The circumstances connected with his
affointment as lieutenant Governor and peculiar
that Office
was created for the purpose of relieving
the Governor, who was at the same time Laferintende
of Trade in China "," from the detailed duties Connected with the Administration of the Colonial Government, and althougs, it was not distinctly acknowledged
as a fermonent Office, yet it differed essentially
from the general character of the Office of a Lieutenant Governor of a Colony.
The Grant of a Pension to Col: Caine Cannot
therefore be construed into a precedent for
Granting Pensions to Governors on Lieutenant Jovernors; who have never been considered
entitled to Pertions.
Their Lordships are of opinion that his case be dealt with under the provisions of the Act

exercising the powers weched in Them, by the :th Section of that Ach, and in granking, the highest-
