GEOGRAPHY, INCLUDING CLIMATE AND HISTORY
The State of Negri Sembilan, the smallest of the Federated Malay States, lies on the West Coast of the Malay Peninsula to the south of the States of Selangor and Pahang. It is in fact a federation of "Nine States", consisting of the four major States of Sungei Ujong, Jelebu, Johol and Rembau, and the five minor States of Ulu Muar, Jempul, Terachi, Gunong Pasir and Inas. Sungei Ujong is mentioned in a Javanese poem in 1365 A.D., as being subject to the Javanese Empire of Majapahit. In the 15th century it was ruled by Chiefs of the old kingdom of Malacca. Most of the Malay inhabitants of the States are descended from immigrants from Menangkabau in Sumatra, and have an interesting exogamous, tribal and matriarchal social organisation.
This immigration appears to have begun in the 16th century. The original Malay federation seems to have consisted of Sungei Ujong, Klang (now in Selangor), Jelebu, Rembau, Naning (now in Malacca), Segamat (now in Johore), Pasir Besar (now in Johore, its place having been taken by Johol), Johol, (now Inas) and Ulu Pahang (now partly in the Temerloh District of Pahang). After the capture of Portuguese by the Dutch and Johore Malays in 1641 A.D., Johore took a leading part in Negri Sembilan politics until 1773 A.D., when the Undang or Chiefs of the present four major States invited a Sumatra prince Raja Melewar, ancestor of the present Yang Di-Pertuan Besar to preside over the federation.
talacca from the
In 1874 the Dato' Klana, Undang of Sungei Ujong, the most important of the nine States invited the assistance of the British Government to maintain his rule, and a British Resident was appointed.
In 1883, Jelebu applied for a British Officer, and Rembau agreed to refer all its disputes to the British Government, and in 1887 accepted a British Adviser.
In 1889, the Yang Di-Pertuan of Sri Menanti who no longer effectively presided over the whole of Negri Sembilan, the Rulers of Tampin (a small principality which had come into existence to the east of Rembau) and Rembau asked for a Resident and agreed to a confederation known as "The Old Negri Sembilan". In 1895, the Resident of this con- federation took charge of Sungei Ujong and of Jelebu, and the modern Negri Sembi- lan was constituted. Finally in 1898, the Yang Di-pertuan of Sri Menanti was elected titular Ruler of the whole State.
The area of the State is approximately 2,580 square miles. It is bordered on the south by Malacca and Johore, on the north by Selangor, on the east by Pahang, and on the west by the Straits of Malacca.
The main mountain range of the Peninsula ends in Negri Sembilan, and the watershed between the East and West Coast in the southern part of the State is no- longer mountainous. The highest mountain is Telapak Burok (3,915 feet).
There are no large rivers, and the State does not suffer from disastrous floods which sometimes cause such great loss in the larger river valleys of Malaya.
The climate is hot, moist and equable. The shade temperature has but a small annual range, and averages 81°F. It seldom rises above 92° or falls below 68°.
The average monthly rainfall throughout the year was 7.18 inches, the highest re- corded being 14.73 inches at Tampin for the month of November, and the lowest 0.96 inches at Port Dickson in February.
GOVERNMENT.
The supreme authority in the State is vested in the Yang Di-pertuan Besar and the Udang in Council.
The Council of the Yang Di-pertuan Besar and Undang which consisted of His Highness the Yang Di-pertuan Besar as President, the British Resident, the four Undang, or Ruling Chiefs of the four major divisions of Negri Sembilan, and the
NEGRI SEMBILAN
Tengku Besar of Sri Menanti formed the Upper Chamber. The Lower Chamber, or State Council, consisted of the British Resident as president, and eight Official, and seven Unofficial Members. Legislation is introduced into the State Council and if passed is submitted to His Highness and the Undang for confirmation or amendment, and assent is finally given by His Highness and the Undang.
Matters which concern only the Muhammadan religion or Malay custom are dealt with by the Upper Chamber and that Chamber can legislate on such matters by means of Orders in Council. The Upper Chamber also exercises the statutory executive powers vested in the former State Council.
For the purpose of the local government, the State is divided into five administra- tive districts, namely, Seremban, Kuala Pilahı, Tampin, Jelebu and Port Dickson, in charge of officers responsible to the Resident. There are State Heads of Departments in charge of the Public Works, Medical, Police, Mines, Surveys, Agricultural and Forest Departments in the State.
The principal towns and villages in each district are for local Government pur- poses under the charge of Sanitary Boards over which the officer in charge of the district presides. The Boards include unofficial members nominated by the Resident. The work of these Boards is regulated by the (Federal) Sanitary Boards Enactment of 1929. POPULATION.
The estimated population is 240,000
RAILWAYS
The State is served by the F.M.S. Railways with a total length of lines amounting to about 130 miles and 37 chains.
The total length of metalled roads in the State at the end of the year was 532 miles 20 chains of which 363 miles were asphalted.
SHIPPING.
The only port of any importance is Port Dickson. 465 steam, vessels entered this and other small ports of the State, with a total tonnage of 76,811 and cleared.
REVENUE.
The revenue for 1935 was $9,591,352 and the expenditure was $7,467,152. Imports in 1935 were valued at $7,463,616 and exports at $20,679,691.

The State of Palang lies between Trengganu and Johore, and extends along the eastern side of the peninsula from 2 deg. 27 min. to 4 deg. 47 min. N., its coast line being about 130 miles in length. The area of the State is estimated at 13,820 square miles, and its principal river, which drains a large extent of country, is known by the same name, The river Pahang is, however, owing to its shallowness, navigable for small craft only. The country is sparsely populated, there being, according to the census of 1931, 180,811 inhabitants, as compared with 146,064 in 1921.
The capital of the State is Kuala Lipis, situated at the mouth of the Lipis river where is also the seat of Government. The State is under British protection, and in August, 1888, the Sultan, acting under the advice of the Sultan of Johore, applied for a British Resident to assist in the administration of the country, which request. was acceded to in October of that year.
The predominant rock is slate, but granite, sandstone, limestone, quartz, and schist. abound, while traces of volcanic action at some remote age are shown by the presence of basalt, trachyte, etc. As regards its mineralogy the State has always possessed a high reputation for its product of gold and tin. Though during recent periods these have been but little sought, the wonderful old gold workings discovered by Messrs. Knaggs and Gower show that the State must, at some very remote time, have been well known and populated. Gold is worked on a large scale at Raub by the Raub Australian Mining Company, and on a small scale elsewhere by Chinese and Malays. The Palang Consolidated Company, Ltd, have large tin mines at Sungei Lembing in the Kuantan district, and there is much tin mining in the Bentong-Raub districts and at Gambang in the Kuantan district.
The revenue for 1935 amounted to $5,422,021 and the expenditure to $5,186,734- The State on 1st January, 1936, owed $25,509,504 to the other States of the Federation. The indebtedness incurred by the State is represented by public improvements that are to prove of a remunerative character in years to come. Excellent roads have been constructed, opening up land for planting and aiding prospecting for minerals.
All principal towns are now connected by telegraph and the new trunk railway which connects the F. M. S. Railways and the Siamese Railways has been completed. It is now possible to travel by rail from Singapore to Bangkok through Kelantan.
The quantity of copra exported in 1935 amounted to 542 tons as against 420 in 1934. The exports of rubber were valued at $2,390,134 as against $3,240,915 in 1934. The quantity of tin-ore exported was 2029 tons valued at $2,869,848 being a decrease in quantity of 245 tons and a decrease in value of $317,272 as compared with 1934. The total gold from the State placed on the market in 1935 was 22,909 ounces of an estimated value of $1,224,062. The Raub Australian Gold Mining Company is respon- sible for 92 per cent. of this total output.
The total value of trade for 1935 was $9,316,979 as against $10,357,242, a decrease of over 10 per cent.

THE UNFEDERATED MALAY STATES
The Malay States not included in the Federation are Johore, Kedalı, Perlis, Kelantan and Trengganu..
Article 3 of the Johore Treaty of the 11th December, 1885, provided for the ap- pointment of a British Agent in Johore. By an 'agreement dated the 12th May, 1914, this was altered so as to provide for the appointment of a British officer to be called the General Adviser, whose advice must be asked and acted upon in all matters affect- ing the general administration of the country and on all questions other than those touching Malay religion and custom.
The States of Kedah, Perlis, Kelantan and Trengganu came under British protec- tion on the 9th July, 1909, when, in execution of the Treaty of the 10th March, 1909, the Siamese Government transferred to the British Government all suzerainty, protec- tion, administration and control over these four States. British Advisers on that day took over from Siamese Advisers in Kedah, Perlis and Kelantan. In Trengganu, an officer styled the British Agent assumed duty.
The Sultan of Trengganu, later, expressed a desire that his State should be administrated upon an improved basis, and, by a Treaty with His Majesty's Govern- ment dated the 24th May, 1919, agreed to receive a British Adviser (in place of the British Agent provided for by an earlier Treaty of, the 22nd April, 1910) and to ask and follow his advice upon all matters affecting the general administration of the country and all questions other than those touching the Mohammedan religion.
The Treaty of 1909 also provided for the loan of £4,000,000 by the F.M.S. Govern-- ment to Siam for the purpose of building a railway southward from Bangkok to connect up with the F.M.S. Railways system via Kelantan. This sum was subsequently increased to £4,750,000, in consequence of a decision to connect up also via Kedah. The railway via Kedah was opened to traffic on the 1st July, 1918. A fast weekly passenger service between Bangkok and Penang was inaugurated on 2nd January, 1922. The International Express leaves Bangkok every Wednesday and Saturday at midday and arrives at Prai (the mainland station for Penang) on Thursday and Sunday evenings. It leaves Prai every Monday and Friday morning and arrives in Bangkok on Tuesday and Saturday mornings.
In general terms, it may be said that the development of the Unfederated Malay States in the last decade has been even more remarkable than that of the Federated Malay States. Their revenue, for instance, in 10 years has more than quadrupled.
THE UNFEDERATED MALAY STATES-JOHORE
Although each of the five Unfederated Malay States preserves its individuality with the greatest solicitude, there is the friendliest feeling, not only amongst them, but also between them and the Federated Malay States and the Colony of the Straits Settlements; and in any matter which tends to their common advantage, yet does not affect their individuality, there is ready co-operation. The States differ from one another in many respects, both great and small. As examples of the difference in the smaller matters, it may be mentioned that Kedah, Perlis and Trengganu adhere to the Mohammedan calendar, whereas Johore and Kelantan have adopted the Christian calendar. The system of internal administration differs very greatly; on broad lines, however, the resemblance between the States is strong. They are all Mohammedan countries, and are governed by a Ruler who is advised by a State Council. (Johore has separate Legislative and Executive Councils; in the other States the Councils are both Legislative and Executive.) They use the coinage and the currency notes of the. Straits Settlements. Their European officials are British officers, almost all of whom are lent, on deputation, to them by the Governments of the Straits Settlements and the Federated Malay States.. Johore, Kedah, Kelantan and Trengganu have their separate issues of stamps. The small State of Perlis (which in earlier days was a part of Kedalı) still uses the Kedah stamps.
This State occupies the southern portion of the Malay Peninsula, and has an area of about 7,678 square miles. The State is ruled by a Sultan, who is juristically independent, but politically under the protection of the British Government. The present Sultan, Ibrahim, was born in 1873, and succeeded his father, the late Sultan Abubakar, in 1895, being crowned on the 2nd of November of that year. On the 1st January, 1916, the dignity of an Honorary Knight Grand Cross of the Most Distinguished Order of St. Michael and St. George was conferred on His Highness the Sultan by His Majesty the King, and the investiture took place at Johore Bahru on May 11th, 1916. His Highness has been decorated with the Order of the British Empire in further recognition of his services during the Great War. and more recently with Grand cross of the Most Excellant Order of the British Empire. Since 1910, the Sultan has had the services of an officer of the Malayan Civil Service General Adviser, and other members of that service are seconded to control various departments, with the result that the government is now on a sound footing and financially one of the wealthier' of the Malay States with large savings to meet the present fall in revenue. The country has made great pro- gress in material prosperity, and has attracted a good deal of European capital, invested in planting enterprises.
The revenue for 1936 amounted to $17,388,991 against $17,162,127 in 1935, and the expenditure to $17,911,794 in 1936 against $18,429,798 in 1935, Surplus assets at the end of 1935 amounted to $40,595,720. The railway, which connects Singapore with the F. M. S. system, was completed in 1909. Along its 120 miles it provides acces to the extensive areas of valuable forest land not conveniently reached by the natural waterways. It is operated and leased by the F. M. S. Railways Depart- ment, which now controls the whole of the railways in the Malay Peninsula. A causeway has been constructed over the Straits of Johore, between the mainland of Johre and the Island of Singapore, carrying a railway track and a roadway. It was opened for passenger trains on 1st October, 1923. The roadway was opened to vehicu- lar traffic on 28th June, 1924.
The capital is the town of Johore Baliru, or new Johore, as distinguished from Johore Lama, or old Johore, the former seat of the Sultans of Johore, which was situated a few miles up the wide estuary of the Johore river, The new town is a flourishing little place on the nearest point of the mainland to Singapore island, and lying about 14 miles to the north-east of Singapore city, in 1° 26' N. It contains some 100,000 inhabitants, mostly Chinese. Public Works have received a good deal of attention in recent years and $8,158,104 was spent on them in 1936. There are now about 857 miles of roads in the State, and new roads are being constructed.
The estimated population of the State in 1936 was 631,200 (as compared with 505,311 in 1931), of whom 850 were Europeans, 286,100 Malays, 274,400 Chinese, 65,000 Indians, 340 Eurasians, and 4,510 others. The Chinese are chiefly found as cultivators of rubber.

European and Chinese have taken up large areas for planting, chiefly rubber, pineapples and coconuts. The export of tapioca was 58,783 piculs in 1936, as compared with 76,109 piculs in 1935, and the value were $213,406 and $223,874 respectively. The export of rubber in 1936 amounted to 1,495,527 piculs, valued at $59,348,483 against 1,400,422 piculs in 1935 valued at $32,963,598. A remark- able feature of the rubber industry in this State is the large amount of land taken up by the Japanese. In 1935, 682,294 piculs of copra, valued at $2,881,710 and 261,046 piculs of areca-nuts, valued at $1,554,124, were exported.
At the present time the principal exports of Johore are the carefully cultivated rubber, copra, gambier, pepper and areca-nuts, and the natural products of tin, timber, rattans and damar. For almost all such produce Singapore is the port of shipmnt.
Johore is rich in iron ore, and a minc is being successfully worked by Japanese in Batu Pahat and 590,288 tons of ore worth $2,951,445 were exported in 1936. The export of tin ore in 1936 amounted to 999 tons.

KELANTAN
This State lies on the Eastern Coast of the Malay Peninsula between latitudes. 4 deg. 32 min. and 6 dcg., 15 min. North and longitudes 101 deg. 19 min. and 102 deg. 37 min. East, with a coast line of 60 miles on the China Sea. It embraces an area of 5,750 square miles. Southern Kelantan is mountainous but Northern Kelantan is a rich alluvial plain, drained by the Kelantan and Golok Rivers and their tributaries.
According to the Census of 1931 the population was 369,411 as compared with 309,300, in 1921.
Kota Bharu, six miles up the Kelantan River, is the capital, and the chief port is Tumpat at its mouth. His Highness the Sultan resides at Kota Bharu which is the capital and administrative headquarters of the State.
The chief exports are copra, rubber, betulnut, poultry, cattle, dried fish, tin ore, manganese ore and iron ore. The climate is healthier than in other parts of the Peninsula, there being a distinct cold season from October to February. In the plain the temperature in the shade rarely exceeds 90 or goes below 69 degrees, except in January and February, when 64 degrees is not unknown.
Mr. J. Scott Mason, as British Adviser, took over the supervision of affairs from Mr. W. A. Graham, the Siamese Commissioner, on July 15, 1909.
In 1910, the revenue amounted to $419,327 and the expenditure to $403,552. In 1936, the revenue had risen to $2,759,522 and the expenditure to $2,476,533. The public debt at the transference of the suzerainty was $150,000, upon which Siam charged 9 per cent. This debt was taken over by the F. M. S. Government, interest being reduced to 4 per cent. The debit balance of the State at the end of 1936 was $3,822,359. The value of the imports in 1936 was $6,562,911 against $5,453,893 in 1935. The principal imports were:
The principal imports were:-Rice, tobacco, tex- tiles, provisions, kerosene oil, benzine, gambier, sugar, timber, salt, machinery and tinned milk. The tonnage of the steamers using Kelantan ports was 214,000 in 1936 against 213,000 in 1935. There is regular steamship communication with Bangkok and Singapore. The State had at the end of 1936, 233 miles of road open to. wheeled traffic, the two main roads being those from Kota Bharu to Kuala Krai (45 miles) and to Pasir Puteh (26 miles). The latter has been extended to give connection to Kuala Besut in the State of Trengganu. There is daily connection by rail (except Sundays and Wednesdays) between Tumpat and Pahang, and the line to the Siamese border is open for traffic, a daily service between Tumpat and the Perlis boundary, making communication with Penang an easy matter. Kota Bharu is in direct tele- graphic communication with Kuala Lumpur. Haadyai and Trengganu. It is also connected by telegraph and telephone with the two chief ports, Tumpat and Bachok, and with Kuala Krai, Pasir Puteh Temangan, Sungai Nal and Pasir Mas.
