lords Copy of a Despatch from the Governor of Hong Hong enclosing an Ordinance Nol of 1862, " for the Regulation and Controul of thes "Harbour of Victoria Hong Kong"._.
I am to request that
submit to the Duke of Newcastle
following observations which have occurred to My Lords in considering the various
Clauses of the Ordinance..
Clause 3- Requires every Master of as
he Under Secretary
Merchant Vessel to hoist the Ships Number on entering the
Harbour of Victoria.
of State
Colonial Office
My Lords would suggest the insertion
after the word "Number" of the words,
her distinguishing signal "from the Meccantile "Navy List"
A Copy of this List is forwarded and My Lords think that it might with
advantage be transmitted for the use
The Harbour Authorities at Victoria
It will be seen that this Volume
contains the Name of every British Registered Vessel and in the aggregate the Names of between 30,000 and 40,000 Ships British and Foreign and for the purpose of signalling there is placed opposite the name of eachs Vessel the Four Letter's (corresponding to the Code Flags) which denote her Official Number or her distinguishing signal.____
be further stated that there Four Letters are, or can be inserted in the
Certificate of Registry of every
Briksh Vessel at
the Custom Houses and that thes Mercantile Navy List is published under
the authority of the Board of Trade and that the different Shipowners Societies have
recommended its adoption on boards
Merchant Vessels._
Clause 4- Requires every Master of a Merchant Vessel to report has
on arrival and to deposit
his Papers either with the
Harbour Master or with a
Consul if the vessel is
Foreigner. -
My Lords have to observe that the
provisions of this Clause which affect
Foreign Ships are unusual and may give
pist ground for complaint.___
In the opinion of this Board it is
desviable that there should be
as little
interference as possible as regards
practice to be observed between Foreign
Masters and their Consues in British ports Such
regulations seem to My Lords
more properly to concern the Foreign
Governments and their respective Consulates For these reasons My Lords are
opinion that in the absence of special reasons for retaining the latter part of this Clause it should not be allowed
to become Law..__.
Clause 8. Imposes a
wilfully or
negligently staying
behind without a Certificate
of Dascharge from the Havebor: Master or other persons appointed to grant suchs Certificate..
It seems to elly Lords that this provision
is of unnecessary rigour. It might be so enforced as to cause great injustice
it is difficult to understand how thes
offence is to be proved.-
These objections should inn elly Lords
opinion be communicated to the Governor
of Hong Kong with a view to modification of this Clause..
Clause 20-
elly Lords observe that the Regulations
as to the Lights ordered by this blause
to be exhibited on board Vessels ins the Harbour of Victoria, differ from thes
Admiralty Rules concerning Lights - They
think it would be well that the Rules of the Admically should be strictly adhered to..
A copy of these Rules is enclosed. Clause 21 - Reguvies that in addition to other
Signals of Distress in case of Fure on
board any Ship, the Signal Marryatts Code 2104 "I am
hoisted._
Fice" shall be
My Lords see no
reason why the
danger signal to be hoisted should
be confined to Marryatt's Code...
There is a new bode of ellarine Signals which is being gradually introduced
into our Merchant Navy entitled "the Commercial Code of Signals for thes
use of all Nations
copy is forwarded herewith for Hansmission to Hong Kong for thes
use of the IHarbour authorities: and Lords would recommend that the
words "or the" Commercial Code Signal. "N M" should be inserted before the
words "I
am on fice" in this Clause.... Clause 22
For the like reason the words the Commercial Code Signal "PC" should
be inverted before the words Elluting "
board in this Clause..
27 - My Lords doubt the utility of

Some of the points above noticed
are of confiderable importance: and desirable not to delay thes
if it is

My Lords think that the attention of

Office of Committee of Privy Council for Trade,

Whitehall 13th December
am directed by the Lords of the Committee of Brivy Council for Trade to acknowledge the receipt of your
letter of the 20th ult. transmitting
copies of two despatches from the
Aching Governor of Hong Kong reporting
the loss of the British ships "Lord of
the Isles" and James Lemon" and/ referring to the remuneration awarded by the Hong Kong Government to the Junk Masters who rescued the crews
of the wrecked vessels.
be Under Secretary of State.
Edenial Office
In reply I am to state for m information of the Duke of Newcastle that the amount paid in the case of the Lord of the Isles" has been repaid to the Hong Kong Government by Department through the Agent General for Crown Colonies out of the
vote for relief of distresed Seamen! The case did not appear to My
Lords to be one in which the Owners
of the Ship could be held liable for the expenses, since they
were incurred
solely in the relief of the Crew after the loss of the vessel.
The case of the James Lemon
appears similar to that of the "Lord of the Isles" and the sum paid for the conveyance of the crew,
will be repaid in like manner ~
through the Agent General, from
whom a letter has been received on
the subject.
With reference to the general
question of the remuneration of Junk
Masters for such services have difficulty in recommending universal application of the general Rules, by which they are guided in
ordinary cases to cases of so peculiar a nature as those in question.
The general rules to which I refer however are as follows.
In the case of seamen rescued
from wrecked British vessels the Board of trade are in the habit of allowing for subsistence of the wrecked crew.
per-man per day, and when
detention is caused to a
any vessel by
deviation from her veyage for the
purpose of landing the shipwrecked
men an allowance is made for the period of such detention according
to the tonnage of the vessel
of 4. per ton per day,
It is also the practice to repay
the cost of any damage sustained by a vessel in attempting to save life and in cases of risk & peculiar gallantry personal rewards are
given in addition
in all cases.
My Lords will be willing to
repay to the Hong Song Government, these expences when incurred on
behalf of British Seamen wrecked in
the China Seas.
The above rules
where the ship and cargo
are lost,
and expences are incurred in
-incurred in saving-
the crew and conveying them to abort: But when any service is rendered for the purpose of saving the ship or cargo the expense of such service will properly be chargeable to the owner of the ship .
The above
general Rules should
be followed when practicable. But looking to the pecularity of the cases in question, My Lords think that muck must be left to the discretion of the Officers at Hong-Kong who will be

I have the honor to acknowledge the receipt of your letter of the 24th August last enclosing a letter from the Colonial Office dated 92 Jine with Copy of a despatch from the Governor of Wong Hong ( with parcels of Chinese Coins attacked), together with former Correspondence des noted on the

The subsidiary Coin to the dollar in Silver required by the Governor appears highly desirable and must w :sooner or later be supplied, but it is impossible to pround with Confidence at present in the preparation of such
With the view of advancing the question
a step, the following propoval is offered. Dearing in mind that it is the Mexican or
Spanish dollar which is to be dealt with,
and also that the silver piece the 10 Centr required by the Governor already exists
the Spanish double real, it is suggested that a quantity of the last -named piece,
of the real (5 Cents) and double real should be procured and transmitted to Hong Kong. Small Silver money is representect as very scarce in Spain, but I have reason to believe that such an amount £2000, Could be procured at present from the Bank of

than the Cost of
The small Spanish Pieces of Silver referred to are coined at their intrinsic value. An important point, at present doubtful, would soon be settled by thee- issue at Hong Kong. Could such Coins be retained within the Colony ? As dollars Circulate there by weight and very
much as Bullion,
the danger to be apprehended is that the small pieces would come to be used as make-weights rather
and be dispersed in paymentes
than as money,

mall pieces could be preserved, then it might
be considered whether

might not be struck, to maintain the circulation, at the same rate of Comage. On the other hand, if the small Coris, disappeared then Government could turn to the alternative of a Silver Comage like the Brition circulating at a rate above); it's intrinsic value. - As proposed by
the Governor the small pieces, under a dollar. could be coined of proportional weight- but of leve fineness than the dollar; or,
less what would be better. I believe, of the Standard fineness of the dollar (7/0) but of less proportional weight. Why not by a token Comage, such as this, in the first mistance? The answer is that it is
• very doubtful whether a Silver Coinage that principle would be properly
appreciated by
the Chinese - From their knowledge of Assaying the lowering of the Standard, if practised, would be immediately discovered by them;
them; and
reduction, in weight would be still more obvious. They would be too apt- to rate the new pieces at their intrinsic
value, and so destroy their are

Secondly, with respect to the Comage of Copper Cash. The Governor attaches much, importance to the improvement of the Cash, the domestic currency of upwards of 100,000 Chinese Inhabitants Com of the Colony . The Cash is the

The chemical assay will be onljoined of sine Comages of the Cash, at present in circulating, issued by seven Emperors of the last dynasty, the specimens being those transmitted by Governor Robinson, with his despatch to the Duke of Mweastle. Assuming Copper to be worth 2100 per ton, and the Alloy (sine and lead) £20 per ton, the inhinoie value of 1000 Cash would be as follows-beginning with the earliest and ending with the latest Comage, that of the last Emperor. -
